Congratulations To
Chief Clydell Duncan and
Lt. Colin Perry
Chief Clydell Duncan will
be leaving MCC on July 21,
2006 after 36 years of service in the Law Enforcement Profession. Chief
Duncan began his career as
a patrolman with the Flint
City Police Department in
1970. He rose through the
ranks at Flint PD becoming
Chief of Police and retiring
from his position 1996. In
1997, Chief Duncan was
hired by MCC to organize
what would become the
first community college
police department in Michigan’s history. Through his
outstanding leadership and
excellent managerial abilities, Public Safety has
grown to a staff of 13 certified police officers and 13
public safety officers who
provide police services to
the College and surrounding Cultural area. In addition to these duties, Chief
Duncan obtained his B.S.E.
from Henderson State University and two M.A.’s from
Eastern Michigan University
and has been an instructor
here at Mott in the Criminal
Justice program since 1983.
Chief Duncan’s long, faithful
and diligent service to this
community and Mott has
shown him to be a true leader,
an asset to the community and
a credit to the Law Enforcement Profession to which he
serves. He will be truly
missed by all the officers and
staff who have served under
him.
To all here at Mott, please
stop by and bid him a fond
farewell on July 18, 2006 at
1:00 p.m. in the Public Safety
Building.

Emergency
Response Office
Law Enforcement profession.
Lt. Perry began his career as a
patrolman with the Flint City
Police Department after serving
an eight year hitch in the U.S.
Navy. Lt. Perry rose through
the ranks at Flint PD, working
in various positions, to the rank
of Sergeant in the Special Ops
Unit. Lt. Perry retired from
Flint PD in 1997 and started
working at Mott in June of that
year. Lt. Perry’s able assistance
and leadership qualities assisted
greatly in the creation of the
first community college police
department in Michigan’s history here at Mott.
Lt. Perry is missed by all who
have served with him and the
void created by his departure
will be hard to fill.
The Emergency Response and Preparedness Program is to provide protection for lives,
property and operations
through the effective use
of college, community,
county, and state resources. The program
was developed to provide organizational and
procedural frame work
for the management of
emergency situations.
Additionally, it has been
designed to provide a
basic contingency manual for the administration. The Office is located in the Curtice-Mott
building, Room 1150.

Public Safety would like to welcome to the Department Sgt.
Sandy Dunlap, Emergency Response Coordinator. Sgt. Dunlap
has 26 years of Law Enforcement Service. He retired from
Genesee County Sheriff’s Department in 2005 as Detective
Sergeant Investigator. He brings with him experience as a
Paramedic for Genesee County Sheriff’s Department, DARE
Coordinator/Instructor, Medical Examiner Investigator, Gang
Investigator, Child Forensic Interviewer and Computer Crime
investigator. Sgt. Dunlap will be working with the
Emergency Response Team (ERT) on training that includes Emergency Evacuation Procedures and Severe
Weather drills. If anyone is interested in becoming a
member of the Emergency Response Team, please call
Sgt. Dunlap in the Emergency Response Office at 7620554.
Your Public Safety Department
Mott Community College’s Public Safety Department consists of professionally trained Certified Police Officers, Public Safety Officers and support staff who provide services to Mott Community College and surrounding area, 24
hours a day, 365 days a year. Public Safety Officers have full police authority on college property under Michigan
PA 614 of 1997.
The following services are provided by the Public Safety Department:

Escort Service—available 24-hours a day, seven days a week for all faculty, staff and students. This service is
conducted by Public Safety Officers and Student Safety Officers who provide safe, reliable walking escort to your
destination.
Whistle Alert Program—This program provides a high quality whistle, free of charge to students or employees.
Instructions are given to blow the whistle when one feels threatened or attacked. Others who hear the whistle
blown, are to blow their whistles and run in the direction of the original whistle to provide aid and scare off the
attacker. They are also instructed to go to the nearest security phone and notify Public Safety of the problem.
Closed Circuit Television Surveillance – Closed circuit television cameras are located in several areas on the
college campus and are continuously monitored by the Public Safety Department.
Security Phones & Call Boxes – There are over 100 Security Phones located throughout the campus including
Lot G (Student Parking Ramp). Public Safety promotes and encourages the use of these phones. If a phone is
activated and if the dispatcher does not receive a response, an officer is immediately dispatched to that location.
Each phone is checked monthly for any defects or communication problems.

3P Campaign
Mott Community College is committed to assuring that students are able to complete their studies in a safe environment—whether on-campus or off-campus. In 2004, the College in collaboration with the University of Michigan-Flint received a grant from the Department of Justice to initiate the “3P Campaign - Prevent, Protect and
Prosecute Violence Against Women.” One of the goals of this initiative was to develop and implement a campus
awareness program, and to provide education resources and assistance to students. For more information on
how you can become involved in this exciting program, contact Brenda R. Williams, 3P Coordinator. Her office is
