A Message from the SSEPC Chair – Joanne Vesay
Hello and Happy New Year!
I’ve been a member of SSEPC since 2005 and was introduced to the
organization by two of my colleagues who have also been former Chairs of
SSEPC. I’m grateful to be continuing their “legacy.”
It was a pleasure seeing so many of you at the TED Conference in Charlotte,
NC. Despite the fact that SMALL is in our name, our organization truly
contributes to the success of TED in a very BIG way, and I thank all of our
members for a successful conference. A few highlights from Charlotte:

Congratulations are also in order for our newly elected Executive Board.
Evelyn Barese became our new Associate Chair, and Tracy Garrett and Patti
Powell were re-elected for another term as Treasurer and Secretary,
respectively.
We have designated goals for 2010 that will have a positive impact on our
organization and TED. Membership is a major focus with a targeted increase
of 5% by 2014. Efforts include advertising specifically to students attending
TED, providing increased opportunities for student members to present at
conferences and contribute to the Monograph, connecting new SSEPC
members with current members via a dinner during TED, and attracting a
more diverse population to SSEPC. Promotional items for SSEPC have been
distributed and additional items will be purchased for future conferences, so
wear your badges, lanyards, and pins proudly!
As I take over the reins as Chair, I look forward to the coming year and
working with all of you. Looking forward to seeing you in Nashville, TN in April!

SSEPC Meeting at CEC Nashville!
The SSEPC General Business Meeting for SSEPC has been confirmed for Thursday, April 22nd from
2:30 – 4:00. Please refer to the conference schedule/planner for room/meeting locations at the Gaylord.
Preceding the General Business Meeting, Past Chairs of SSEPC are invited to meet over lunch at 11:30.
SSEPC Executive Board Members will meet at 12:00 noon. Attendees at the Past Chairs meeting and at the
Executive Board meeting are responsible for their own restaurant bill. Past Chairs and Executive Board
Members who will be attending CEC in Nashville should notify Joanne Vesay (jvesay@rider.edu) so that
she can make adequate reservations for lunch.

Faculty Exchange! Dava O’Connor, Lander University, has been selected to do a month long faculty exchange with the University of Winchester in Winchester, England. Dr. Allison Goddard from U of W will be in Greenwood, SC, for approximately one month working with Dava at Lander University and the local schools. Her area of expertise is Autism. She will be joining Dava, Dr. Tracy Garrett, and Lander students at the National CEC convention in Nashville, TN before returning to England. In exchange, Dava will be going to Winchester for the month of May to do similar activities at the University of Winchester and attending their SENCO (Special Education Needs Coordinators) conference on May 26th and 27th in Bolton, England. Both are very excited! Congratulations and best wishes, Dava! We look forward to meeting your colleague in Nashville

It was such an honor and a surprise to be nominated for and
awarded the 2009 Nasim Dil Service Award. I appreciate
the honor and privilege of being in the select few who have
received the award. As always, it is wonderful to be a
member of SSEPC. I especially appreciate my colleague
and friend, Dr. Kate Simmons, for her nomination. It has
been a joy to introduce her to SSEPC. I look forward to
seeing many of you in Nashville.

Our heartiest congratulations go out to Laura Carpenter, the 2009 recipient of the Nasim Dil Award for Outstanding
Service to Teacher Education!
Laura received the award at the 2009 TED Conference in Charlotte, NC. The Nasim Dil Award for Outstanding Service
to Teacher Education is an annual award given to an individual who has demonstrated exemplary service to the
development and advancement of quality teacher education in special education.
Laura’s nomination was based on her longstanding leadership in special education since 1980. She has served on
numerous committees on campus and through the community. Laura collaborates with other faculty members of
instructional leadership, secondary education, and elementary education. She demonstrates a strong inner sense of
vision and innovative thinking and is willing to take action. She has a unique and creative ability to individually design
and effectively implement a program for all of the students she serves. She works with students to actualize their goals
and guides them on their career paths. Additionally, Laura is committed to self-learning and professional development
and is truly a “life-long learner.” This is demonstrated by her continued involvement in advanced learning and ongoing
education through AFCEC, CEC, TED, and SSEPC. Finally, Laura is a woman who, in both her personal and
professional life, demonstrates great kindness, authenticity and integrity. She is a true asset to the field of Special
Education!

