Welcome to all committee members. Start time 3:30, end time: 5:00

Introductions to new and returning members of the committee.
III.
Minutes from April 28, 2014 meeting were approved as written.
IV.
Dean Mitchell and Virginia Madrid with discussion of what the FCRC does to include candidate review, program
review under certain circumstances. No questions from the committee at this time. Committee members were given
copies of the packets for candidate to review and come up with questions they may have regarding the packet for the
coordinator who will come in and answer questions regarding the candidate.
Questions brought up are:

What happens to transcripts when schools close?
How many years did the candidate practice in other states?
What is the RDR designation?
Which courses does the coordinator want him to teach?
Where is the resume, syllabi for courses to be taught and when was the RDR certification renewed and how
long is it good for?
Dean Tena of the Northwest Campus and Lucretia Thomas from the Court Reporting Program here for consideration
of their candidate. Explanation provided by coordinator included that the candidate’s school had closed and the
candidate is unable to get transcripts. The candidate is a certified shorthand reporter able to process 260 words per
minute, also a cart provider for hearing impaired. Reporter since 1979. Questions answered included that the RDR is
equivalent to a Master or higher with written knowledge exam, technical knowledge and grammar. Committee
members want to know how his experience is equal to a Masters’-the Dean from this program is recommended to
bring evidence to support statement. Coordinator to follow up on support to include a transcript showing program
closure.
Committee asked what the coordinator would like the candidate to teach, and the reply was C.R. grammar, Part I and
Part II. Specific formats for the state to include fonts. The coordinator also replied that this candidate is certified by
the Supreme Court of Texas and has worked for New Mexico and Texas. Currently worked for district judge.
Currently working in the field freelance for depositions.
V.
Discussion with committee regarding packet and answers from the Dean and Program Coordinator regarding the
candidate. Recommend provisional credentialing to include requested documentation to be submitted by October 15,
2014. Packet will be revised and presented once all information is turned in. Committee agreed if all documents were
submitted as requested they approve this candidate and do not need to reconvene regarding this candidate.

Deans have copies of forms and are requested to provide current and continued experience certification documents.
Syllabi for courses to be taught requested. Provide more documentation as to what is required for original
certification, and a resume. Committee would like a letter explaining all credentialing and that licensure is current.
Letter to explain why transcript is unavailable. Documentation from higher official to reference certification as an
RDR. Strengthen letters from Dean and Program Coordinator. If available copies of program from certifying board in
Arizona and when the program closed. Information given to Program Coordinator and Dean with the deadline and
what is needed to proceed. Written request of info needed will be sent out to the Program Coordinator as well.

Future meetings will be held as needed and committee members will be contacted via e-mail with times and dates.
Committee members reported that Wednesdays after 2 p.m. would be good times for meetings to be held.

Agenda Item I. Introductions –each committee member introduced themselves and which discipline they represent
Previous Meeting Minutes from September approved with corrections of adding Debbie Knapp as present and adding time of
meeting.
Committee updated on previous meeting candidate for credentialing withdrew from process prior to submitting required
documents requested by committee.
Credentialing packets received from Rio Grande, Northwest, Transmountain and Mission Del Paso campuses. No packet was
delivered at VV campus.

Lisa Miller present from Mass Communications dept.
Lisa Miller presented her candidate as having worked for the college since 2013 in some capacity with web design and he
showed an interest in becoming a part-time instructor.
L. Miller was asked about practical knowledge being more important than formal education and she replied that the real life
experience and practical knowledge was important in teaching COMM 2327. Stated this candidate had a lot of experience in a
variety of aspects for advertising. She also stated that many of their candidates are on waivers from the committee due to the
lack of candidates in the industry not having a Master’s Degree in their area. She stated that the knowledge and experience that
the candidate has in this area was sufficient to teach this course.
L. Miller explained the qualities to teach the COMM 2327 course was basic and was an entry level course that utilizes basic
advertising knowledge and projects such as rough print ads, and advertising copy. Additional roles in teaching this course is to
discuss advertising in American business and society.
L. Miller explained the course requirements for COMM 2327 included 2 unit exams, a term report, final exam and a scrap
book. A large part of the course is participation.
L. Miller also answered what a Term Report is, and it was explained basically as a portfolio of the student’s work for the
course using advertising copy and rough layouts for print ads that the students designed.
Lisa Miller was asked to step out while the committee discussed the packet and the answers that she had presented about her
candidate.
The committee discussed the portfolio provided in the packet and the variety of media that was represented. Some of the
content was simple, however much of the portfolio showed a variety of advertising that campaigns he had the opportunity to
work with.
The candidate had very strong letters of recommendation from previous employers and coworkers who had seen him working
first hand.
Also in consideration is that Dean Mathis and Lisa Miller are both endorsing this candidate for this course only COMM 2327.
Conclusion of the discussion was that the candidate be recommended for credentialing for this one course COMM 2327. If the
candidate would like to teach other courses, it would need to be brought through Faculty Credential Committee again.
Unanimous vote for the candidate to be recommended to Steve Smith-Vice President of Students.

