1. Consider Approval of Minutes from February 3, 2016 and
February 17, 2016 meetings

the minutes of the February 3, 2016 meeting.

2. Board Policies and Administrative Procedures
The CPC received the following board policies and administrative procedures as a first
reading. Final consideration will be at the meeting of March 16, 2016. The policies and

After much discussion, the CPC decided to form a working group to further review BP/AP
4105, Distance Education (Lori Kildal, Romero Jalomo, and Carol Kimbrough). The working
group will meet to clarify language and will forward recommendations at the next meeting.
In addition, there was discussion to consider modifying AP 2410, Board Policies and
Administrative Procedures, to address those policies and procedures that need additional
vetting among employee groups/governance councils; the goal would be to ensure timely
reviews. Additionally, Dr. Romero Jalomo will discuss with Mary Dominguez, Dean of
Student Affairs, recommended language to AP 5300, Student Equity.
INFORMATION/DISCUSSION/PRESENTATIONS
1. Survey Results from Community Survey Regarding the
Willard Lewallen
Feasibility of a Facilities Bond Measure
Dr. Lewallen provided an overview on the survey results from the community survey
regarding the feasibility of a facilities bond measure. The sample of 500 registered voters
were asked a variety of questions related to the college, superintendent/president,
governing board, connection with the college, importance of facilities projects, and support
of a bond measure. Overall, the results were positive and supportive. In addition, the CPC
received a proposed timeline and Dr. Lewallen clarified that the Governing Board would

need to adopt a resolution in order to move forward. As such, the district will continue
exploring the feasibility. Tony Anderson asked about fees to conduct the survey and Dr.
Lewallen responded there were none.
2. Resolution in Support of Voter Initiative: Kindergarten through
Community College Public Education Facilities Bond Act of 2016

At its regular meeting in February, the Governing Board adopted a resolution in support of
the voter initiative: Kindergarten through Community College Public Education Facilities
Bond Act of 2016. The state bond measure is on the November 2016 ballot and is led by
the Coalition for Affordable School Housing (CASH). The $9 billion initiative bypassed the
legislature and Governor. If successful, $7 billion would go to K-12 districts and $2 billion to
community colleges.
3. Transition Program Outcomes (Soledad CTF)

The College Planning Council received information on the Transition Program at Soledad
CTF that includes program participants by county, graduation rates, and weekly
enrollments. Attendance and the overall completion rates are good. Dr. Lewallen reported
that the California Department of Corrections and Rehabilitation (CDCR) asked Hartnell
College to deliver an Institutional Transition Program ("pre-release") to inmates who have
reached the end of their sentences. Each cohort is 5 weeks and the inmates learn about
community resources, community programs, career services, social services, and financial
literacy. The goal is to provide information that will assist in the transition back into their
communities.
4. Fresno State Proposal Regarding Transfer Students

Fresno State has proposed to modify its local area transfer schools to include Hartnell
College. Dr. Mark Sanchez, Dean of Student Affairs, attended one of three public hearings
and spoke in support of the modification. Fresno State is the fourth highest transfer
destination for Hartnell students. CSUMB, San Jose State, and Sacramento State are among
the top three.
5. Accrediting Commission Actions January 2016

Dr. Lewallen reported the Accrediting Commission created a new category that reaffirms
accreditation for 18 months on the basis of a comprehensive evaluation and allows
institutions 18 months to address concerns. The category is a result of revised policies
adopted by the Commission, and is before warning status.
6. UC System President Visit – April 21, 2016

The college will host a visit from UC Chancellor, Dr. Janet Napolitano, on April 21, 2016.
Plans for the day are underway and will include colleagues from community colleges
throughout the region. This opportunity is a result of an invitation from part time counselor
Monica Galvan. Ms. Galvan met Dr. Napolitano at a recent conference and invited her to
learn more about all of the great programs/work at the college.

7. Assessment of Compliance with Title IX, Clery Act and VAWA

Dr. Lewallen reported that the college is working with MPC and Cabrillo College to hire a
consultant to assess each districts’ policies/practices to help identify gaps and make
recommendations to ensure compliance with Title IX, Clery Art, and VAWA.
8. High School Graduate Enrollments – Outcomes Data
Willard Lewallen
The CPC received information on high school graduate enrollments from feeder high
schools since 2013 to current. The data show enrollments are good and steady for all high
schools, except North Monterey County High School (NMCHS). Dr. Lewallen has requested
information from neighboring community colleges (MPC, Gavilan, Cabrillo) to learn if and
how many local high school graduates are attending neighboring community colleges. In
addition, Dr. Lori Kildal is looking into course offerings at NMCHS and is meeting with
NMCHS administration about this possibility. Also, the CPC received fall 2015 information
on the number of high school graduates transferring directly from high school to CSUs/UCs.
9. Institution-Set Standards for 2015-16 and Goals for
Brian Lofman
Institutional Effectiveness for 2016-17 and 2021-22
Dr. Brian Lofman presented and summarized the following:
 Institution-Set Standards 2015-16
 Institutional Set Standards for Student Transfer 2015-16
 Institution-Set Standards for CTE Program Job Placement 2015-16
 Goals for Institutional Effectiveness for 2016-17 and 2021-22
The documents are moving through the governance process and the CPC will consider
approval at its next meeting.
OTHER ITEMS/BRIEF ANNOUNCEMENTS
 The Governing Board approved to grant tenure to six faculty at its meeting last
evening. A celebratory event is underway.
 The Associated Students are planning events in support of Women’s History month
and members were encouraged all to attend.
