POSITION DESCRIPTION TITLE: FLSA STATUS: Lieutenant Exempt CATEGORY: GRADE: Professional G (Law Enforcement) JOB SUMMARY: Manage and supervise police personnel and operations at respective campus and/or district-wide to include implementation of a comprehensive police program. ESSENTIAL FUNCTIONS: 1. Manage and supervise the day-to-day operations to include assignment of officers. Review and approve reports, referrals, statements, accident reports, and administrative requests. Receive and handle complaints from students, faculty, staff, and the public. Ensure that officers enforce all applicable laws of the city, county, state, and federal governments at all campuses and facilities. Submit a daily report to the Chief of Police of activity reported at each campus police facility. YEARLY PERCENT OF TIME 50% 2. Develop, implement, monitor, and evaluate procedures to ensure that district policies, procedures, regulations, and laws are used to guide the operational activities of the department. 15% 3. Manage and provide operational direction to staff; coordinate orientation, performance appraisal, coaching/team work, personal and professional development, conflict resolution; ensure maintenance of professional skills and certification. 15% 4. Perform operational duties pertaining to vehicle registration, enforcement of parking and traffic regulations; responds to emergencies and provides emergency care as required; initiates administrative and criminal investigations; prepares incident reports; and keeps control of lost and found inventory. 10% 5. Establish and maintain liaison with outside law enforcement agencies, as well as with departments in the District, in order to coordinate investigations, case preparation, presentation, prosecution of offenders, and resolution of issues/concerns. 10% REPORTING RELATIONSHIP: Chief of Police SUPERVISORY RESPONSIBILITIES: Direct supervision of assigned officers Effective: 9/1/01 Revised: 02/06/08 Page 1 of 2 ESSENTIAL QUALIFICATIONS: EDUCATION: Associate’s Degree and completion of Basic Peace Officer Training Course (633 hours) EXPERIENCE: Seven (7) Years CERTIFICATIONS/LICENSURES: Active Peace Officer License from the State of Texas. Valid Texas Driver’s License, proof of liability auto insurance; and must pass a psychological, physical, and drug test examination administered by the District. SPECIAL SKILLS AND ABILITIES: 1. Skills/Abilities: • The skill and ability to plan, organize, lead, and control personnel operations of an assigned campus police department. • The ability to motivate subordinates to accomplish the goals and objectives of the department and District. • Effective communication (oral and written) and interpersonal skills. • Must be able to safely operate a motor vehicle • The ability to use a mobile or hand-held radio • Proficient and qualified to carry an approved firearm and expendable baton and any other accessory emergency equipment as authorized by the department 2. Equipment Used: Motor vehicle, mobile or hand-held radio, an approved firearm, expendable baton and any other accessory emergency equipment as authorized by the department to include but not limited to handcuffs, flashlight, and extra ammunition; and occasional use of a personal computer and other equipment associated with a general office environment. 3. Software Used: A variety of spreadsheet, word-processing, database, e-mail, and presentation software. PHYSICAL REQUIREMENTS: While performing the duties of this job, the employee must occasionally sit, climb or balance, stoop, kneel, crouch, or crawl. The employee is regularly required to stand, walk, reach with hands and arms, talk and/or hear. The employee must occasionally lift and move light to heavy objects (10 to over 50 pounds). INTERPERSONAL SKILLS: Alternative or combined skills in understanding and negotiating are important to the highest degree due to constant interaction with people, at any level within the organization, or the community; and ability to deal with irrational situations where the outcome is unpredictable. WORKING CONDITIONS: While performing the duties of this job, the employee is occasionally exposed to wet or humid conditions; fumes or airborne particles; and toxic or caustic chemicals. The employee is regularly exposed to moving mechanical parts and outdoor weather conditions. The noise level for the work environment ranges from moderate to loud.
