Recommendation:
That the Board of Trustees ratifies the grant application and accepts funds from the California
Community Colleges Chancellor’s Office for the Multi Media Expansion and Upgrade for the
Hartnell College Digital Arts Program.
Summary
This project will upgrade and expand the curriculum to meet new industry skill standards and
the needs of regional and statewide employers. It will accomplish this by: 1) upgrading the
curriculum for Hartnell’s Digital Animation and Digital Arts AA Degrees and certificates; and
2) developing a digital video production program. According to several reports, jobs requiring
“new media” skills will be among the fastest growing, including web-page designers,
multimedia project managers, software or video game designers, video editors or producers,
digital animators and 3D designers.
Altogether, the project will result in the following measurable outcomes: two (2) expanded
and upgraded Associate of Arts Degrees and Certificates in Digital Arts; a new digital video
production course; two summer academies and fall workshops that align and articulate with
Regional Occupation programs and Career Technical Education pathways. This project
involves a relationship with both the Regional Occupation Program and the Monterey County
Office of Education in which both entities are sub-recipients of funds.

Recommendation:
That the Board of Trustees adopts a Resolution 10:3, Authorizing the Emergency Closure of
the Alisal Campus Child Development Center for the period of January 21 – 26, 2010.
Summary:
The California Department of Education, Child Development Division requires that an
emergency condition, which has an effect on program operation, must be communicated in the
form of a resolution adopted by the agency’s governing board. On January 21, 22, 25, and 26
the Alisal Campus had no electricity due to a storm, which resulted in no heating, lighting or
telephones at the Child Development Center. Because these services are required to adequately
provide care for children in a safe and comfortable environment, we found it necessary to
cancel both A.M and P.M. sessions for all four days.
In order to be paid for the day, we have figured the daily attendance, including excused
absences, for both Certified and Non-Certified children for the week prior to the date of
closure.

Statement of Compliance
The Annual Report is submitted to the Public and to the Board of Trustees by
the Hartnell College Bond Oversight Committee in partial fulfillment of the
Committee’s responsibilities as set forth within Article XIII.A, Section 1 of the
State of California Constitution and Sections 15278 through 15282 of the State
of California Education Code.

Dear Community Member:
On November 5, 2002, voters in the Hartnell
Community College District approved a $131 million
dollar general obligation bond measure
(Proposition H) under the rules established by
Proposition 39. A citizen’s Bond Oversight
Committee (BOC) was established.
The committee is pleased to present our 20082009 Annual Report to the Hartnell College
Governing Board and the public and
reports that, to the best of its
knowledge, the College is in full
compliance with the responsibilities as
described in Article XIIIA of the
California State Constitution. With this
report, the BOC members assure the
community that Proposition H bond
expenditures have been issued
properly, and only for projects identified in the
bond measure and that no measures or money
were used unlawfully for teacher or
administrator salaries. This assurance is
supported by the financial and
performance audits that were
completed on October 28, 2009 by
the accounting firm Vicenti, Lloyd, &
Stutzman LLP in which Hartnell
College was found in full compliance
in all respects.
It has been my pleasure to serve as
the BOC Chair and to work closely
with the committee and District
staff. I am proud of the work we
have accomplished on behalf of the community
to “Maintain and Modernize Hartnell College”.

Bond Issuance
District Voters approved the issuance of $131 million of general obligation
bonds on November 5, 2002.
Series A Bonds were issued in April 2003 in the amount of $35 million
Series B Bonds were issued in June 2006 in the amount of $35 million
Series C Bonds were issued in May 2009 in the amount of $12.6 million
Series D Bonds were issued in June 2009 in the amount of $ 48.4 million
Independent Financial and Performance Audits
The accounting firm Vicenti, Lloyd, & Stutzman LLP, presented the Annual
Independent Financial and Performance Audits to the Board of Trustees
December 1, 2009. In addition to issuing an unqualified opinion, the audit found
the financial statements
to fairly present the

accounting principles
generally accepted in the
United States. These

Conclusions
The Measure H Citizens’ Oversight Committee finds that Hartnell
College has complied with the spirit and requirements of state law, and
the commitment made to the voters in accounting for and expending
public bond funds.
Hartnell College has exercised appropriate fiscal discretion in selecting
best practices designed to facilitate projects through the planning and
control management.
