theoretically the annuity on the

works out that way. I f the retirement system were improved
on this point, It could probably

A t the moment, there does not exist any good or Immediate
solution to this problem. I t seems inherent in the structure of our
retirement system. I t is true that on two occasions the N e w Y o r k
State Legislature has enacted measures to provide a modicum of
relief for its retired workers. Last year, also, the Legislature advanced the minimum retirement allowance of school teachers to
$1,800 per year, which is almost $500 a year more than is being
guaranteed to the other New Y o r k State public workers.

service for Id years or more. T h e
survey recommends lon-revity pay
a f t e r five years at the top of the
grade. T h i s means that all e m ployees regardless of years of service will have to wait at least
five years for lon'^evity pay, and
some up to as much as nine years,

employee w i t h "20 years of service,
who through reclassification was
put In a new grade, and the 3rd
step of this grade, will not get
longevity pay f o r another seven
years. T h a t means such an e m ployee will have waited 27 years
total f o r longevity pay. Of course

A stock ground f o r abhorrence would be a strike by a police
force. T h e Boston police strike took place .so long ago that the
m a j o r i t y of our present population hadn't yet been born, but the
evil memory of that strike persists. T h e looting, assaults and even
killings became ugly hi.story.
Even labor unions, strong for the right to strike, would recognize, imder worker auspice.-;, the need for limitations upon public
employees. A public j o b differs f r o m a private one, Involves higher
responsibilities to and more penetrating effect.s upon the body
politic. Certain kinds of public duties are beyond the role of the
strike.
T h e police in many local governments in the United States are
members of orcnnized labor. N o such police force ever went on
strike, and I don't think any ever will. T h e Bo.ston police who
struck wore not a part of organized labor. T h e y were a part of
unorganized labor, one might say an irre.sponsible part of disorganized
labor. T h a t strike is relevant testimony to the public advantage of
a police force being a part of organized labor, although in fairness
one must add that the independent police organizations — those
not affiliated with the labor movement, have an equally clear record
of not resorting to the strike. T h e non-radicals, whether in organized or unorganized labor, naturally would take the same stand.

favored repeal. T h e Civil Service Employees Association, certainly j
no radical group, is one of them. T h e CSEA has a no-strike clause |

T h e main reasons for amendment, if repeal is impractical now,
are the harshness, severity and, to some degree, unenforceability of
the law. T h e penalties include dismissal. Denial of salary increase
for three years is one of the other stiff alternatives. M o r e important,
If a large body of employee.s, performing a vital public service goes
on strike, how can all of them be di.smissed without stopping the
whole essential -service, or many of them be penalized even to a
lesser extent, without destroying employee morale, and thus grievously injuring the service?
Only the socalled ringleaders are di.smissed, and few of them,
and not under the C o n d o n - W a d l i n L a w , either, but through departmental disciplinary proceedings.
Such proceedings are used
freely in cases in which only temperate punishment is intended, to
avoid the severities of the C o n d o n - W a d l i n L a w .
I f the C o n d o n - W a d l i n Law was enacted to prevent strikes by
public employees. It has failed, f o r there have been more such
strikes since its enactment that previously. Certainly it was not
enacted at the insistance of the employees, and it won't even be
rationalized by amendment unless joint employee organization action
b taken.

Eligible members 29 years and
younger can get Group L i f e I n surance under the P l a n f o r 13
cents bi-weekly per $1,000 of insurance. Proportionately low cost