Welcome and Introductions of all members present and which department and campus they are from.
Old Business- Review and approval of faculty meeting minutes from March 26, 2015. Approved as written.
Debbie Knapp asked that a copy of the previous updated minutes with her name included be sent via email for her files.
A memo was sent to Steve Smith for candidate approval based on last meeting for COMM course.
New Business: Discussion on members that are returning to committee who are on their first year for committee. Members on
their first year include Barnabie Mejia, Tony Juarez, Michael Gonzalez, Helga Carrion, Jose Pacheco, Sylvia Peregrino, and
Melinda Camarillo. Dean Mitchell mentioned that membership for this committee were not updated yet, so others returning to
committee and new members were not yet known.
Discussion on what chair person does for committee by Virginia Madrid, Dean Mitchell, and Lisa Miller (past chair)
encouraging members to take interest in taking role as committee chair. Michael Gonzalez expressed interest in taking the role
as committee chair. Members nominated and voted unanimously that Michael Gonzalez would be the new chair elect for
2015-2016. Michael mentioned that he has a mentor (former chair) available at his campus to help answer questions if they
arise. Lisa Miller, Dean Mitchell and Virginia Madrid offered assistance and training if needed.
Members thanked Virginia Madrid for serving as chair for this year and reported that a good job was done in this position.
Recommendations from last year to look into forms, no changes to forms. Committee agrees that current form represents the
information needed for credentialing faculty.
New recommendation from Michael Gonzalez is to ensure that Valle Verde campus receive packets for candidates in a timely
manner. Problems that have occurred is that not all campuses have received packets from the departments originating the
packets. Dean Mitchell to follow up and encourage deans to forward completed packets to each campus to review in advance
of FCRC meetings.
New recommendation from Virginia Madrid, some packets are incomplete and do not have strong letters of recommendation or
missing resume, course syllabi, etc. Need to make a memo or letter to send out to deans encouraging completion of packet and
importance of attached information; FCRC form to be attached. Members agreed this would be a good idea. Committee
requests that Virginia Madrid write this letter and forward to Dr. Mitchell for approval and distribution for next year.
No other comments or topics to discuss. Recommendation for adjournment. Meeting adjourned at 4:48.

The meeting was called to order at 4:00 p.m.

Minutes from April 3, 2013 meeting were approved.
III.
Old Business
The FCRC Packet Evaluation form needs clarification to meet SACS requirements. Once again, the committee noted
that all memos need to be more specific and strengthened. The committee also discussed how we evaluate a
candidate’s experience and qualifications when no one on the committee may have a background in that field.
IV.
New Business
A.
Dean Mitchell and current chair discussed the credentialing process for those new to the committee.

Review of credentialing packet for a candidate in Culinary Arts

Dean Webb and the District wide coordinator for the EPCC Culinary Arts program argued the need
for a generalist and that the candidate met their requirements.
2.
The committee noted that more support materials and letters of recommendation would strengthen the
packet. The committee noted that the Dean’s letter needed to clarify for what courses and program the
candidate was being recommended.
3.
The committee voted unanimously to approve the candidate pending a more detailed and strengthened
memo from the Dean.
Review of credentialing packet for a candidate in Nutrition Science
1.
The committee was asked to consider credentialing the candidate to teach HECO 1322, the Nutrition
and Diet Therapy course. Dean Mitchell explained the candidate’s qualifications.
2.
The committee voted unanimously to approve the candidate to teach HECO 1322.
Review of Program Closure Candidate.
1.
Due to the closure of the Allied Community Health Program, the committee was asked to accept the
Dean’s recommendation that a tenured faculty be approved to teach in the Health Professions
Discipline and if needed serve as a counselor. (The faculty member had formerly been a part of the
Allied Community Health Program.) The faculty member is credentialed in the Health Professions
and licensed as a professional counselor.
2.
The committee voted unanimously to concur with the Dean’s recommendation.
The meeting was adjourned at 5:00 p.m. Next meeting will be scheduled as needed.

I.
Minutes from November 5, 2013 meeting were approved pending minor corrections.
II.
Dean Mitchell informed the committee that she had spoken to the Deans about the need for a thorough review of
credentialing packets prior to submission to the FCRC and the committee’s request for more detailed memorandums
from Deans and coordinators within the packets.
III.
It was decided to place a review of the form(s) associated with credentialing into the agenda for the first meeting in
fall 2014. Lisa Miller stated she would email members the checklist form now to facilitate the review process in the
coming months.
IV.
Dean Mitchell and Chair Lisa Miller again discussed the role and responsibilities of the chairperson position. This
discussion was followed by requests for persons interested in serving as chair for the 2014-15 academic year. Virginia
Madrid expressed interest in the position. A vote was taken and Virginia was unanimously elected chair-elect by the
committee.

