POSITION DESCRIPTION TITLE: EXTENDED TITLE: FLSA STATUS: Manager Manager, GED Testing Center Exempt CATEGORY: Professional GRADE: C JOB SUMMARY: Manage and oversee the GED Testing Center and surrounding area operations in accordance and compliance with the strict requirements of the Texas Education Agency (TEA) and the American Council on Education (ACE)-GED, Testing Services in Washington, DC for the El Paso Community College District. ESSENTIAL FUNCTIONS: YEARLY PERCENT OF TIME 40% 1. Manage the day to day operations and testing activities of the GED Testing Center and ensure the integrity of the GED tests. Generate and implement procedures to ensure compliance with federal and state requirements, to include, written guidelines and procedures, emergency evacuation procedures, special accommodations procedures, and contracts for addendum sites. 2. Serve as the Chief Examiner for the GED test administration within the established standardized guidelines. Responsible for maintaining strict Test security to prevent loss or compromise of the GED credential. Provide informational briefing/orientations to heighten awareness of the GED credentials to city wide GED prep agencies and public/private organizations. Consult with other college departments and instructional staff on GED testing matters. 20% 3. Verify the identity and eligibility of GED candidate maintain and monitor testing surveillance logs, irregularity reports, and register candidates. Verify payments and accounts for the GED operation to include, agency billing, TEA billing, Scoring Center billing and ACE billing. Order and account for GED testing materials. Create and publicize GED testing schedules and brochures. 15% 4. Retrieve and post test score information. Maintain candidate testing records in compliance with privacy act. Submit “answer” documents for scoring to the UT Scoring Center within the establish guidelines. 10% 5. Provide training on following written guidelines and procedures for proper test administration. Conduct staff performance appraisals and provide performance feedback. 5% 6. Compile and complete statistical data for departmental and state reports. Attend annual GED training mandated by the TEA. Participate in various institutional committees and special projects as assigned and provide feedback for research and pilots sponsored by the GED Testing Services in Washington, DC, the TEA and UT Scoring Center. 5% Effective 6/1/11 Page 1 of 4 7. Other duties as assigned. 5% REPORTING RELATIONSHIP: Director of Testing Services SUPERVISORY RESPONSIBILITIES: Direct supervision as a first-line supervisor to staff assigned. ESSENTIAL QUALIFICATIONS: EDUCATION: Bachelor’s Degree EXPERIENCE: Five (5) years. CERTIFICATIONS/LICENSURES: Must be eligible for certification as a Chief Examiner to assist with GED test administration as needed. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: Ability to analyze problems and provides solutions, strong interpersonal skills, ability to provide leadership and supervise, strong computer skills and the ability to plan, organize and implement. 2. Software Used: WordPerfect, Access, Excel, Reflections, Quattro Pro, Presentations, Internet Skills, Power Point, Group Wise, DOS, Computerized testing software.
