Overview

In 2013 the Ministry of Education undertook
steps to develop the School Board Efficiencies
and Modernization (SBEM) Strategy

The goal of SBEM includes incentives and
supports to boards to make and promote more
efficient use of schools through the following
initiatives:

Community Hubs in Ontario

Community Planning and Partnership Guidelines

Pupil Accommodation Review Guidelines

Community Hubs

Emphasis with respect to Community Hubs is on schools that
Boards have closed and declared surplus

The government’s vision:

Keep surplus schools within the public domain

Develop partnerships among numerous stakeholders as they relate
to the use of public space to serve the needs of the communities

Focus is on healthcare, municipalities, province and school boards

The Ministry of Education is supportive of the recommendations
that have been identified by the Community Hubs Framework
Advisory Group and will now work on trying to operationalize
these recommendations

The Ministry of Education message to school boards is to
continue to eliminate surplus capacity

Community Planning and Partnerships

In March 2015 the Ministry of Education released the Community
Planning and Partnership Guideline

Boards were required to amend and rename the policy to reflect the
new guidelines


DPCDSB approved the Community Planning and Partnership Policy in June
2015
The most prominent new component to the Policy is the requirement
for Community Planning and Partnership Public Consultation prior to
the commencement of an Accommodation Review

On October 20, 2015 an open house was held to provide community
partners an opportunity to review a list of 24 existing schools with
available space

There was no interest for the use of space in any 5 of the 8 schools
identified as part of the recommended review area

On December 10, 2015 Board staff met again with community partners
and municipalities to share the information presented in the
November

24, 2015 Initial Staff Report and to solicit input

Background

In 2013 the Board approved the Long Term Accommodation Plan
which identifies the 15 year enrolment needs of the Board in
terms of new schools, additions to schools, boundary reviews
and areas that are significantly under capacity.

It was identified at that time that the East Credit Community
would be significantly under capacity in 2015/2016

Areas identified as significantly under capacity require a
reduction in pupil places which would entail a Pupil
Accommodation Review

Staff is recommending the commencement of a Pupil
Accommodation Review for the East Credit Community

Background

Historically East Credit has been an area of high
growth

Enrolment in 2004/2005 reached upwards of 4600
students

The projected decline was anticipated to stabilize
at approximately 3700 students by 2022/2023

The projected decline occurred quicker than
anticipated to levels below 3700 students.
Possible reasons include but are not limited to:


Changing demographics
Housing market

area is 4394

The current enrolment in the East Credit review area is 2776

The excess capacity in the East Credit Review area is 1618

Schools are currently operating at 45% - 90% utilization

The OVERALL EXCESS CAPACITY is approximately 40%

Rationale

Reduce overall capacity by 1400-1600 pupil places

Increase and maximize overall utilization by 20% or higher

Retain schools that are central to the catchment area

Maintain Catholic presence within the East Credit Review
Area

Retain newer schools that have lower maintenance costs

Increase utilization minimizing need for portables or an
addition at receiving school

Keeping school communities together when possible

Taking into consideration major roads as boundary lines

prepared an Initial Staff Report which must
identify a number of scenarios, including a
preferred option of school(s) to be closed,
and which recommends the initiation of a
Pupil Accommodation Review (PAR)
