However, efforts to negotiate in
good faith have failed in the West
Babylon School D istrict, where
CSEA has joined teachers in dec­
laring an impasse and calling for
the appointm ent by the State Pub­
lic Relations Board of a fact­
finder
The board, in three m onths of
negotiations in what was described
as an “uncooperative atm osphere,"
had offered only a seven percent
salary increase and stalled on
fringe benefit demands.
Commented CSEA field repre­
sentative Edwin J . Cleary, who as­
sisted all three school units, “The
negotiations have been Irregular

This Is b u t the m ost recent
example of a long term trend,
namely, of centering more and
more jobs—and particularly b et­
te r paying jobs in Albany.
This has been th e tren d even in
the m any Instances where the
vast bulk of the work was located
In th e New York M etropolitan
Area.
O f course, It has become ob­
vious th a t this has been m ost ef­
fective in depriving m any S tate
employees — especially
Negro,
Puerto Rican, an d Jewish of de­
served promotional opoprtunities
since, understandably, they are
less Inclined to pull up stakes and
move to Albany.
This technique of having the
“city slickers” elim inate th e m ­
selves from prom otion lists “be­
cause the S tate In the process,”
ends up with someone fu rth e r

M ental Hygiene I think a n ex­
planation should be made to the
employees affected by the new
“austerity” program.
On May eighth the Institutional
directors were called into the m ain
office and they were Instructed
regarding the budget cut. They
were also Instructed to retu rn to
th eir institutions and p u t Into
effect Immediately following pro­
gram for those employees below
grade ten.
1) No sum m er employees to be
hired.
2) Freeze on hiring of new em ­
ployees—institutions to operate
on 80 percent of present n u m ­
ber of employees.
3) Overtime to be cut—only to be
used In dire emergency.
4) Fieeze on promotion until fin ­
al budget Is established.
5) Curtailm ent of full pay or
compensation to one m onth.
6) C urtailm ent of sick leave at
a t one-half pay.
7) No stipend.
8) No educational leaves with full
pay.

m y conversation w ith th e fiscal
leaders of th e Assembly, I have
been unable to ascertain If any
additional fu n d s will be subm it­
ted in th e supplem ental budget
which will be presented to us be­
fore the end of th e session. I am
hopeful th a t su ch cuts will be
restored, b u t in an y event, I am
m ore concerned w ith the proper
care of patients In th e .hospital
a n d th e com plete satisfaction of
th e employees in whose care they
have been entrusted.”
I t is obvious th a t the cuts were
m ade in th e are a w here they fell.
The D epartm ent denies th a t the
p atients’ care or th e w ard person­
nel will suffer from the budget
cuts. However i t is already being
felt a t Pilgrim S ta te Hospital
shace we h av e been adequately
staffing w ith overtim e help. D ur­
ing th e p a s t weekend employees
were assigned w here one employes
was required to m an two, three,
an d four wards.
O n Tuesday. M ay 14, Pilgrim
chapter, OSEA held a protest
m eeting a n d all employees have
been inform ed th a t if they a r e
required to handle m ore th a n one
w ard they a r e to accept this
u nd er protest, a n d grievance is to
be filed immediately. T he director
of Pilgrim S ta te H ospital an d th«
D epartm en t of M ental Hygiene
h a s been notified of this change.

of Puerto R ican children a tte n d ­
ing New York City’s schools, the
Board of Education has approved
educational workshops in New
York City and Puerto Rico. They
will be held in cooperation with
the National Conference of Chris­
tians and Jews, the University of
P uerto Rico and the D epartm ent
of Public Instruction of Puerto
Rico.
Each year since 1957 a hum an
relations workshop has been held
in Puerto Rico for a group of New
York City educators. L ast year,
one week of the workshop was
spent in the New York Puerto
R ican community.
T his year, workshop experience
will be related even more closely
to the New York P uerto Rican
com munity by devoting two weeks
to an intensive Involvement with
Puerto Rican com m unal and o r­
ganizational life in the New York
setting. This phase of the program
has been planned in consultation
with com m unity leaders and rep ­
resentatives of the New York
Puerto R ican community.

York S tate sets aside a special day
to honor the teachers of the State.
This year Governor Rockefeller
h as declared Tuesday, May 21, as
T eacher Recognition Day.
In New York City, more th a n
57,000 classroom teachers in 906
public schools will be honored.
O n ' T eacher Recognition Day
every public school will have spe­
cial events m arking the occasion.
Including teas, luncheon, bulletlnboard displays, assembly programs
and sim ilar activities.
This year, m any schools will
honor Dr. M artin L uther King,
who was a teach er before he be­
came a civil rights leader. Some
schools are presenting the teach ­
ing staff with fram ed photographs
working w ith the S tudent G. Oof Dr. King, while others a re
to donate money to the Southern
C hristian Leadership Conference
to advance the cause of civil rights
as Dr. K ing envisioned It.
Many present and former stu ­
dents will write personal letters
and telegram s of appreciation to
teachers who have helped th em
achieve success In th e classroom
