Background Information. The SCATANA plan was prepared jointly by the Department of Defense (DOD), the Ikpartment of Transportation (DOT), and the Federal Communications Commission (FCC). The basic plan (unclassified) is attached for the information of activities that dispatch control, or operate United Statesmilitary aircraft or provide air navigationaids in the area prescribed in the plan. ( 2. Need for the Plan. ‘Ihe air defense of United Statesdefended areas depends greatly on successful and efficient SCATANA. During a defense or air defense emergency, or under other circumstances described in the plan, all or part of the SCATANA plan is implemented to provide: a. Security control of military and civil air traffic and b. Control of certain FederaJand non-Federal air navigation aids. 3. North American Air Defense Command (NORAD) Responsibility. As DOD executive agent for the SCATANA plan, NORAD arranges for biannual review of the plan by DOT, FCC, and NORAD requirements. 4. CommandersResponsibilities: a. Prepare implementing instructions to ensure effective mission accomplishment consistent with SCATANA requirements. b. Ensure that personnel who dispatch, control or operate United States military aircraft or provide air navigation aids and air traffic control facilities are familiar with this regulation. c. Forward proposed amendments to SCATANA through channels to their military service headquarters for review, approval, and submission to NORAD.
