Opening Remarks - Rick Sweet - DFS
 8:30 a.m. Welcome.
Update: Management Services
Human Resources Management – Sharon Larson
 The Performance Management Methodology Train the Trainer sessions was completed.
 Pay raises of $1,400 will be given to employees earning under $40,000 and employees earning
gross pay over $40,000 will receive $1,000. Raises will take effect October 1, 2013. One time
bonuses will be given to employees who exceed performance measures, peer review, etc.
(criteria to be determined). There is a limitation of 35% of authorized positions to receive
bonuses. Bonuses will take effect in October 2014. Law Enforcement and special class
employees will receive a 5% increase if employed more than 5 years. Increases will be effective
July 1, 2013. Education credits (6hrs) and bar and law dues will continue to be granted. Leave is
still capped at 480 hours. This is controlled by FL Statute 110.1245.
State Purchasing – Veronica McCrakin
 Legislative Update. Slideshow and summary provided.
 All contracts will be on the web by January 2014.
 The budget has slated 4 FTE for state purchasing.
State Group Insurance – Suzetta Furlong filled in for Barbara Crosier
 Discussed Senate Bill 1802 - OPS employees working an average of 30 hours or more, expected
to stay with the agency and continue to work, and employed from April 1 – September 30 where
their hours will be averaged and reviewed. If employment dates differ, the scale will adjust
accordingly. If employees meet the criteria, they will be offered health insurance (Affordable
Care Act) and will be offered an open enrollment packet, the same as Career Service premiums
and dependent care. This is effective January 1, 2014.
 Millions of dollars in penalties will be handled out for non-compliant agencies or schools, etc.
Real Estate Development and Management – Tom Berger
 Discussed House Bill 1145
 Discussed stay in place lease and the process of surplus building reports with DEP.
 Discussed Tenant broker program and the cost savings.
 All agencies report all energy usage, not matter the size of the meter.
 Received building reconfiguration (tenant improvements).

Danielle Kosberg –Special Projects Update
o MFMP will send information electronically to FACTS.
o 21 agencies attended a workgroup and discussed the requirements for grants, awards
and disbursements. No deadline set.
o Broad imaging requirements – create a workgroup. DOT doing well with imaging into
FACTS.
o All State of FL Chart of Accounts will publish a draft by July 1, 2013. The deadline for
feedback is November 1, 2013. Revenues and Expenditures will use standard codes and
less unique codes.
o Discussed 2013 Proviso Language (FLAIR Business Study) – Proviso Offers four options
1.Update Flair; 2.Replace Flair; 3.Replace CMS; 4.Replace Flair, CMS, MFMP.

 New Performance Measures go live in 30 days on July 1, 2013. All managers must login to
PeopleFirst to enter these into the new Performance and Talent Planning application.