Dear Kelly and All my SSEPC Friends,
My heart was deeply touched to read very loving and kind notes you wrote on the card you sent me. The shawl is very
beautiful and I intend to use it not only during this winter but for all others that are to come. Thank you, so much. All of
you have been very kind to me and I cherish all the precious memories and miss seeing you -- very much. I am hoping that
I will be able to attend TED conference in 2010.
My best prayers and greetings to all of you for the Holidays and the New Year. I hope 2010 will be better than 2009. I hope
humanism will prevail over animalism. I really don't know what is going on, but my heart bleeds a lot. By the Grace of
ALLAH, my family members are OK. But, is this the way to live in a civilized world? I keep wondering??? You know, I
am an eternal optimist. Goodness does exist. It may take a little longer for it to prevail????

CALL FOR MANUSCRIPTS FOR SPECIAL TOPIC ISSUE:
Teacher Preparation for Special Education and Inclusion
Deadline for submission of manuscripts for the Special Topic Issue is June 1, 2010.
The guest associate editors of Excelsior: Leadership in Teaching and Learning, Patrice Hallock* and Alicja
Rieger**, seek articles for a special issue to be published Fall 2010 devoted to issues related to Teacher
Preparation for Special Education and Inclusion. Topics may include (but are not limited to): inclusive
practices; educational policy; attitudes and values related to special education and individuals with
disabilities; pervasive disabilities; categorical issues such as learning disabilities, emotional/behavioral
disabilities, speech/language disabilities, autism, etc.; culture and disability; working with families; disability
related humor; humor in inclusive classrooms and communities; leisure and recreational activities for
individuals with disabilities; evidence-based practices; use of children’s literature to promote disability
awareness; use of culturally diverse children’s literature to promote culturally (including ability differences)
responsive classrooms and communities; Response to Intervention; academic intervention services;
diagnosis and identification of students for special education services; assessment and the issue of fairness
in grading students with special needs; alternative assessment; assistive technology and use of educational
technology in classrooms; Universal Design; distance education and teacher preparation programs; systems
change; action research in inclusive classrooms; co-teaching in inclusive classrooms; cross cultural research
related to special education; transition; promoting self-determination and self-advocacy skills among
individuals with disabilities; employment; IDEA and/or NCLB as they relate to the education of students with
disabilities; future of special education. Manuscript content that reflects research and models best practice is
encouraged. All manuscripts must use “people first” language.

Excelsior: Leadership in Teaching and Learning provides a forum to explore issues related to teaching and
learning at public and independent colleges and universities with programs in teacher preparation. Excelsior
solicits original, thought-provoking manuscripts of various formats, including papers presenting research on
issues and practices important to teacher education and in-depth discussions of perspectives on issues and
practices that contribute to the preparation and professional development of educators. A third format-Nota
Bene-should contain brief, focused articles; book reviews; or website or technology recommendations. A