The committee members were thanked by Lisa Miller for their dedication to the credentialing process and thoughtful
discussion concerning candidates and the process itself throughout her two terms as Chairperson.

The meeting was called to order at 10:00 a.m.

The committee reviewed and approved the minutes of April 23, 2012 on the condition that we would add with the
condition that we would revise the wording on the candidate to reflect approval for two specific courses.
III.
The committee met to consider the credentialing of one individuals:
One candidate was unanimously approved for two courses.
IV.
Old Business: The committee was uncertain whether one candidate’s packet had already completed the signature
process and whether pending documents to complete the packet had been received.
V.
New Business:
A.
Chair Gutierrez announced that he was rotating off of the FCRC committee and that the group would have to
elect a new chair for academic year 2012-13. The committee deliberated and Lisa Miller emerged as the new
chair.

The committee reviewed and approved the minutes of Aug. 23, 2012.

The committee met to consider the credentialing of two individuals: one candidate was approved and one candidate
was disapproved.
IV.
Old Business - there were no pending items.
V.
New BusinessA.
Some members expressed concerns that the review process of potential candidates prior to the committee
meeting may lack scrutiny at times. Academic quality of some of the packets was subpar in some areas and
should be addressed more thoroughly in the form of strong written support with physical evidence included
within the packet addressing any weak areas of future candidates' packets before credentialing reviews take
place. Since we are an academic institution, the documentation in the packets should be exemplary and
representative of our educational level.
B.
With the absence of the administrative liaison, Dr. Mitchell, the question was raised as to the validity of the
meeting. Lisa Miller will follow up with Steve Smith on this issue before the next meeting.
C.
There may be more packets in the pipeline for November so a meeting may be scheduled before the end of the
Fall semester. With all business concluded, the FCRC meeting was adjourned at 5:20.

The meeting was called to order at 4:08 pm.

The minutes from November 14, 2012 were reviewed and approved.
III.
The committee asked Dr. Mitchell to clarify its role in the faculty credentials review process. Committee concerns
included maintaining and refining standards for candidate packets prior to committee review.
Questions regarding the Dean’s and the coordinator’s role in preparing the packets and representing the candidate
appropriately for committee review also arose.
Dean Mitchell will take these issues to Leadership.
IV.
The committee met to consider the credentialing of two individuals: Two candidates were approved to teach specific
courses.
V.
Next the committee had questions about SACS and the credentialing process. Dr. Mitchell explained the following:

As far as we know, SACS approved of what we were doing; the committee is doing a good job.
B.
SACS sees letters, documentation, and transcripts.
C.
Evaluation should be based on current packets not on the future intentions of the candidate.
D.
Once credentialed, the candidate is credentialed and can apply for a tenure track job.
E.
The Vice President will not approve a candidate without the committee’s recommendation.
F.
Candidates should only be credentialed for courses listed in the Memo from the dean and coordinator.
G.
Any paperwork such as evaluation sheets needs to be kept confidential.
Old Business
A.
What is a quorum? 1/2 + 1. We do meet quorum today.
B.
Lisa Miller noted that we might need to meet during Faculty Development Week. No general session so
Monday afternoon is the best time.

Old Business
Dean Mitchell did follow up with Leadership regarding standards for credentialing packets. Leadership agreed that
high and accurate standards needed to be upheld. More follow-ups will occur as Dean Mitchell receives it regarding
committee’s duties and procedures.
IV.
New Business
The committee met to consider the credentialing of a candidate from Mass Communications: Lisa Elliot presented the
packet. She stressed the candidates’ extensive professional experience, which include over 20 years of work
experience in the newspaper and mass media industry, public relations workshops and strong contacts within the El
Paso community. The committee was asked to consider this individual for credentialing for the following courses:
COMM 1129, COMM 1130, COMM 2129, COMM 2311, COMM 2315, COMM 2324, and COMM 2330.
The committee voted to approve the candidate to teach the following courses: COMM 1129, COMM 1130, COMM
2129, COMM 2311, COMM 2315, and COMM 2324. The approval was pending corrections to support
documentation within the packet. All supporting letters should be addressed to EPCC in order to maintain document
standards for SACS. The committee did not approve the candidate to teach COMM 2330 because the packet did not
include evidence of a current syllabus for COMM 2230, this knowledge would be required for instruction of this
course. The committee noted the overall excellent candidate qualifications.
V.
The meeting was adjourned at 4:55 p.m. and will meet as needed during the academic year.

