5.01.05.26 Reporting Facility Related Emergencies:
will be the next procedure to evaluate. Appropriate
departments will be contacted.
VIII.
Application for funding of Defensive Driving for
College employees using College vehicles is with
Grants Management to be submitted to Texas
Association of Public Schools.
IX.
In March, the Office will begin lab inspections to
comply with the Texas School Safety audit that is to
be completed by August 2015.
X.
The Office has been told to contact budget heads for
safety training, unless training is requested by
department(s).
XI.
Warm weather brings rattlesnakes out of
hibernation. We have dedicated biology instructors
who are trained and able to remove the snakes. List
of wranglers and their phone numbers.

Emergency Preparedness for Cold Weather TBA
Committee members would like to have the fair at
the VV campus and smaller versions (perhaps not as
many tables, but same information) at
Transmountian campus, in the common area, and
Rio Grande campus, in the cafeteria area.
Committee members from those campuses would be
asked to help set up, man the tables, and cleanup.
Suggested timeframe was the week of November
11-14, RG on the 12th or 14th.
It was suggested that the community be invited to
attend. Marketing would be asked to help publicize
the event(s), both before and after, and photograph
the event(s).
VI.
Globally Harmonized System – Jackie Lomeli
presented an overview of the new hazard
communication standard. It was well received and
all questions were answered. Lt. Perez will help to
coordinate with the Police Department.

Report on Stanton Building 2nd Floor Fire Drill –
students evacuated the building in 2:38 minutes.
Frank Lujan suggested that future drills be varied in
type (obstructed and unobstructed) and that some
drills be held unannounced.

Danielle (Rebecca) provided information on the
Literary Fiesta to be held on Nov. 9 and requested
help or donations.
Information on the upcoming Fall Safety Fair will be
sent to the members.

The College may purchase a new online training
system. If the purchase is approved, Safety Corps
will be the Beta test. Safety Corps Training will be
in four sections. The first two sections will be
online the other two will be on site. If you feel your
department might be interested in sharing this
system, please contact Liz Ryan.

First section is information on who can be
members of the Safety Corps and their
expected duties.
Second section is basic Safety Corps training.
Videos will be available separately.
Third section will be hands on Fire
Extinguisher training.
Fourth section is site specific training that
will include that campus’ Police Officers and

More in-depth emergency training resources
will be provided but, will be at the discretion
of the Safety Corps member.
Also from District Safety Committee Charge:
Liz Ryan gave the committee an update on the
proposed purchase of training software and other
new State mandated training subjects. Title IX
training is mandated for all employees having
contact with students. This would best be
accomplished with online training.

employees needing GHS training. Please schedule
with Jackie Lomeli.
Present online training software in use by EPCC
takes at least two weeks before it is live and must be
done through our IT department. The proposed
software would allow the presenters to have it live
immediately after uploading.
Proposed software provides the capability track
participants, to email those needing training, keep
track of employees trained, and send reminders of
required training subjects.
Departments that would benefit from the proposed
software were discussed.
It was suggested that the new tenure process faculty
and lecturers be invited to be member of the Safety
Corps. A list will be provided.

Jackie will contact our Police Department to see if
the Chief would like to have them trained.

The wording for the Biology prep lab room use
needs to reflect the safety aspects.
Nancy Tharp acted as Chairman and Secretary
Members will submit suggestions.

Welcome
Suggested that no one be allowed in the prep
rooms without having completed a specific
(OSHA) training and that there be a refresher
course mandated at a given time.
Safety Share was presented by Nancy Tharp. Each
member of the committee was given a Safety Share
pin and the assignment of presenting a Safety Share at
their next meeting, or in the classroom. Members are
to report back to Nancy when they have completed the
assignment.
The guidelines/rules will be submitted to the
other campus biology prep labs through the
Deans and Discipline coordinator to enable the
College to become uniform.
The District Safety Committee roster was checked to
be sure it was correct.

asked to review it for spelling, punctuation, etc.

Each member introduced themselves and told why

Try to be part of New Faculty Orientation. Most new
faculty do not know that there are two new employee
orientations they must attend.
See if Faculty Development credit can be earned by
attending Fire Extinguisher training, being part of the
District Safety Committee, or part of the Safety Corps.
See if the electronic billboards can be used to promote
safety – though Safety Shares.
Nancy Tharp proposed that meetings be held on a
regular basis, the 2nd Friday of the month at the same
time (4:00 – 5:00). The fact that faculty members will
not be available in December due to finals and may
not be available in January was discussed. Since the
committee is equally divided between staff and
faculty, it was decided that the meetings be held
monthly. Agendas will be emailed and those members
unable to attend my respond via email. Members in
attendance were in agreement.

that the committee set priorities for the year
and work on the Safety Manual. Expand
the QEP to include students helping with
audits.

finding a way for the Faculty to be given
emergency evacuation training during
Faculty Development Week. Nancy is to
prepare a packet with a 10 minute
presentation to reach the greatest audience.

members did not feel comfortable with

What can be done to reach/teach everyone?
It was suggested that members from the
Campus IE teams could serve on the District
Safety Committee to enable a better free-flow
of information and communication to and from
each committee.
Concerns and recommendations or actions already put
into place were discussed.
Pigeon droppings was the subject seen as an ongoing
concern. Erin McCann pointed out that pigeon
droppings tend to be hazardous due to bacteria.
Different abatement measures were discussed and
discarded. Installing more spikes to keep pigeons
from roosting was recommended and will be
forwarded to Physical Plant by the Office of Risk
Management and Safety.