Excelsior: Leadership in Teaching and Learning
Manuscript Preparation and Submission
To submit a manuscript to be considered for review:
•
Send an electronic file compatible with Microsoft Word as an e-mail attachment to either guest editor:
Patrice Hallock, phallock@utica.edu, or Alicja Rieger, arieger@valdosta.edu.
•
Manuscripts must follow APA style as outlined in the most recent edition of the APA style manual.
•
Research and Perspectives manuscripts should not exceed 25 pages, including references. Nota Bene
manuscripts should not exceed 5 pages, including references.
•
Include a 100-word abstract for Research and Perspectives manuscripts.
•
The cover page should consist of the title of the manuscript, a suggested running head, as well as the
authors' names, affiliations, addresses, e-mail addresses, and telephone numbers.
•
Omit headers and footers except for page numbers.
•
Omit all identifiers of the authors and affiliations from the manuscript. Be sure computer software does
not reveal author's identity as well.
•
Secure all permissions to quote copyrighted text or use graphics and/or figures of other non-original
material. Include permissions with manuscript.
•
Data-based manuscripts involving human subjects should be submitted with a statement or verification
from the author that an Institutional Review Board certificate or letter approving the research and
guaranteeing protection of human subjects has been obtained from the researcher's institution.
•
Manuscripts will go through a blind review by peer reviewers and the editor. The review process will take
approximately three months from time of submission. All manuscripts will be judged on their scholarship,
contribution to the knowledge base, timeliness of topic, creative/thoughtful approach, clarity and
cohesiveness, appropriateness to category, and adherence to preparation guidelines. Selections may
also be affected by editorial decisions regarding the overall content of a particular edition.

Nasim Dil Award for Outstanding Service to Teacher Education
Purpose: The Nasim Dil Award for Outstanding Service to Teacher Education is an annual award given to an
individual who has demonstrated exemplary service to the development and advancement of quality teacher education
in special education.
Criteria: The criteria for the selection of the recipient of the SSEPC Nasim Dil Award for Outstanding Service to
Teacher Education include demonstrated commitment to personnel preparation in small special education programs
through two or more of the following areas:
a. Service in leadership roles to advance teacher education opportunities in small special education program (e.g.,
holding a leadership position(s) in teacher education organizations, recipients of honors and awards (either at
home IHE or on the national level)
b. Active promotion of quality teacher education in small special education programs (e.g., writing articles for the
SSEPC Monograph, being involved in state initiatives involving teacher education, developing innovative
teacher education curricula and teaching practices, etc.).
c. Active participation in activities promoting opportunities for faculty from small special education programs to
have a voice in the field of special education teacher education (e.g., encouraging and leading SSEPC
members' involvement in political and educational activities that relate to teacher education, being involved in
state-level decision making involving teacher education).
d. Active participation in activities promoting collaboration (in terms of research and professional development)
among members of SSEPC (e.g., initiating, developing, and coordinating activities that involve several SSEPC
members: conference presentations, research projects, co-authoring, SSEPC-sponsored events, etc.).
e. Active participation in SSEPC Service in leadership roles to advance teacher education
Nominees must meet the following criteria:
a. must be a member of TED and SSEPC
b. Nominees may be nominated or self-nominate.
c. Previous award winners will not be eligible again within a 10 year time period.
Nominations: Materials should include the following:
a. A current vita of the nominee;
b. A letter of nomination documenting the nominee's eligibility for the award;
c. Letters of support for the nomination from individuals knowledgeable of the nominee's contributions relative
to one or more of the criteria stated above.
Deadline: Nomination materials are due September 1st each year.

Visiting Scholars
Greetings and Happy New Year! I would like to make a few remarks regarding the SSEPC Visiting Scholar Program.
First, the program is VERY informal. It is an opportunity through contacts in the SSEPC for members to arrange visits
to colleges and universities. These visits may be to advance research, gain insights on innovative programs, guest teach,
or other activities that are beneficial to the person visiting and perhaps to the receiving school. The role of SSEPC is to
help with initial contacts between the parties. SSPEC does not fund such visits or suggest that schools do so. After the
initial contact has been made, the details must be worked out between the Visiting Scholar and the receiving school.
Please allow me to give a personal example of how I utilized the SSPEC Visiting Scholar Program. In the Fall of 2007,
during the TED Conference, I contacted Dr. Sylvia Dietrich of Western Kentucky University regarding the possibility of
visiting with her during my professional development leave in the Fall of 2008. Dr. Dietrich and I are both members of
SSPEC and have been friends and colleagues for many years. She was gracious to invite me to visit. During my three
day visit, she arranged for me to visit Early Childhood Special Education Programs-both university and public school
sponsored. In addition, she invited me to be a guest lecturer in one of her courses. It was a great experience and I believe
a large piece of my successful promotion packet to professor. My university provided travel funds for me to visit.
I invite others in SSEPC to share with me their experiences with the Visiting Scholars Program. I know the activities are
as varied as our membership and your experiences would give ideas to the membership of how to participate in Visiting
Scholars.
Please let me know if you are interested in participating in the program. As I said, it is a very informal arrangement but
one that can be beneficial to your career. I would like to create a list of those universities and colleges who might be
interested in hosting a visit so I can match the visitor with the school. If you would like to be a host, please send me your
contact information and any innovative program you might want to highlight at your university. If you are interested in
being a Visiting Scholar, send me your information, and I will initiate contacts for you.
There are many benefits of belonging to SSEPC. Let Visiting Scholars help you network!

