Read the following passages about welfare states and answer the questions below.
Pro: In favor of welfareWelfare states such as the ones found in Sweden and Germany provide rights that are not
optional, but necessary. The right to healthcare, sickness benefits, education, and old age
pensions are signs of civilization. The best resources can be distributed to everyone, rather than
used only by the elite who can afford the best services. A welfare system gives everyone an
equal chance to succeed in society.
Con: Against welfarePeople do not want to pay half of their income or more in taxes to the government. They
would rather decide for themselves how to spend the money they ear. Some feel they are
working hard to support people who will not work. Recently, immigrants have been coming to
Scandinavia. These immigrants get the same benefits as citizens born in Scandinavia. This is not
fair.
