Introduction
Each Spring, El Paso Community College (EPCC) distributes an employee survey in order to take the pulse of the
College’s working community. All employees wish to know how well we are doing. The Board of Directors, EPCC president, Dr.
Rhodes and other administrators use results from the survey to discover exemplary behaviors and to determine where
improvement or changes might be required. The survey helps administrators plan and allocate resources to better serve
employees, students and the community. Through the survey, each employee may have a direct impact on improving College
operations.
The 2010 El Paso Community College Employee Survey was distributed through campus mail to 3,101 employees throughout
the District. Of the 3,101 distributed, 1,268 valid surveys were returned (41%). A standard was set that at least 80% of
employees must agree/strongly agree with a statement or rate a service as excellent/good/average in order for the College to
be adequately addressing the needs of students and employees. Table 1 below is the scorecard which is keyed to the 80%
standard.

Part I.
Employee Type
There are 3,101 employees working at the College in Spring 2010; 1,383 faculty (45%), 1,418 staff (46%), and 300 work study
(9%). A total of 1,268 employees responded to the Employee Survey (41%); of the faculty who worked this semester, 500
responded (43%). Of the 1,418 staff, 516 (44%) responded, while 155 (13%) of 300 work study employees responded.

The Administrative Service Center has 134 employees who respond to the survey; 10 (7%) are faculty, 100 (75%) are staff, eight
(6%) are work study. There is no means of identifying the employee type of 16 (12%) of employees at the site.
Mission del Paso has 127 employees who responded; 64 (50%) are faculty, 45 (35%) are staff, eight (6%) are work study, and 10
(8%) are unknown.
Northwest has 82 employees who responded to the survey; 38 (46%) are faculty, 23 (28%) are staff, 13 (16%) are work study,
and eight (10%) are unknown.
Rio Grande has 164 employees who responded to the survey; 74 (45%) are faculty, 56 (34%) are staff, 23 (14%) are work study,
and 11 (7%) are unknown.
Transmountain has 161 total respondents; 59 (37%) are faculty, 63 (39%) are staff, 29 (18%) are work study, and 10 (6%) are
unknown.
Valle Verde has 519 employees who responded; 235 (45%) are faculty, 212 (41%) are staff, and 61 (12%) are work study and 11
(2%) are unknown.
Other/Unknown Site(s) have a total of 81 respondents; 20 (25%) are faculty, 17 (21%) are staff, 13 (16%) are work study, and 31
(38%) are unknown employee type.

At least 80% of employees District wide, as well as Faculty and Work Study employees agree/strongly agree with all seven
statements; while at least 80% of staff agreed with only four of the seven. Overall, the section as a whole met the standard for
all employee types. See Table 5 on page 5.

Work Environment – Support Factors
The 80% agree/strongly agree standard was met by all items in this section of the survey for Work Study employees only.
District wide, five of the eight items met or exceeded the standard. Six items met the standard for faculty, while five did for
staff. Salaries/Benefits Attracting Good Employees was the lowest ranking item in Part II of the survey, as only 66% of
employees district wide agree/strongly agree with the statement. Sixty-six percent of faculty agree/strongly agrees, while 63%
of staff does so. Overall Support Factors as a whole met the 80% standard for every group except staff. An overall section
average of 78% of staff agree/strongly agreed.

Part III. Auxiliary Services
Janitorial Services
The 80% agree/strongly agree standard was met in all areas of the Janitorial Services section of the survey only at
Administrative Service Center. District wide as well as all other sites except Administrative Service Center, Restroom cleanliness
did not meet the standard, as only 74% of Mission del Paso, 76% of Rio Grande, 74% of Transmountain, and 73% of Valle Verde
employees agree/strongly agreed. At Mission del Paso, Northwest, and Valle Verde Office cleanliness just missed the standard;
77% (MDP), 79% (NW), and 79% (VV) of employees agree/strongly agreed offices are kept adequately clean. Food Service Area
cleanliness also did not meet the standard with 72% (RG) and 77% (MDP). Overall, Campus Cleanliness is Good met the 80%
standard in all campuses except Rio Grande were 79% of employees agree/strongly agreed.