CEC 2010 Conference and Expo at the Gaylord Opryland in Nashville, TN April 20-24
I am still in need of some volunteers for the 2010 CEC Conference at the Gaylord Opryland in Nashville, TN
April 20-24 (see CEC site for conference info). If individuals volunteer and are assigned to work they can
register for a 40% registration reduction (this assumes they will complete 8 hours of volunteer work at the

comes to me -- so if you put SSEPC Volunteer for CEC in the subject line --I'll look for them 1st!). Once I get

2010 TED Conference at the Crowne Plaza Downtown - St Louis, Nov 3-6, 2010
Georgia Kerns and I are working on the 2010 TED Conference to be held Nov 3-6, 2010 at the Crowne Plaza
Downtown - St Louis. We will need volunteers -- to work registration, review proposals, tech
assistance, general help, etc. Unfortunately, there is no monetary help, but it would make a nice line on
your vita and be a great way to highlight SSEPC at the conference!! If interested in helping at/with the TED
Conference, please contact me at: cynthia.watkins@belmont.edu and put SSEPC Volunteer for TED in the
subject line. Please indicate in the body of your e-mail what you are interested in doing (e.g., proposal
reviews, registration table, tech assistance, or "what-ever-needed"). SSEPC has helped to pull off several
great conventions (Vegas, Portland). We always come to the table ready to help.

2010 SSEPC Symposium Call for Proposals
The topic for this year’s symposium will be Responsibilities in Addition to Teaching: Advisement,
Committees, and Accreditation. The deadline for submissions is May 1; a reminder about proposals will be
made at the SSEPC general meeting at CEC. As in previous years, all proposals will be peer reviewed by at
least two reviewers. Up to nine presenters will be selected for inclusion in the symposium. All submissions
must follow the proposal format outlined by TED and be sent as attachments in either .doc or .docx format.

The Small Special Education Programs Caucus (SSEPC) is an organization devoted
to helping support faculty who work in small sized special education programs at
colleges and universities. Members also include educators who work in state
departments of education, as well as educators who are employed in the private
sector. Members of SSEPC collaborate on (a) professional development activities,
and (b) research aimed at investigating issues related to working in small programs.
Information regarding small programs is disseminated through Caucus activities.

Faculty Opportunities
Special Education: The School of Education at the University of Redlands, Redlands,
California invites applications for a tenure-track position in Teacher Education: Special
Education Emphasis. This is an 11-month contract, rank open, beginning in July 2010.
The candidate must have an earned doctorate in Special Education or a related discipline.
The candidate must have experience working with culturally diverse populations in K-12
schools, as well as Special Education programs. All candidates should have the ability to
work collaboratively with school personnel, excellent teaching skills, and an active
engagement in scholarship. The University of Redlands does not currently offer a Special
Education credential, but intends to implement one by the fall of 2011.
This appointment includes instructing teacher preparation classes and taking the lead in
developing a Special Education credential program. The University of Redlands seeks
candidates who have experience with a variety of teaching methods and curricular
perspectives, and an interest in developing and implementing curricula, especially in the
area of special education. Preference will be given to candidates who could also work with
doctoral students in the University's only doctoral program, the Doctorate in Leadership for
Educational Justice (Ed.D.).
