Message from the President
November 2011
The 2011-2012 Academic Year will be both challenging and exciting. We have an
outstanding team which has pulled together to implement the cost-saving
measures necessary to ride out this current economic trough. The good news is that we have in place a
well known Strategic Plan which guides us in dealing with changing economic cycles. Budget challenges
though important are by no means the only issues facing us during Academic Year 2011-2012. Permit me
to bring attention to the following items which will require varying commitments of both time and talent:

We must continue to commit ourselves to student success. It is indeed important to open our doors to
any and all students who wish to take advantage of the numerous options available at EPCC. The true
measure of our success as a college is not how many students begin the race, rather it is how many of
those students cross the finish line. How many students leave with their degree or certificate in hand?
•
It is our goal to gain final approval of our proposal to design and construct the Fort Bliss Campus. The
Commanding General, MG Pittard has approved our proposal and it is being reviewed by Regional HQ
in San Antonio. The final level of review will be conducted by the Department of the Army in
Washington, D.C. We must continue to both maintain existing facilities and to strategically expand our
facilities to accommodate the increasing number of students who realize that EPCC is, “the best place
to start”.
There is no question that EPCC will continue as a benchmark institution for other community colleges
across the state and throughout the nation. The reason we are the success we are, is because our planning
efforts guide the talented and dedicated faculty and staff who make up the College family. There is energy
about this place that is unique. The best days for El Paso Community College are not those behind us. The
best days are those which comprise our future.

myriad of things that could be done, those few strategic objectives that
when achieved would produce previously unattainable results. The
Planning process is a vehicle for setting priorities. It is also the means by
which new ideas, old beliefs, and current practices are put under the
magnifying glass. Planning provides a strategic framework for action, but it
doesn’t end with the publication of the annual business plan. The process
is dynamic and continuous. There is nothing sacrosanct about the individual
goals or action plans that are developed. These may have to be modified,
but if you use the planning process to set priorities, you’ll continue to stay

Introduction
Today’s El Paso Community College Strategic Plan has its roots in
work completed by a Blue Ribbon Strategic Planning Committee in 1999 to
2000. The committee consisted of external community stakeholders and
internal constituency members. The eight District Strategic Goals identified
by the Blue Ribbon Strategic Planning Committee reflect the College’s Vision
and Mission Statements and continue to provide broad guidance and
direction to current planning and improvements.
The District Strategic Goals have remained the same for the past
decade; however, the outcomes and objectives for achieving those goals
have been revised to reflect the changing educational and technological
culture and in response to CCSSE, Noel Levitz, internal and community
surveys. In addition, feedback from stakeholders through focus groups and
advisory committees impact the responses to the College District Strategic
Goals. All Strategic Planning and Area Effectiveness Planning and
assessment processes and practices must be in response to one of the eight
District Strategic Goals. College Procedure 2.02.01.10 provides guidelines
regarding the College’s planning processes. Planning and improvements are
documented in the Area Effectiveness Plans and Assessment Reports,
Student Learning Outcome Reports, and Program Review Reports. In
addition, the El Paso Community College Board of Trustees receives annual
updates from the College President regarding the College’s achievements
based on the District Strategic Goals.

The mission of El Paso County Community College District is to
provide educational opportunities and support services that prepare
individuals to improve their personal quality of life and to contribute to
their economically and culturally diverse community.

The El Paso County Community College District will be the
progressive leader in high-quality, innovative, educational opportunities

Strategic Planning
Strategic planning provides a means to optimize the utilization of El Paso
Community College’s resources. The College’s planning process accomplishes the
following:

Guide the District toward achieving its Mission.
•
Reflect priorities, goals and objectives in the development of the college
budget.
•
Ensure continued compliance with the requirements of the THECB, SACSCOC
and other accrediting agencies.
•
Assess progress toward achievement of goals and objectives.
•
Support the integration of planning, budgeting and assessment.
•
Involve a large number of the college community in the development of plans.
•
Direct the use of assessment results to improve processes and revise plans.
•
Report progress toward achieving our goals and objectives.
