w ate rfro n t d u iln g freezing w eath­

called for K ennedy’s resignation
for using his office in this m a n ­
n er an d th e daily press pushed
Cassese fu rth e r into th e limelight
w ith news stores an d picture cov­
erage of him a t his freezing post.
F rom there on, th e PBA began
to move faster tow ard the political
scene and solidified its role in th a t
area when, for th e first time, it
endorsed a Republican, A ttorney
G eneral Louis J. Lefkowitz, for
M ayor over th e D em ocratic in ­
cum bent, R obert F. W agner. W ag­
ner won, b u t the PBA h a d accom ­
plished its goal of establishing
itself as a political force to be
contended w ith. T his was proved
w hen PBA efforts am ong the
voters caused the rejection of a
Civilian Review B oard for heariiig
claim s ag ain st policemen.
T h e guiding h a n d behind all
this h as been N orm an F ra n k , a
public relations expert, whose skill
in leading th e PBA along th e u pW'ard p a th h as now encouraged his
candidacy fo r M ayor on th e
D em ocratic ticket via th e Ju n e
prim aries. Fi*ank’s efforts have
received every b it as m uch pub­
licity as those of Cassese an d the
PBA. W h a t tn is all points to Is
th a t th e public concern over law
an d order appears to have opened
the doors to a new kind of poli­

case arose b ecause th e P olice P en sio n F u n d refused to in­
clude a ccu m u la ted v a c a tio n tim e a n d terijiinal leave time
for th e purposes o f a sc e r ta in in g th e p a tro lm a n ’s length
of service. W ith ou t su ch tim e, th e d eced en t w o u ld have