“Take Safety Home” fair
The District Safety Committee will reserve a table at
the CSA Craft Fairs. The table will be manned by
committee members. There will be a three minute
PowerPoint presentation showing EPCC Emergency
Evacuation Procedures with handouts. A sample 72
hour kit with handouts will also be demonstrated.
Ready.gov will be posted. Pens from Risk
Management will be given out.

Emergency and Disaster Preparedness Guidelines
Robert Yarbrough will correct the current version.
Information on the Tejano Alert will be added. After
approval of the rewrite and with the OK of the Police
Department, printed copies will be given out with the

Tentative schedule of training in conjunction with

When asked why, in the last survey, the majority of
committee members felt they could not competently
address the committee’s charge the members present
decided it was due to the lack of support. Last fiscal
year the committee met twice, once in July and once in
August.

The members elected to meet on November 21st at
3:00 pm at the ASC in room A-201. The Chair, Cochair, and secretary elections will be discussed.
The meeting began at approximately 3:00 pm.
Marie Reyes indicated that her IE committee was meeting the
same day and time.

Ms. Olguin-Ryan welcomed the members of the
committee and voiced her appreciation for their
attendance and commitment to safety at the College.

It is proposed that representatives from the Police
Department and Physical Plant become members of
the committee. All members in attendance agreed.

ASC – Parking lot lights--Are there any other exit than

Hunter that can be used in case of an emergency

A building, the traffic gets backed up as everyone tries
to exit.

College meetings was discussed. The idea will be

Ms. Olguin-Ryan welcomed the members of the
committee. She indicated that the committee would be
more active than it had been in the past and asked that
anyone wishing to be removed from the committee let
her know so they could be taken off the membership.
The need to change the charge was discussed.
Members were asked to formulate ideas on the new
charge and bring those ideas to the next meeting where
the combination can be molded into a single charge.

Discussion of changing the term from 2 years to 3
years was discussed with pros and cons. The
committee will make a decision at the next meeting.
IV.
Ms. Olguin-Ryan informed the members about the
change from Fire Warden, with its duties, to the newly
created Safety Corps, with its expanded, safetyorientated duties. She spoke about the last Fire
Warden training, held at the ASC, relating the poor
attendance. The Safety Corps concept has been
presented to the Cabinet and approved. It is
recommended that at least one person from every
department in the College, preferably two, become
members of the Corps. District Safety Committee
members will work closely with the Safety Corps
members at their respective campus.
V.
A “calling-tree” was discussed. The District Safety
Committee members would call Safety Corps
members during any emergency so the Corps members
could, in turn, call employees of their department. The
“calling tree” would also be used to forward pertinent
information to College employees.
XIII. The meeting was adjourned at 4:45 p.m.

ASC slippery floor – still working on it.

Ventilation fan for Cosmetology – Mechanical Engineer
to contact Physical Plant on Monday per Rick Torres.

RG Garage – Rick Torres advised that Henry Ng has sent
a letter stating the garage is safe. ORMS has asked for a
copy of the letter. (Henry K Ng & Associates Consulting
Engineers, Inc.?)

Upcoming conference on “Building a Student
Intervention Team to Prevent Campus Violence” July 28
– 30th. Synopsis will be given at next meeting.

Safety Share pins have been received.

Heat Safety is the topic for July. The links to be able to

Compilation of chemical lists, District wide, has begun.
Chemistry departments have been asked to provide
ORMS with a current list of chemicals. The list will
expanded to include the CAS# and each chemical linked
to an MSDS. The lists and MSDS will be placed on
dedicated computers in each area. The computers will
have only a mouse to look for the needed MSDS, no
internet access.

Other campus’ concerns?
Water accumulation at the VV campus street by
Building C, before the road to the underpass. – Mr.
Patridge says Physical Plant is aware of the issue
and is planning to resurface the parking lots and the
street.

NWC – High school students are walking through
the ditch between the College and the High School.
The concern is that someone might fall and get hurt.
A bridge had been recommended by the IE
committee, but there are no funds.
At MDP they had the same problem, people walking
where there was no walkway. Signs were posted to
inform the people that the area was not a walkway
and that they were walking at their own risk.
After Chemistry, other departments will be asked for

VV – Skateboarders in the underpass, especially in
the tunnel. Their skateboards are scraping the paint
off the rails and causing the concrete steps to chip.
The College PD tries to keep them away. Perhaps
signs should be posted.
d.
MDP – Lights in the older parking lot are not bright
enough. This issue has been discussed before. Mr.
Patridge explained that the old lights could not be
made brighter without rewiring.
e.
VV – Concern for the safety of Early College
students walking through the parking lot to the
cafeteria. Mr. Patridge told us that there is a plan to
make walking areas for the students and that a
parking area is planned for their buses.
f.
NWC – Early College students have been using the
main building until their classrooms are finished.
The students were fairly noisy and disruptive going
to and coming from class and going to the cafeteria.
Next meeting proposed date.
Tentative set for Friday, September 12th at 3:00 pm. An
email will be sent to the committee members for
confirmation.
