“The Bourgeois Corollary” As set forth by President Lillie Bourgeois NICHOLLS STATE UNIVERSITY STUDENT GOVERNMENT ASSOCIATION The Bourgeois Corollary to the SGA Rules of Procedures Effective Date: Fall 2015-Spring 2016 Article One Naming Section 1. Section 2. The official name of this legislation shall be The Bourgeois Corollary to the SGA Rules of Procedures. The common name for this legislation will be “The Bourgeois Corollary”. Article Two Purpose Section 1. Section 2. Section 3. The purpose of this legislation is to provide a legal basis for policies that will be implemented during the administration of President Lillie Bourgeois for the Fall 2015-Spring 2016 school year. All policies defined in this legislative packet shall be on a trial basis and are not meant to change or circumvent policies and procedures listed in the Constitution of the Student Government Association. This legislation shall not supersede the SGA Constitution. However, if there is a conflict between this legislation and Rules of Procedures, this document will take higher precedence. Article Three Duration and Renewal Section 1. Section 2. This legislation shall last for the term of the presidency of Lillie Bourgeois and/or Fall 2015-Spring 2016, whichever ends first. The Senate shall review this legislation at the last regularly scheduled Senate meeting of the Fall semester for renewal in the Spring. Article Four Revision of Rules on Specific Motions and Policies Section 1. Section 2. Motions to take something from the table shall not be in written form. Any senator may verbally move to take any legislation or appropriation from the table. Motions to table indefinitely shall not be in written form. Any senator may verbally move to table any legislation or appropriation indefinitely. Article Five Office Policies Section 1. Section 2. Section 3. Section 4. Section 5. All SGA officials must check their email and office boxes daily. All SGA officials have the entire resources of the SGA office available for use to them exclusively to carry out student government business and tasks. Senators are expected to attend to their SGA business in the office space provided. However, this privilege is only given to SGA elected and appointed officials. All SGA officials during official committee and senate meetings must dress professionally. The appropriate attire is business attire unless otherwise stated. Computers and other electronic devices are not to be used during meetings unless otherwise stated. Article Six Senator Responsibilities Section 1. Section 2. Section 3. Section 4. Section 5. All SGA senators are required to write one motion per semester and complete the “What I’ve Done.” portion of the “What I’ve Done/Heard.” form on Moodle every other Friday by 11:59 a.m. The “What I’ve Heard.” portion of the form will be optional. Failure to complete the motions will result in a motion for removal to be presented at the first meeting of the spring and fall semester. All SGA officials are prohibited from purchasing and/or creating apparel with the SGA logo or affiliation to be used for personal use. SGA officials are restricted from meeting with Administration regarding any SGA business without consent from the SGA President. All SGA senators are required to work at least half an hour at any SGA scantron giveaway event. If said event lasts multiple days, the half hour of work will count for the entire event. Section 1. Section 2. Section 3. Article Seven Committees The SGA President and Vice President may appoint any fee-paying SGA member to any SGA Senate Committee. Such appointments shall have full voice and vote within committees, excluding the Finance and Judiciary Committees. If such appointments exceed (3) unexcused absences in a committee, they shall lose their right to vote on action and recommendations of that committee. Accompanying the approval or denial of motion set forth and examined, the SGA committees will use the following marks of favorability: i. Highly Favorable: Motions receiving this mark should be enthusiastically passed by the Senate. ii. Favorable: These motions lack a certain element. However, they meet the minimum requirements for senatorial passage. iii. Unfavorable: These motions lack a certain element(s) and do not meet the basic minimum requirements for senatorial passage. iv. Highly Unfavorable: Motions receiving this mark should not be passed by the Senate. v. Inconclusive: Used when the committee cannot come into agreement on a motion. Article Eight Ad-hoc Positions Section 1. Web Tech a. Qualifications i. A fee-paying student carrying 7 or more hours. ii. Must maintain a 2.25 cumulative grade point average, a 2.0 semester grade point average, and not be on disciplinary or other university probation at the time of appointment and throughout the term of appointment. iii. Will be appointed by the SGA President and subject to the approval of the Judiciary Committee and a majority vote of the Senate. b. Duties i. ii. iii. iv. Will work under the direction of the SGA President. Will work with the Director of Public Relations. Will perform weekly updates, as needed. Will work a minimum of two (2) hours per week and shall record time worked on an SGA timesheet. c. Compensation i. Compensation for the fall, spring, and summer semesters shall be awarded at the end of each semester. Section 2. Photographer a. Qualifications i. A fee-paying student carrying 7 or more hours. ii. Must maintain a 2.25 cumulative grade point average, a 2.0 semester grade point average, and not be on disciplinary or other university probation at the time of appointment and throughout the term of appointment. iii. Will be appointed by the SGA President and subject to the approval of the Judiciary Committee and a majority vote of the Senate. b. Duties i. Will work under the direction of the SGA President. ii. Will work with the Director of Public Relations. iii. Will perform weekly duties as needed. iv. Will work a minimum of two (2) hours per week and shall record time worked on an SGA timesheet. c. Compensation i. Compensation for the fall and spring semesters shall be awarded at the end of each semester. Article Nine Student Representation Meetings Section 1. Nicholls Student Leadership Council a. The Nicholls Leadership Council shall be comprised of the presidents of all active and recognized Nicholls State University student organizations, captains of university athletic teams, editors, and managers. b. The purpose of this council shall be to serve as a united body of student leaders and organizations to improve and maximize communication and collaboration and also to solicit the best possible united stand on campus issues facing our institution. c. The members of the council shall maintain equal representation; however, the SGA President will have the responsibility of calling all meetings of the Council in addition to preparing and presenting the agenda. d. It will be the responsibility of all those on the Council to bring forth items to be placed on the agenda and also to express their own opinions and concerns as to when they feel a meeting is needed. e. The Council shall meet at least once (1) a semester and/or express through email to the Council important matters regarding the University. f. This council shall be charged with upholding the mission of Nicholls State University with student groups and student led activities. Section 4. Town Hall Meetings a. Town Hall Meetings are those with the members of the SGA constituency to discuss grievances, suggestions, campus issues, and/or SGA policies. b. Town Hall Meetings can be called by an urging from the Senate, SGA President, or the student body. c. There shall be at least one (1) Meeting a semester. d. Food and beverages will be provided. Article Ten Funding Section 1. Student Organizations a. Student organizations must fulfill all requirements of the SGA Student Organization Allocation Packet to receive funding. b. Closed admission organizations can receive funding if they meet the guidelines named in the SGA Student Organization Allocation Packet. c. Student organizations must complete the SGA Financial Statement Form to receive funding. d. All application forms must be completed at least two (2) weeks in advance of when the funding is needed. e. Once funding has been provided, all recipients must submit a 200-word report on how that funding benefitted them and what they learned from any associated conferences or conventions to the SGA President, Treasurer and Secretary. This report should include an accompanying approval via signature or electronic signature by the student’s or organization’s advisor. The students should also submit evidence of their attendance by means of a program or other documents received at the event. Confirmation emails will not suffice. Section 2. Departments a. All requests from departments must be accompanied by a letter from the respective department head explaining the request. b. All requests from departments must be approved by the appropriate Dean and Vice-President in writing. c. Departments must complete the SGA Financial Statement Form for any and all requests. d. All requests must be completed at least two (2) weeks in advance of when the funding is needed. e.
