INFORMATION/DISCUSSION/PRESENTATIONS
1. Staff, Faculty and Student Recognition
Esmeralda Montenegro
Loyanne will update form to make it more user-friendly. Tanya suggested a multiple selection to
select more than one reason for a nomination. The recommended timeline is distribution to all
students, faculty and staff in April with a nomination deadline of mid-June.
2. Public and Private Grants Update:

The public and private grants update was provided by Jackie. Three TRiO grants were submitted in
February to the US Department of Education. One focused on ESL learners, one to continue general
TRiO transfers, and one on STEM transfers. Hartnell College and CSUMB received $5M for Innovation
Award from the CA Department of Finance for the CSIT-in-3 three year bachelor’s degree program in
computer science. The funds will support CSIT-in-3 and other innovative programs. A grant was
submitted to the US Department of Agriculture for $250K to do outreach with middle schools and
high schools to educate students that “agriculture is science”.
Moises reported on the U.S. Department of Education Developing Hispanic Serving Institutions (Title
V) proposal that is being developed with an external grant writer to fund institutional capacity for
academic support. There was a planning meeting last Thursday, 20 people attended, and another
will be today at 1:00 p.m. The student equity plan objectives will be discussed at today's meeting, as
well as student success, faculty and staff professional development and academic support. The total
amount of the grant is $525K annually over 5 years. The grant is due May 19th.
Jackie provided an update on The California Endowment Grant for a health career pipeline that
improves the health of our community. She thanked those involved in securing the $1.8M grant for
our region. One exciting outcome of the current project is the first cohort of RCP students will
graduate this May. There will be a convening of the key stakeholders on May 19th. The funders are
interested in a demonstrated commitment from higher education, and K-12 and community partners.
There are two National Aeronautics and Space Administration (NASA) proposals being developed. In
May we expect to hear about the $6M Career Pathway grant that was submitted in February to build
pipelines for ag, computer science and health.
3. Priority #6 – Partnerships with Industry, Business, Agencies and Education:

A tool is being developed to help measure and to provide continuous improvement feedback. A
consultant was hired, one meeting has been held, and an outline was created to develop the tool
and training on how to use it. Tanya suggested a training webinar. Susan suggested training
with the council in the same room in case someone wants to make changes it can be done realtime. Carol Kimbrough suggested Fall for the training. Once the draft is complete, it will come to
Advancement Council for suggestions and approval.
4. AP 4021 Establishing, Revitalizing or Discontinuing Academic Programs

Carol stated this has been through Academic Senate and Academic Affairs. There are a number of
components in AP 4021. There needs to be a consensus model between Academic Senate and
Academic Affairs Committees. If someone wants to start a new program, they would submit a
request for a program evaluation committee that goes to Academic Affairs Committees. The VP of
Instruction will review with the committee to verify whether or not the program will move forward. It
will go to Academic Affairs and Academic Senate for buy in, board approval, etc., all the way to the
Chancellor’s Office. The time frame for the program to get off the ground is at least one year
depending on how much time it takes to research and develop the curriculum. The AP speaks to a
step by step process in which this happens.
