Subject: Imposition of penalty under Section 24 of the Coal Mines (Special
Provisions) Act, 2015.
Attention is invited to the show cause notice dated 27.07.2015 which
pertained to specific documents (copies of agreements) sought by the Nominated
Authority as empowered under Section 24 of the Coal Mines (Special Provisions)
Act, 2015. Issues of Compensation, RR expenses incurred or engagement of
employees/managers of M/s. GVK by the Successful Bidder are irrelevant.

It is clear that M/s. GVK Power (Goindwal Sahib) Limited is intentionally not
submitting these documents which is affecting the continuity of coal mining
operations, which is the very objective the Act.

Thus, in exercise of the power vested under Section 24 of the said Act, M/ s.
GVK Power (Goindwal Sahib) Limited is imposed a penalty of Rs. One Lakh with
direction to submit the documents within 15th September, 2015. The details
