on April 25, 1966, had adopted a
resolution stating th a t It “has not

principle of collective bargaining
for its instructional staff.”
The PERB tw o-unit ruling, he
asserted, “would not only be det­
rim ental to long-range collective
bargaining relationships In the
university, it would be Inconsistent
with recent attem pts, in industry
and private employment, to unify
ra th e r th a n fragm ent groups of
employees who negotiate with a
common employer.”
Schultz pointed out th at, If al­
lowed to stand, the PERB decision
could lead to two separate and
competing faculty organizations
on each of the 16 campuses of the
City University.
“It would be a n obstacle to
orderly collective bargaining,” he
said.

the Legislative Conference of the

exclusive- negotiating representa­
tive for all members of the in­
structional staff of the Board of
H igher Education.” Subsequently
the United Federation of College
Teachers, an affiliate of the
American Federation of Teachers,
APL-CIO, Intervened with PERB
with a similar claim for exclusive
bargaining rights.;
Hearings on the case were con­
ducted in February, and March. A
total of 9,005 Instructional staff
members are emplqyed,by CUNY,
according to a listing of faculty
members filed with PERB by the
Board of H igher Education.
The PERB decision was written

of processing and reflecting th e
salary changes. However. Wenzl

unjustly blame "those civil service
workers.” In a previous column on
the highway “numbers gam e” we
com plained about precisely the
same thing. T he culprits, th en as
now, were th e private contractors,
who are seemingly unanswerable
to anyone or anything—n o t even
to the simple rules of common
sense.
ON THE government front, we
are plea£ed to report some prog­
ress. True, we w ant things to
happen quickly. But we also know
there are problems, not the least
of which Is money—an overhead
sign totally spanning one of the
new highways costing a t least $7,500, sometimes more.

habilitation Hospital in 1947 a«

cation parks and comprehensive
high schools.

is for the construction of 56 new
projects; $83 million Is for sites,
plans, modernizations, pre-kinder­
garten centers, playgrounds, port­
able classrooms and other Items,
and $10 million for the completion
of projects now under construc­
tion.
Dr. Donovan said the program
is broader in scope th a n the con­
struction program s of recent years
because of deep cuts in school
building funds this year and other
factors.
He said this year’s budget was
about $75 million below the $167
million average of the last five
years when his proposed building
program was prepared. However,
about $30 million h as since been
restored to this year's construction
program through action by the
City Council overriding reductions
ordered by Mayor Lindsay.

labor leaders from throughout th e
country who attended the func­
tion at which United Nations Am­
bassador A rthur J. Goldberg was
guest speaker.

for the U.S. in Vietnam peace talks
with the Hanoi government.

The CSEA spokesman pointed

the State aid has no place In col­
lective bargaining authorized u n ­

the other “Big Six” cities.

MacDonald Renamed
John W. MacDonald of Ithaca
has been reappointed to the Law
Revision Commission by G over­
nor Rockefeller who, at the same
time, redesignated him as chair­
m an of the five-member group.