The meeting was called to order at 3:05 p.m.
II.
The committee reviewed and approved the minutes of Aug. 15, 2011 on the condition that revisions be made
concerning some informational errors on a previously reviewed packet. The correct information was verified with
Dean Smith.
III.
The committee met to consider the credentialing of the following individuals:
A.
Mass Communications Instructor:
The candidate’s packet was reviewed for all elements of the Credentialing Evaluation Checklist (education,
work experience, exemplary performance) and the committee voted unanimously to approve him for teaching
the following courses: COMM 1336, 1337, 2303, 2311, 2315, 2324.
B.
Cosmetology Instructor
The candidate’s packet was reviewed for all elements of the Credentialing Evaluation Checklist (education,
work experience, exemplary performance) the committee voted unanimously to approve her for credentialing
as a Cosmetology Instructor.
C.
Culinary Arts Instructor:
The candidate’s packet was reviewed for all elements of the Credentialing Evaluation Checklist (education,
work experience, exemplary performance) and the committee voted unanimously to approve her for
credentialing as a Culinary Arts Instructor.

Old Business-there were no pending items

Some members expressed concerns that the grammatical quality of some of the packets was subpar and
should be addressed before future credentialing reviews take place. Since we are an academic institution, the
documentation in the packets should be representative of our educational levels. Dean Mitchell will take
these editorial concerns to the Deans before future submissions.
B.
There may be more packets in the pipeline for November so a meeting date of Nov. 21 was discussed to
precede the Thanksgiving holiday. It was noted that this date might conflict with a district level meeting Dr.
Brown is planning, so Chair Gutierrez will look at another date that might work.
With all business concluded, the FCRC meeting was adjourned at 4:20.

work experience, exemplary performance) and the committee deferred a decision on his packet pending
receipt of official documents that validated and/or confirmed his stage name, his degree, and his specific
contributions to the films he has referenced in his packet.

Music Instructor
The candidate’s packet was reviewed for all elements of the Credentialing Evaluation Checklist (education,
work experience, exemplary performance) and the committee voted unanimously to approve him for
credentialing as a Music Instructor.
IV.
Old Business: Dr. Mitchell informed us that she has appraised the Dean’s about improving the grammatical quality of
future packets that they submit to the FCRC for review.

New BusinessA.
Some members requested that the FCRC Chair send out a copy of all checklist forms used by the committee
so that members will have them handy to use when a packet shows up without one. The Chair will send an email with the appropriate attachments.

A packet was reviewed for all elements of the Credentialing Evaluation Checklist for three regionally nonaccredited programs (IEC and NJACT Apprenticeship programs and the Master Electrician License, nonapprenticeship) and the committee voted unanimously to approve them. All three programs were formally
recognized by national and /or state regulatory agencies.
B.
Electrical Journeyman Instructor
The candidate’s packet was reviewed for all elements of the Credentialing Evaluation Checklist (education,
work experience, exemplary performance) and the committee voted unanimously to approve him for teaching
in the Electrical Journeyman Program.
C.
Electrical Journeyman Instructor
The candidate’s packet was reviewed for all elements of the Credentialing Evaluation Checklist (education,

DRAFTING AND DESIGN TECHNOLOGY INSTRUCTOR
Mr. Juan Luna, Drafting and Design Technology Coordinator/Instructor presented this instructor’s candidacy to the FCRC for
credentialing for Dual Credit in Drafting and Design Technology (DFTG 1409, DFTG 1417, DFTG 1433, and DFTG 2432).
The candidate has 5 years of work experience dealing in Design and Drafting followed by 26 years of experience teaching
Drafting and Design Technology (Advanced Architectural & Engineering CAD Design) at the secondary level. The
instructor’s professional related skills and experiences are substantial as documented in the packet. The instructor’s success in
the classroom extends to the success of her students in SKillsUSA, with several District 1 first place awards, two State winners
and a 6th place at National’s. The candidate has attended numerous workshops and courses to enhance her knowledge in the
field. The committee reviewed the packet and found that this instructor is qualified to teach Dual Credit in the Drafting
discipline at EPCC and voted to recommend her for credentialing in that field.
Discussion: on having a set of packets available at the ASC for those committee members who work at that site, to be

