 Work with faculty and staff to seek funding opportunities that
align with the strategic priorities and goals of the college, and
help sustain the college’s main programs and services
 Apply for public and private grants:
 Grant Concept Forms - must be approved by
President/Superintendent before application process begins
 Prepare and complete funding opportunity applications by working
with grant writers, project directors, and Administrative Services
 Coordinate letters of support from internal and external partners
with project directors
 Finalize funding proposal prior to submission to grantor
 Complete necessary Board documents
 Administer private grants coordination with District Grants Office
 Long Term Funding Plan
 Partnership Agreements HCCD and HCF

The Governing Board will be informed of and ratify all grant
applications made by the college and authorize all grants received by
the College.
The superintendent/president shall establish procedures necessary to
assure timely application and processing of grant applications and
funds, and that the grants that are applied for directly support the
purposes of the district.

POST-AWARD ACTIVITIES – GRANTS OFFICE
The Grants Office (Administrative Services) is responsible for the
following areas:
 Grants and contracts revenue streams (fully executed Grant
Award Notices, subaward agreements, and service contracts
must be on file).
 Post-award administration:
 Budgeting: Establish budget in the Colleague system; provide
salary and benefit information; provide monthly budget reports;
mid-year budget review templates
 Accounting: payroll; accounts payable; accounts receivable;
financial controls; process budget transfers/revisions and
expenditure transfers; approve service contracts (before work is
performed)
 Financial reporting on program expenditures and cost share
compliance
 Collecting copies of Time and Effort Certifications

POST-AWARD ACTIVITIES – GRANTS OFFICE (CONTINUED)
 Provide grants and administrative procedures training,
and provide the tools necessary to effectively manage
the post award financial functions of the grant award(s)
 Provide examples of agenda items required by the
Board.
 Set up budget codes for the grant award.
 Maintain contracts/agreements.
 Process expenditure and budget transfers.
 Approve personnel paperwork to ensure available funds
and appropriate account number use.

RESPONSIBILITIES
 Setting up the project - obtain board approval for
accepting the award.
 Submit award agreements, Grant Award Notices (GANs),
or contracts to Administrative Services.
 Review work-plan, deliverables, objectives, and
resources needed to begin grant activities.
 Implement project and conduct program activities as
detailed in the award terms and conditions, or GAN.
 Monitor all budget expenditures to ensure fiscal
compliance and alignment with approved budget,
funding agency requirements, and district policies.

 Be informed of local, state, and federal laws - Be good
stewards of grant funds!
 Work with support staff and Administrative Services to
adjust expenditures and budget amounts as needed by
submitting Expenditure Transfer and/or Budget
Transfer/Revision Forms. Attach appropriate supporting
documentation.
*Note: changes in project scope, objectives, key personnel,
or major budget reallocations (ten percent of budget line
items) need prior agency approval. Certain awards may be
less restrictive in terms of reallocating budget, but it is
important to know your award terms and conditions.

 Notify Administrative Services of ALL reporting
deadlines.
 Complete quarterly and annual performance/progress
reports as required by funding agency. Reports must be
approved by component administrator, so submit
reports prior to the due date to allow time for review.

activities (progress/performance, finances, participant
information, inventory of equipment, and any other
relevant information)
 Complete Time & Effort Certification Forms. Send copies
to the Grants Office (E-105).
 Assist in providing the necessary information/data
requested during audits
 Ensure no conflict of interest is involved in the project,
specifically through contracted services
 Submit final paperwork for grant closeout to
Administrative Services (final progress and financial
reports, review expenditures to resolve any outstanding
items or compliance issues prior to closeout)
