BOARD OF SCHOOL TRUSTEES SCHOOL DISTRICT NO. 67 (OKANAGAN SKAHA) INAUGURAL SCHOOL BOARD MEETING MONDAY, DECEMBER 5, 2005, AT 7:00 P.M. SCHOOL BOARD OFFICE AGENDA 1.0 2.0 CALL TO ORDER / SWEARING IN CEREMONIES 1.1 Results of Trustee Elections The secretary-treasurer will review the results of the trustee election. 1.2 Oaths of Office Judge Gale Sinclair will administer the oaths of office. (Attachment) INAUGURAL MEETING 2.1 Election of Chairperson Pursuant to the School Board Procedural By-law #1, the inaugural meeting of the board in each year shall be held within 30 days from the date that the new board begins its term of office and shall be convened by the secretary-treasurer. The chairperson of the inaugural meeting shall be the secretary-treasurer (the “interim chairperson”) until such time as the board chairperson has been elected. Procedural By-law #1 states: “The interim chairperson shall call for nominations for board chairperson three times and declare nominations closed. A secret ballot shall be held and the person receiving more than one-half of the total number of votes cast shall be declared elected. If no person receives a clear majority, that person with the least number of votes shall be dropped from the nominees and a further ballot conducted. Any vote involving only two trustees that ends in a tie vote shall result in the appointment of an interim chairperson to serve until the next regular meeting at which time the nomination and election process will be repeated. The interim chairperson shall be selected from the first available trustees in the following order: “Working Together for Student Success” www.sd67.bc.ca School District No. 67 (Okanagan Skaha) (a) (b) (c) Page 2 Agenda for Inaugural School Board Meeting – December 5, 2005 The most recent chairperson; The most recent vice chairperson; The two remaining trustees nominated for chairperson drawing lots.” 2.2 Election of Vice Chairperson The newly elected chairperson will conduct the election of the vice chairperson. The election of the vice chairperson shall follow the same procedures as that for the chairperson. 2.3 B.C. School Trustees Association Provincial Council According to BCSTA by-laws, a provincial councillor and an alternate are to be elected annually between December 1 and the following January 15 to act as the board’s representative to the Provincial Council of the B.C. School Trustees Association. 2.4 BCPSEA Representative Council According to the British Columbia Public School Employers’ Association bylaws, member boards are each represented by a school trustee who is not in a conflict situation as defined by the Association’s bylaws. In the past, the appointment for the delegate and alternate for this district has been made by election. Bylaw 2.4 of the BCPSEA bylaws states: “No person with a direct or indirect pecuniary interest, within the meaning of the School Act, in teacher or support staff collective bargaining, is eligible: (a) (b) (c) to be elected to the Board of Directors of the Association; to represent a member at any general meeting of the Association; to represent a member at any other function of the Association.” 2.5 Discussion of Committee and Representative Appointments The normal procedure in the past has been that the chairperson has presented committee and representative appointments at the first regular school board meeting following the inaugural meeting. A listing of established committees, representations, and school liaison appointments is attached. In order to assist the chairperson in making appointments, please indicate on the attached form your preferences for committee or representatives appointments and return the form to the secretarytreasurer. (Attachment) 2.6 Financial Disclosure Forms Trustees are required to file the annual Statement of Disclosure form by January 15, 2006.