Chairman Albert Burnham called the meeting to order at about 3:30 p.m. Two candidates were presented for credentialing.
Nutrition Instructor
Dean Paula Mitchell (Dean, Health Career & Technical Education, Math and Science) and Elaine Olsakovsky (Coordinator,
Health Professions and Related Sciences) presented an instructor for credentialing to teach HECO 1322 – Nutrition and Diet
Therapy. The instructor is a Registered Dietician, a Licensed Dietician, and has earned a Bachelor of Science degree with a
major in Nutrition and Dietetics, and a Master of Education degree with a major in Educational Psychology and Counseling.
For almost twenty years the instructor has been a “Consultant Dietician,” and for twenty-five years has been a part-time
instructor and Clinical Supervisor at El Paso Community College in the Dietetic Technology program. The application packet
includes many certificates of completed programs in their field as well as EPCC technology programs. Dean Mitchell pointed
out that the instructor is in the “national registry” of the field, has Texas state licensures, and has both teaching and practical
experience. Elaine related that the instructor helped develop the HECO 1322 course which is an update of a previous course.
This course is transferable to the Texas Tech nursing program and is required for the EPCC Culinary Arts program.
Given the instructor’s vast years of experience in Nutrition and Dietetics, including twenty-five years of part-time teaching
experience at EPCC, the FCRC members were extremely impressed with the excellent credentials. The committee voted nine
(9) in favor of credentialing the instructor to teach HECO 1322, and zero (0) against.
HUMA/ENGL Instructor
Dean Claude Mathis (Advertising Graphics, Communication & Performing Arts) and Mauricio Rodriguez (Coordinator,
Chicano Studies) presented an instructor for credentialing to teach HUMA/ENGL 1305. Since the instructor is a member of
FCRC, the instructor voluntarily recused himself from the presentation and discussion. The instructor is currently an Associate
Professor of Government at EPCC and teaches GOVT 2311. The instructor has earned a B.B.A. degree, an M.P.A. degree, and
a Ph.D in Political Science. As part of the instructor’s doctoral studies at Ohio State University, a Latin American History
minor was developed specifically for the instructor. Those courses were highlighted on the transcript which was included in
the credentialing packet.
Given the instructor’s academic background, and the fact that they are currently teaching a course in the Chicano Studies
program, the FCRC members were thoroughly impressed with the credentials. The committee voted eight (8) in favor of
credentialing the instructor to teach HUMA/ENGL 1305, and zero (0) against.
However, the committee recommended that additional documents be obtained from a university attesting to the graduate
courses highlighted on the instructor’s transcript and course descriptions.

Chairman Albert Burnham called the meeting to order at 3:35 p.m. thanking everyone for attending.
The first FCRC meeting of the 2010-2011 academic year will be on Monday, August 16, 2010, at the ASC after the general
session and in a room to be determined. Albert reminded those who are in the last year of their committee assignment that their
term of service runs through August 31, 2010. He also mentioned that this is his last year, and the committee will need a new
chair. If anyone is interested in volunteering for the position, that committee member should contact Albert.
Dean Paula Mitchell discussed some new procedures regarding “proprietary schools” for the vocational programs and
credentialing. More on this as developments occur.
Two candidates were presented for credentialing.
Drama Instructor
Dean Claude Mathis (Advertising Graphics, Communication & Performing Arts) presented an instructor for credentialing in all
EPCC Drama courses. The instructor is currently a tenured Associate Professor of Speech at EPCC. Dean Mathis pointed out
that speech and drama are now together at EPCC with a lot of overlap between the two. He gave an overview of the
instructor’s experiences and qualifications in the field of Drama at both the High School and College levels including EPCC.
According to the instructor’s credentialing packet, the instructor has fifteen (15) graduate credits in Drama from UTEP which
is three shy of what is required to teach the subject at EPCC, hence the need for credentialing. The instructor has a Bachelor of
Arts degree in Speech and Theatre from Eastern New Mexico University, and has extensive Drama teaching experience at
EPCC, UTEP, and three El Paso high schools. The instructor has compiled a massive amount of hours in Drama workshop
training, and has a vast repertoire of Drama experience including acting, directing, and technical theatre. In addition, the
instructor is a member of various professional Drama organizations.
The committee concluded that the instructor’s qualifications are extremely impeccable. The committee voted eleven (11) in
favor of credentialing the instructor to teach all Drama courses at EPCC and zero (0) against.
Nutrition Instructor
Elaine Olsakovsky (Coordinator, Health Professions and Related Sciences) and Dean Paula Mitchell (Health Career &
Technical Education, Math & Science) presented an instructor for credentialing to teach HECO 1322 – Nutrition and Diet
Therapy. The instructor is a dietician with a Bachelor of Science Degree in Nutrition Sciences from the Universidad
Autonoma de Ciudad Juarez and a Master of Public Health degree from UTEP. Elaine and Paula explained that the instructor
has taught Nutrition and Diet Therapy at EPCC, UTEP and Juarez, is currently teaching HECO 1322 at EPCC (the syllabus is
included in the instructor’s credentialing packet), and the public health courses the instructor has taken have a nutritional
component. Paula pointed out that there are no graduate programs for Nutrition in the area; therefore, candidates to teach
Nutrition must come from related fields and go through the credentialing process.
The FCRC members, believing that the instructor’s qualifications to teach HECO 1322 are excellent, voted eleven (11) to zero
(0) to recommend the instructor for credentialing in that course.

