Park Elementary School

BACKGROUND:
During the summer of 2015, a summer literacy educational program is proposed to be held for Oak Park students.
It would be held concurrently with a free meal program that is funded by a federal grant and run by the North
Penn School District School Nutrition Services.
Oak Park Elementary School educates approximately 500 students a year, many of whom reside in a
neighborhood community that is within two miles of the school. In school districts students are identified as
economically disadvantaged if they qualify for free/reduced lunch. The free meal program is one in which
districts can participate if at least one district school has at least 50% of its student population that qualify for
free/reduced. This program is federally funded. As of April 1st, 2015, Oak Park has demographics that include
approximately 57.14% of its students receiving free/reduced lunch, approximately 10% of students who are
English Language Learners, and approximately 13% of the students having Individualized Education
Programs. According to multiple sources of research, students with these demographic characteristics
historically underachieve academically.
The Oak Park Summer Reading Program will provide literacy instruction to four grade levels - Kindergarten
through third grades. In addition, breakfast and lunch will be served to all students. This program will be
conducted four days a week for six weeks beginning Monday, July 13 and continuing through Thursday August 20
from 9 a.m. until 12 p.m. There is an approximate cost of $12,557 to the district to conduct the reading
intervention program. By providing increased learning opportunities through summer reading and language arts
instruction as well as healthy meals during the summer months when the school meal program is not operating,
the district will seek to close the academic achievement gap in reading proficiency and make nutritious meals
available to students.

middle section of the new modular classrooms. Scope includes labor and materials required to
create four new openings and associated doors, frames and hardware. In addition, scope includes
aluminum exterior landings with steps at two locations.
Provide Soffit to Conceal Electrical Conduit

Scope includes labor and materials to remove and install a soffit along the modular classroom
corridor to conceal new electrical work to classrooms in modular units that did not have
acoustical ceiling systems to conceal the electrical work.

BACKGROUND:
In order to formalize our agreement with Bonnett Associates Incorporated (Architect) and the North
Penn School District (Owner) for the Roof Replacement Project, a Standard Form of Agreement between
Owner and Architect (AIA Document B104/2007) has been drafted. The draft agreement shows the Roof
Replacement project at a fee of 5.0% of construction cost plus reimbursable expenses.
It is the recommendation of the administration that the subject agreement between Owner and
Architect be approved.
RECOMMENDATION:
Recommend approval of the Standard Form of Agreement between Owner and Architect with Bonnett
Associates Incorporated, for the Roof Replacement Project as listed.

Recommend approval of the Employee Assistance Contract with the Penn Foundation effective July 1,
2015 through June 30, 2016 at a total cost of $24,000.00.

BACKGROUND:
The North Penn School District provides assistance programs, administered through the Penn Foundation, to all
classes of employees. The program is available to all employees and family members, when they need assistance
with problems affecting their lives at home or at work. Confidentiality in participation is guaranteed.
Additionally, supervisors in coordination with the Human Resources Department may use the counseling
services through a mandatory referral process as a resource in the assisting employees whose personal problems
are negatively affecting job performance.
During the term of the 2014-2015 service agreement, approximately 60 North Penn clients have been involved in
supportive services that total nearly 200 hours for the year. A quality assurance survey conducted with a
sampling of employees and family members who contacted the Penn Foundation for services showed an overall
satisfaction rate of 98%.
The Penn Foundation has quoted a renewal contract for July 1, 2015 through June 30, 2016.

RECOMMENDATION:
Recommend approval of a contract with First Student for transportation services for the
2015-16, 2016-17, and 2017-18 fiscal years with an option for the 2018-19 fiscal year
and the 2019-20 fiscal year. The final contract language will be subject to review and
approval by the Solicitor. The district will pay for the cost of the fuel for the contracted
buses. The cost per bus shall be as follows:

BACKGROUND:
The contract with First Student for school transportation services ends on June 30, 2015.
The finance committee has discussed the contract process, pricing, fuel options, and
various proposal scenarios over the past several months. The current cost per bus is
$249.96 with a fuel share arrangement where the district pays 50% of the cost of fuel over
$2.50/gallon and the district receives a credit of 50% of the cost of the fuel under
$2.50/gallon. The district contracts for 44 buses for the 2014-15 year.
Several months of negotiations and multiple options being reviewed led to a
recommendation of continuing the services of First Student but ending the fuel share
arrangement. The 2015-16 pricing will represent a 4% reduction in the cost per bus
compared to the current year. Subsequent years will see a 2.50% increase. When
compared to the historical pricing of fuel the district will benefit from paying for its own fuel
as compared to the proposal for continuing the shared cost arrangement.
