Purpose. To publish the functions and tasks of NETC under the mission established by reference (a). 2.

OPNAVINST 5450.194B 3. Background. The Secretary of the Navy (SECNAV) established the Chief of Naval Training as an echelon 2 command on 1 August 1971. The activity title was changed to the Chief of Naval Education and Training (CNET) effective 21 August 1973. In 2002, the Chief of Naval Operations (CNO) announced a new naval education and training architecture that resulted in SECNAV approval to disestablish CNET and simultaneously establish NETC in its place. 4. Mission. To educate and train those who serve, providing the tools and opportunities which enable life-long learning, professional and personal growth and development, ensuring fleet readiness and mission accomplishment; and to perform such other functions and tasks as assigned by higher authority. Additionally, serve as sole claimant for individual training and education, and as the Principal Advisor to the CNO and Commander, Fleet Forces Command (CFFC) on training and education related matters. 5. Status and Command Relationships. NETC is a shore activity in an active (fully operational) status. a.

NETC is a designated management headquarters activity and carries out its mission through a Headquarters Staff, the Chief of Naval Air Training, the Naval Personnel Development Command, the Naval Service Training Command, the Human Performance Center and other shore activities as assigned by CNO. c. The Commander, NETC also serves as the Director, Naval Education and Training (N00T) on the OPNAV Staff. 6. Authority Over Organizational Matters. NETC is authorized to organize, assign, and reassign responsibilities among its subordinate activities. This includes the establishment and disestablishment of such component organizations as may be necessary, per procedures established by higher authority. 7. Action. The Commander, NETC shall carry out the functions prescribed in enclosure (1) and advise CNO regarding changes to this instruction. A. G. HARMS, JR.

1 Nov 2004 FUNCTIONS AND TASKS OF NETC 1. Command the immediate staff of NETC and such other activities as may be placed under NETC cognizance and perform other detailed tasks in support of the mission assigned by CNO. 2. Provide education and training for the U.S. Armed Forces, Department of Defense (DOD) and non-DOD civilians, and foreign personnel based upon CNO implementing policies, procedures, and processes for the operation of assigned education and training programs and tasks. 3. Coordinate with the CNO; Headquarters, U.S. Marine Corps; Fleet Commanders; Bureau of Naval Personnel; Naval Systems Commands; Bureau of Medicine and Surgery; Naval Reserve Force; and other agencies and activities to ensure timely identification of education and training resource requirements by participating in various reviews. 4. Using the Human Performance Systems Model, manage the analysis, design, development, and evaluation of instructional programs and support materials. 5. Develop CNO-approved Personnel Qualification Standards (PQS) as an element of the overall unit training program to qualify officer and enlisted personnel to perform their assigned duties. Incorporate elements of PQS into formal training courses as appropriate. 6. Participate as CNO representative in the development of interservice training and education policies and procedures, including the conduct of interservice training as mutually agreed upon by participating services. 7. Manage the officer/enlisted accession and officer candidate preparatory programs assigned. 8. Manage the Naval Reserve Officers Training Corps (NROTC) program, evaluating and coordinating all aspects of NROTC professional development and student selection, placement, and administration. 9. Manage the Naval Junior Reserve Officers Training Corps (NJROTC) program, evaluating and coordinating all aspects of educational development and student administration. 10. Manage officer and enlisted career and personal development education and training programs. 11.
Administer the Navy’s voluntary education program. 12. Administer the Navy’s Enlisted Advancement System, including the development of advancement and special examinations as Enclosure (1) OPNAVINST 5450.336
1 Nov 2004 directed by CNO. Develop and administer non-resident career courses and correspondence courses throughout the Navy. 13. Participate with CNO in the planning and development of education and training programs for foreign nationals within the framework of the Security Assistance Training Program (SATP). Provide education and training for the program. Develop and maintain a course costing system that supports the pricing of tuition for training of foreign students in existing and tailored courses. Administer Department of Navy education and training programs for international military students sponsored under SATP. 14. Identify, develop, and approve any unique contract provisions related to training systems development in contracts administered through and negotiated by training support agents. Serve as lead Navy representative on Department of Defense contract guideline and standards development initiatives including the Defense Training Standards Working Group. 15. Support CNO (N00T) in the review of Navy Training System
Plans (NTSPs) and Joint Capabilities Integration and Development
System (JCIDS) acquisition documents.
16. Review and approve training curricula and material provided by training support agents. Identify and provide CNO (N00T) with training requirement shortfalls that adversely impact the ability to fully support training for new system acquisition and ongoing training programs for which NETC is the designated training agent. 17. Ensure that the quality of education and training programs is adequate and responsive to fleet needs through the use of feedback and analysis systems, evaluations, studies, and other appropriate methods, including liaison with CFFC for fleet training requirements. 18. As a designated Navy major claimant, develop policy, provide
direction, and exercise control over allocated resources and
procurement efforts. Establish procedures for the formulation
and justification of long and mid-term plans, budgets, and
apportionments. Establish accounting systems in accordance with
CNO sponsors in the development of inputs for the Program
Objective Memorandum (POM) process. Provide CNO (N00T) with
justification of changes to execution plans as developed and
approved for the latest POM with respect to desired
capabilities.
19. Manage Information Technology (IT) functions supporting a broad range of data requirements of multiple use activities internal and external to NETC. Review, approve, and monitor IT education and training information systems requirements. 2