The committee met to consider credentialing three individuals and one program.
COMMUNICATIONS INSTRUCTOR
The candidacy of the instructor to teach COMM 1307, 1335, 2305, 2311, 2315, 2324, and 2339 was presented by Dean Claude
Mathis and Associate Professor Doug Carr. The instructor has over thirty years in the broadcast industry including seventeen
years at television station KTSM in El Paso where he was a news anchor, reporter, managing editor, and news director. During
Spring Semester 2010, he taught COMM 2311 and 2339 at EPCC. Given his impeccable credentials and massive experience
in the field of mass communications, plus some teaching experience at EPCC, the University of Arkansas, Marshall University,
and UTEP, the FCRC members concluded that the instructor was eminently qualified to teach the seven COMM courses. The
committee voted to recommend the instructor for credentialing.
MASS COMMUNICATION INSTRUCTOR
The instructor was hired for a full-time tenure-track position in Mass Communication by an EPCC hiring committee. At some
point in the hiring process, a question arose as to her qualifications to teach Mass Communication at EPCC because her
graduate degree is in “Popular Culture.” She was approved for the position by the EPCC Board of Trustees contingent on the
FCRC recommending her for credentialing in the field of Mass Communication. Dean Claude Mathis and Associate Professor
Doug Carr of Mass Communication spoke on her behalf explaining how they thought her degree actually was the equivalent of
Mass Communication and how her graduate courses dealt with that subject. The committee also looked at the instructor’s
immense experience in the field which she gained from various positions she has held. The committee members unanimously
concluded that the instructor’s graduate work and her job experience greatly more than qualify her to teach Mass
Communication at EPCC and recommend her for credentialing.
DIGITAL VIDEO PRODUCTION INSTRUCTOR
The instructor is a tenured faculty member in Digital Video Production and has been at EPCC since 1980. Since the program
is closing, according to the EPCC “program closure” procedure, “The Faculty Credentials Review Committee will examine the
credentials of tenured faculty employed in the program to be closed. The purpose of this review will be to determine whether
affected faculty members possess the necessary qualifications to teach in other disciplines.” The instructor holds a Bachelor of
Arts degree in Broadcasting from UTEP which he earned in May 1979. He has never attended graduate school, thus, does not
have a graduate degree. The FCRC members could not find any other EPCC program for which he might be qualified. As a
result, the FCRC voted unanimously that the instructor not be credentialed for any other field or program offered by EPCC.
CULINARY ARTS INSTRUCTOR
Dean Steven Smith (Math, Occupational Education and Science, TM), in a letter to VP Dennis Brown stated, “In our recent
review of faculty credentials it was discovered that Culinary Arts instructor possesses a degree from a non-regionally
accredited institution. The SACS criteria states: ‘If an institution employs a faculty member whose highest earned degree is
from a non-regionally accredited institution within the United States or an institution outside the United States, the institution
must show evidence that the faculty member has appropriate academic preparation.” Dean Smith and the instructor appeared
before the FCRC telling the members that the instructor’s degree is from Scottsdale Culinary Institute (SCI) in Arizona. The
FCRC was basically being asked to “credential” the SCI program. Steve and the instructor pointed out that SCI is accredited
by The Accrediting Commission of Career Schools and Colleges of Technology, the American Culinary Federation
Educational Institute Accrediting Commission, and the Arizona State Board for Private Postsecondary Education. SCI’s
courses and course of study are very similar to EPCC’s. They provided documents comparing courses at both institutions.
After hearing the presentations by Steve and the instructor, and reviewing the documents in the credentialing packet, the
committee members voted to “accept the SCI Culinary Degree Plan.”

The committee met at the request of Dean Jaime Farias and Dr. Cristina Salas to discuss credentialing an instructor to teach
EDUC 1300 at Burges High School in the Dual Credit Program.
Dr. Salas spoke on behalf of the candidate stating that both she and Dean Farias believed the candidate’s qualifications and
experience were sufficient for the instructor to teach the course. The instructor has earned a Bachelor of Science degree in
Psychology from George Fox University, a Master of Science degree in Home Economics Education from New Mexico State
University, and has twenty years of teaching experience. The instructor is currently teaching at Burges High School in El Paso.
Committee members had two main concerns regarding the candidate’s graduate work. First, the graduate education courses are
too specific an area of education, and would it be a hindrance to teaching a generalized course such as EDUC 1300 at EPCC?
The second concern dealt with the exact subject matter of the candidate’s generically named graduate courses. Such courses
that are titled “Special Problems,” “Special Topics,” “Research Methods,” etc. on the transcript do not indicate exactly what
the course content was. The committee would like to know exactly what subject matter was covered in these courses as such
information would greatly aid committee members in determining if the instructor is qualified to teach EDUC 1300.
Committee members unanimously agreed to delay a vote on the instructor pending receiving information regarding the exact
content of the generically named graduate courses. Dr. Salas said she will try to obtain this information. The committee would
also like to see course descriptions, lesson plans, and syllabi of the courses the instructor is currently teaching at Burges High
School. Dr. Salas indicated she will attempt to secure this information.
The next Faculty Credentials Review Committee meeting, as determined by those in attendance, which will take up, once
again, the credentialing of the above instructor, will be on Monday, January 12, 2009, on the first day of Faculty Development
Week after the conclusion of the General Session in the afternoon.