At Administrative Service Center and Northwest Campus Food Services are the best in the College as all items rated as
outstanding at these sites. Food Quality and Service met or exceeded the standard at all sites except Mission del Paso and
Transmountain. Cost met/exceeded the standard at Administrative Service Center, Mission del Paso, and Northwest. At all
other sites, Cost had 71% (TM & VV) and 75% (RG) of employees rate it as excellent, good, or average.

District wide and at all sites all items (Shipping, Receiving, Mail Handling) exceeded the standard (at least 80% of employees
rate the service as excellent, good, or average).
Physical Plant - Ground Services / Repair and Construction Services / Maintenance Services
District wide and at all sites all three department services (Professional Conduct, Response Time, Quality of Service) met or
exceeded the standard.

Pepsi and Other Machine Vendors
None of these Auxiliary Services met the 80% standard. Overall average ratings for Pepsi Vending Machines had just 58%
District wide employees rate services as excellent, good or average. Other Vending Machines averaged only 59% District wide.
Instructional Services Center (ISC)
District wide and at all sites ISC services (Photocopy, Word Processing, Turnaround, Hours of Operation, Handling
Exams/Confidential Matters) exceeded the 80% standard.
Property Control
District wide and at all sites Property Control staff ability to answer inventory questions met or exceeded the 80% standard.
Part IV.
Achieving the Dream (ATD)
Approximately 73% of EPCC employees have at least some knowledge concerning the Achieving the Dream Initiative. Another
51% are at least marginally involved in the initiative. One interesting note is that 19% of work study employees feel they are
very knowledgeable about ATD, compared to 12% of faculty and 10% of staff. About 22% of work study employees say they
are very involved in ATD, while 7% of faculty and 8% of staff report being very involved.

Instructor Use of Computers in the Classroom
District wide, approximately 67% of instructors use computers in the classroom for instructional purposes. The majority of
instructors who work primarily at the Administrative Services Center (79%) use computers more than instructors who work at
other sites. Rio Grande instructors are slightly less likely to use computers in the classroom (62%) than are instructors at other
campuses.
The main reason given by instructors across the district for not using computers in their teaching is that they Have No Interest
(14%) in doing so. Next is having No or Poor Training in the use of computers and/or software (10%), third is that they don’t
have the equipment (5%), and fourth, they don’t have the software needed to do so (3%).

highest rating was at Transmountain (98%), and the lowest at Mission del Paso (90%).

Labs and Skills Centers at Primary Teaching Site
District wide and at every campus, 80% of faculty members agree/strongly agree that labs and skills centers are adequately
staffed. The highest rating was at Transmountain and Valle Verde (90%), and the lowest at Mission del Paso and Administrative
Services Center (82%).

Conclusion
A significant percent of El Paso Community College employees continue to respond to the Employee Survey. Their participation
is valued. Employee comments are given to the President to review and determine if action should be taken to address
problems. Changes may be seen across the district in response to past comments made in the Employee Survey.
Employee morale appears to remain high, as the vast majority of items throughout the survey meet or surpass the 80%
standard. However, 24% of faculty and 33% of staff continue to feel that the hiring process should be further improved, and
that salaries and benefits are not in line with what is necessary to attract and keep good employees (34% of faculty and 34% of
staff).
Approximately 21% of staff members are concerned about communication throughout the College, 21% about leadership, 24%
of staff are concerned about shared governance, and 20% feel there is not enough teamwork and collegiality throughout the
institution.
All Auxiliary services, except for vending machines, are doing an outstanding job. A majority of employees feel both Pepsi and
other machine vendors do not provide satisfactory services.
A majority of faculty use computers in the classroom throughout the district. No interest in doing so is the main reason for not
using computers in teaching.
Libraries receive outstanding ratings throughout the district and at each site. Labs and skills centers also receive good /
outstanding ratings throughout the district. Faculty agree/strongly agrees that the labs and skills centers have adequate
equipment and personnel to serve students.
Overall, it appears employees of all types feel El Paso Community College is doing an outstanding job serving students and
employees alike. Respondent comments are contained in Appendix A.
