Intent of the Adult Education Block Grant
 To better meet the educational needs of
California’s adult learners through expansion and
improvement of adult education services at the
state and regional levels
 To do so through 71 regional adult education
consortia made up of community colleges, K-12
districts, county offices of education, and JPAs,
and their community partners

AB104 Overview
 Joint effort between the California Community
College Chancellor’s Office and the California
Department of Education
 AB104 = $500M block grant funding in 2015-16 for
implementation of regional adult education plans
through 2018 (further funding expected)
 AB104 ushers in the implementation phase of the
plans developed under AB86, under which the
State allocated $25M for the development of the
regional consortia and their plans in 2014-15

1. Basic skills education, including HSE/HSD
2. ESL, citizenship, and workforce preparation for immigrants
3. Preparation for entry/reentry into the workforce
4. Preparation to assist elementary and secondary school
children succeed academically in school
5. Educational programs for adults with disabilities
6. Short-term CTE with high employment potential
7. Pre-apprenticeship training
 Includes:
• County corrections programs for 18+ year olds
• Programs for older adults

1. Identify and evaluate existing adult education services
2. Identify gaps, barriers, and needs and address them
3. Integrate existing programs and create seamless
transitions into postsecondary education or the workforce
4. Address the gaps identified
5. Employ approaches proven to accelerate a student’s
progress toward his/her academic or career goals
6. Collaborate in the provision of ongoing professional
development opportunities for faculty and other staff
7. Develop partnerships and leverage existing regional
structures and resources

 Number of adults served by consortium members
 Demonstration of the following:
• Improved literacy skills
• Completion of high school diplomas and equivalents
• Transfers to post-secondary from K-12 adult programs
• Transfers from postsecondary noncredit to credit
• Completion of post-secondary certificates, degrees, or
training programs

Consortium Membership Requirements
CCs, K-12 Districts, County Offices of Ed, & JPAs MUST join if
receiving adult ed funding from any of these sources:
 Community college apportionments –
For instruction in any of the AEBG-funded program areas
(ESL, Basic Skills, non-credit CTE, and AWD courses)
 CalWORKS
 WIOA Title II (Federal Workforce Investment Act, Adult
Education and Family Literacy Act)
 Federal Perkins Career and Technical Education Act
 LCFF reserved for students who are 19 years of age or older
 Adults in Correctional Facilities Program

Consortium Membership Requirements
New conditions of membership:
 Reporting of all funds available to that member for the
purposes of education and workforce services for adults
and the uses of those funds
 Representation by an official designated by the
governing board of the member
 Participation in all decisions made by the consortium
 Expenditure of funds according to the Consortium and
State-approved Regional Adult Education Plans (3-Year
and Annual Plans)
 Accurate reporting of expenditures of AEBG funds

• Increase mutual understanding and coordination of regional
ESL programs & practices
• Identify and address gaps and needs for adult ESL learners
• Provide recommendations to the Consortium Steering
Committee regarding ESL programs and services