EDUC 1300 Instructor
The committee resumed its discussion regarding the candidacy of the instructor considered at the December 2, 2008 meeting to
teach EDUC 1300 in the Dual Credit program at Burges High School. This was first brought up in the December 2008
meeting at which time the committee members requested further information about certain aspects of the candidate’s graduate
education. Added to the instructor’s packet were pages of course descriptions from the New Mexico State University graduate
catalog for the years the instructor attended. In December, the FCRC wanted detailed descriptions of some generically named
graduate courses the instructor took at NMSU. Also added to the packet were syllabi of two courses the instructor teaches at
Burges High School. These had also been requested by the FCRC.
Dean Jaime Farias (Education and Career & Technical Education), seconded by Dr. Cristina Salas (Professor, Child
Development), spoke on behalf of the instructor. He gave two purposes for requesting credentialing of the instructor. First, the
instructor has twenty years of experience in the area, and, second, they have dedicated their time to getting students in to
college. Dean Farias stated that the instructor’s courses are “pedagogical courses,” and that EDUC 1300 strives to get students
to be leaders.
After the presentation of Dean Farias, the committee members discussed the candidacy of the instructor and had four basic
concerns. First, members believed the generically named graduate course descriptions provided are still too vague and are not
clear. Second, since, according to Dr. Salas, there are others already at EPCC qualified to teach EDUC 1300, why is the
instructor needed? Third, are the HEED prefixed courses on the instructor’s graduate transcript too specific to teach a
generalized course like EDUC 1300? Fourth, even though the instructor had twenty years of teaching experience, that
experience is not conducive for teaching the course in college.
A motion was made and seconded to vote on the credentialing of the instructor to teach EDUC 1300 in the Dual Credit
program at Burges High School. The vote was ten (10) against credentialing, three (3) in favor of credentialing, and one (1)
abstention.
Ophthalmic Instructor
Dean Paula Mitchell (Career & Technical Education, Math and Science) notified the FCRC that the Ophthalmic Technology
Program at EPCC was closing as of August 31, 2009. According to the EPCC Program Closure procedure 6.04.01.22, copies
of which were provided to the committee, “The Faculty Credentials Review Committee will examine the credentials of tenured
faculty employed in the program to be closed. The purpose of this review will be to determine whether affected faculty
members possess the necessary qualifications to teach in other disciplines. The committee will meet with the faculty members’
immediate supervisor and the appropriate Vice President to discuss the faculty qualifications. The committee will forward
written recommendations regarding each faculty member’s credentials to teach in other disciplines to the appropriate Vice
President.” Dean Mitchell notified the FCRC that one full-time faculty member of the Ophthalmic Technology Program
needed to be reviewed by the FCRC under this procedure.
Since Dean Mitchell is the instructor’s dean, she presented the instructor’s credentials to the FCRC. She stated that it was her
opinion that the instructor did not qualify to teach other subjects at EPCC. She showed the instructor’s credentials to her math
coordinator who reached the same conclusion.
The FCRC committee reviewed the instructor‘s credentials which were provided by Dean Mitchell. Since the instructor never
attended graduate school and has taught only in the Ophthalmic Technology Program at EPCC, the committee members felt
that the instructor did not possess the qualifications to teach any other subject at EPCC.

Architecture Instructor
Dean Bobby Ortega (Architecture, Arts, Drafting, Math, and Science) and Kenneth Gorski (Architecture Discipline
Coordinator) requested that an instructor be credentialed to teach ARCH 2301 (Freehand Drawing I) and ARCH 2302
(Freehand Drawing II). The instructor is a tenured associate professor in Art and was previously credentialed to teach ARCH
1315 (Computers in Architecture). Given the instructor’s experience and education in Art and their previous credentialing, the
committee expressed the belief that the instructor is eminently qualified to teach the two proposed Architecture courses.
The committee vote was nine (9) in favor of credentialing and zero (0) against.
REQUEST OF VICE PRESIDENT BROWN
On April 22, 2009, Dean Paula Mitchell and FCRC Chairman Albert Burnham met with Vice President Dennis Brown in his
office. He requested altering the “Faculty Credentials Review Committee Credentialing Packet Evaluation Form” to, as Albert
believed, streamline it, and, as Paula surmised, to make it more “user friendly” for review by SACS. The committee decided
that, instead of deleting or adding thing to the form, to simply change the format. The first two lines of the form will remain
the same, but moving up the sheet below the first two items will be “Is this candidate recommended for Credentialing?”, and
“Rationale.” All other items will remain in place after that.
The committee vote to approve this was nine (9) in favor and zero (0) against.
Dean Mitchell stated that she will work the changes into the form for presentation.

