June 29, 2010 CHIEF FINANCIAL OFFICER MEMORANDUM NO. 04 (09-10) SUBJECT: CONTRACT MANAGER TRAINING REQUIREMENTS Section 19 of Chapter 2010-151, Laws of Florida, amends Section 287.057 (14), Florida Statutes, to require contract managers that are responsible for contractual service contracts in excess of the threshold of CATEGORY TWO to attend training conducted by the Chief Financial Officer for accountability in contract and grant management. The purpose of this memorandum is to identify State Agency responsibilities related to this change and to identify the contract manager training attendance criteria. Each State Agency must: • Ensure that contract managers meet the training attendance requirement within FY10-11. However, if the contract manager is responsible for a one year contract that is executed within the first six months of FY10-11, the manager must receive training within the first three months of the executed contract. • Ensure contract managers attend training at least once every two years (based on the date of last attendance). • Maintain records to adequately support the Agency’s compliance in meeting the contract manager training attendance requirements. Note: Contract managers that have attended and received a certificate of completion from DFS’ Advancing Accountability training since January 2009 will have met the initial attendance requirement. The statutory changes become effective July1, 2010. The Bureau of Auditing will announce the training schedule and provide instructions for registration in a future Agency Addressed Memorandum.