Committee Chair Albert Burnham opened the meeting at 3:15 p.m. He thanked the members who are departing the committee
for their excellent service and commitment to the committee: Sandra Lujan-Gutierrez, Caroline Woolf-Gurley, Erin McCann,
Joseph Martinez, Arturo Acosta, and Patty Shanaberger. The Faculty Credentials Review Committee will miss them greatly.
CREDENTIALING
A request was made by Dean Claude Mathis (Advertising Graphics, Communication, and Performing Arts) and Amy Slater
(EPCC Dance Coordinator) to credential two candidates in four Dance courses: DANC 1151 – Dance Performance I; DANC
1341 – Ballet I; DANC 1345 – Modern Dance I; DANC 1347 – Jazz I. Amy explained that credentialing was needed because
both candidates have a bachelor’s degree, but not a graduate degree. However, both have extensive experience in dance
programs in the El Paso area. The question was raised by a committee member if there were available individuals in the area
who did have a graduate degree in dance. Amy commented that it was highly unlikely as neither UTEP nor NMSU offer a
graduate degree in Dance.
Dance Candidate 1:
The candidate has a Bachelor of Fine Arts degree from UTEP and is currently pursuing a graduate degree in Education. The
candidate has extensive experience teaching dance in El Paso public schools, UTEP, and local dance companies.
A motion was made and seconded to recommend the candidate for credentialing to teach the aforementioned Dance courses at
EPCC. The vote was eleven (11) in favor and zero (0) against.
Dance Candidate 2:
The candidate has a Bachelor of Arts in Dance from NMSU. The candidate has additional dance education from various dance
schools and workshops around the country. The candidate has taught dance and worked with dance programs at NMSU, Las
Cruces public schools, and various dance companies in and outside the El Paso area.
A motion was made and seconded to recommend the candidate for credentialing to teach the aforementioned Dance courses at
EPCC. The vote was eleven (11) in favor and zero (0) against.
REQUEST FROM VICE PRESIDENT BROWN
On April 15, 2009, Albert received a request from Vice President Brown to remove some information from the committee’s
credentialing documents for an instructor which were sent to Brown on September 25, 2008. Brown did not indicate why he
wanted the information removed. Despite repeated attempts by Albert to find out why, Brown has never responded to the
requests. Albert told the committee members that he did not want to make any changes without first consulting the members.
Several committee members shared ideas as to why they thought Brown wanted the changes. These ideas made perfect sense,
but the committee still does not know exactly why Brown wants the changes. Albert also brought up the fact that it took
Brown seven months to review the documents for the instructor. He related to the committee that this is not an isolated
incident as deans and coordinators have asked Albert the status of a credentialing candidate on several occasions, months after
the FCRC meeting on the candidate. Why does it take Brown so long to make a decision on these credentialing candidates?
ELECTION OF CHAIR
The FCRC members elected Albert as the chair of the committee.

The committee met to discuss two candidates for credentialing, one in Communications and one in History. The candidates’
documents were reviewed by committee members who had not had a chance to previously do so.
Communications Candidate
The candidate had been approved for credentialing in November 2006 for certain dual credit communications courses (COMM
1307, COMM 1336, COMM 1337) at Eastwood High School. The Communications Department would now like the candidate
to be credentialed in COMM 1335, COMM 2303, COMM 2304, and COMM 2324 (Practicum). Speaking on behalf of the
candidate was Dean Claude Mathis and Assistant Professor Doug Carr of Mass Communications. Both highly endorsed this
candidacy.
A motion was made and seconded to approve the candidate for the stated communications courses. The committee voted
unanimously to approve.
History Candidate
Dean Joyce Ritchey spoke on behalf of the candidate and was very supportive of their candidacy. The main question regarding
the candidate is the fact that the candidate’s graduate degree is in Interdisciplinary Studies (UTEP), and the candidate did not
have the required number of graduate credits in History. Based on documents in the candidate’s packet, some of the MAIS
courses are cross-referenced with History courses, and can be taken with either the “MAIS” or “HIST” prefixes. Given that,
the committee decided that the candidate had the required number of graduate credits to teach History at EPCC. Another
question arose during discussion of the candidate’s qualifications. The candidate’s letter requesting credentialing stated the
candidate was seeking credentialing in “world history.” Dean Joyce Ritchey’s letter asked the committee to “fully credential
them.” A statement of support from EPCC History Coordinator Albert Burnham asked that the candidate be “credentialed to
teach history in the EPCC dual credit program.” Some committee members wondered exactly what it was the candidate was
seeking credentialing in. FCRC Chairman Albert Burnham, also acting in his role as EPCC History Coordinator, suggested
credentialing the candidate in four history courses: HIST 1301 (U.S. History to 1865), HIST 1302 (U.S. History since 1865),
HIST 2321 (World History to 1648), and HIST 2322 (World History 1648 to Present).
Motion was made and seconded to approve credentialing for the candidate in HIST 1301, HIST 1302, HIST 2321, and HIST
2322, pending a revised letter stating such from the candidate, Dean Joyce Ritchey, and History Coordinator Albert Burnham;
and the approval of a majority of the full-time tenured and tenure track History faculty members. The committee voted
unanimously to approve.
