VICE PRESIDENT OF RESEARCH AND DEVELOPMENT ADMINISTRATIVE SERVICES CENTER
What was achieved during the 2008-2009 academic year:
•
The picnic tables and benches requested have been delivered. They are located in the south
end of the building, by the President’s office.
•
The lounge area has a new ice maker.
These items were provided by Mr. Tim Nugent.
Further actions to be taken during the 2009-2010 academic year:
•
Begin a campaign to conserve energy throughout the District. We can obtain a grant through the
Lone Star program.
•
The sofas in the foyer and chairs in the lounge need to be re-upholstered.
Mr. Rick Torres has been sent a request for his consideration.
•
The water in certain parts of the building continues to be smelly and brown to a black color in
appearance, unsuitable for consumption. A form of remedy has been to run the water and
draining it onto the street until the color dissipates. This has been unsuccessful.
•
The floor tile is lifting in some parts of the building. Facility Services is aware of the situation
and is working on it.

MISSION DEL PASO CAMPUS

Mission del Paso IE Chair
On July 17th Blayne Primozich, Irma Hoy, and Joshua Villalobos members of the Mission del Paso (MdP) IE
met to discuss the update of the MdP Beautification Improvement report. The member compiled issues that have
been completed, unresolved, or no longer a priority. Issues that have been completed are the following (* some
issues still need to be resolved):
•
Expansion of the eating area - Construction phase of the expanded cafeteria is scheduled to begin in
Fall 2009.
•
Completion of East Lake Blvd.* - Construction of the road was completed to allow incoming and
outgoing travel.
•
Outdoor plaza* - A total of 12 outdoor composite tables were recently added to MdP thanks to the efforts
of SGA.
Issues that have been unresolved are the following:
•
Outside landscaping - Several issues remain at MdP concerning the use of water in the landscaping.
The committee was not sure why the font of MdP has retaining ponds (?) that periodically fill with water
and promote large quantities of mosquitoes. Grass also is constantly being watered when it’s no longer
needed promoting large quantities of runoff that fill a retaining pond in the rear of MdP that is also a
breeding ground for mosquitoes during the summer.
•
Completion of East Lake Blvd.* - Currently there is no lighting along the new Eastlake Rd. and poses a
danger for traffic right before and at night especially where there are tight turns. Speed bumps are not
properly labeled and poorly placed. One particular speed bump was placed at an intersection which
creates potential problems with traffic during peak hours.
•
Outdoor plaza* - The addition of the tables has been a great benefit to the students but unfortunately the
lighting at night for evening students is inadequate. Exterior lights need to be changed; many are different
wattages and/or not working. We also feel more shade space would benefit students.
•
Signage - MdP still lacks any permanent signage on various places on campus. Interior (e.g. Campus
life, Counselor Offices, Professors, etc.) and exterior (EPCC logos) signs are still the original temporary

signs (many just laminated paper) or of poor quality. These were placed as a temporary solution until new
ones were suppose to be purchased. Many of the outside logos and signs are also falling apart and made
of poor material.
Issues that have been deemed no longer a priority are the following:
•
Gymnasium Expansion - Student population is currently not high enough to warrant an expansion, but
may need to be reevaluated was the MECH’s continues to grow.
•
Fulltime book store - Student population is currently not high enough to warrant a fulltime book store.
(There is concern that the temporary book store hours and length of time at MdP is currently inadequate
for the students, this summer there was no book store for the students at MdP at all!)
•
Daycare Facility - Again, student population is currently not high enough to warrant a daycare center for
MdP, but feel this issue should remain in mind for the future.

NORTHWEST CAMPUS

RIO GRANDE
Unfortunately the Rio Grande campus did not have a previous comprehensive campus-wide beautification
plan. Nevertheless, I have spoken with Dr. Paula Mitchell and we have several items that we have several areas
we would like improved.
1.
The front of our A Building is currently landscaped with grass and couple of trees. It might be more
economical to xeriscape this area with rocks and desert plants.
2.
Finish landscaping the enclosed area by the door in B building just outside of the elevator.
3.
The plants around the patio by the parking garage, outside the garage and around the H building are in bad
shape and need more water and care.
4.
The planters outside the B building by the handicap entrance are all dead and need to be replaced and then
cared for.
5.
The A building still needs to be repainted to get rid of the battleship gray. Lighting also needs to be
upgraded in both the A and B buildings.
6.
We would like to see the Student Service Center completely renovated. Carpet in the section already in
use needs to be removed and replaced. The auditorium needs to be transformed from an empty area into
useful space. We are so cramped at Rio Grande that every space needs to be utilized.
7.
Finally, we would like to see tinting put on all the windows of our A and B buildings. Offices and classrooms
facing the south are often very hot during the day and some are almost unbearable. Some of the windows
are currently tinted, but others are not and some have makeshift plastic barriers in the windows. It makes
the south side of the B building look frumpy.
8.
We currently have some large, bulky, makeshift air conditioners up in the Academic Resource Center,
A250. But it is still very uncomfortable during the summer months. We would like to find a better way to
cool this area.
As you know, the Rio Grande campus is the college’s oldest facility and is in constant need of repairs and
upgrades. The most obvious problem from a visual standpoint is the bathrooms. Several toilets throughout our
facility are out of order and one bathroom is out of order all together. Covering up random graffiti also needs to
be addressed.

TRANSMOUNTAIN
Many of the following recommendations were made in a beautification proposal for the Transmountain
Campus which was last updated on February 5, 2008. This report was based on a survey distributed to all
campus employees. Other proposals made at later dates have been added. Known progress is documented
under the bullet-pointed entries.
I.
Landscaping and Exterior
•
Immediately replace landscaping removed in January.
Landscape Quote was expected 2-5-08.
Some landscaping has been done in the area next to the deans’ offices outside of the forum and
in the areas surrounding the portables. Further landscaping has been discussed with Physical
Plant Director Rick Lobato and Groundskeeper Raul Lucero. Long-term, Mr. Lobato would like to
get an architect to meet with the committee to map out long range plans.
•
Re-landscape near flagpole.
This was supposed to be addressed in aforementioned Landscape Quote, but could also be
addressed as part of current landscaping efforts.
•
Add more trees to landscaping.
This was supposed to be addressed in aforementioned Landscape Quote, but could also be
addressed as part of current landscaping efforts.
•
TM will be getting 12 outdoor tables and benches from SGE.
These are now in place, but concrete bases and umbrellas would be desirable.
•
Emergency exits to 1100 wing lead to rocky, uneven ground, which is a problem for students in
wheelchairs and assorted other mobility problems.
•
Take out noxious weeds and goat heads.
This was supposed to be address in aforementioned Landscape Quote, but could also be
addressed as part of current landscaping efforts.
•
Correct drainage problem at entrance/exit near Bookstore.
•
Make outside signs similar to the ones used by National Parks and State Parks in the area to give a
“state or national park feel” to visitors (See Signage Needs Report following this report.)
•
Add interior signage (See Signage Needs Report following this report).
Mr. Lobato informed the committee that signage is an issue at all campuses. We have lost some
key personnel, but this is being worked on. It was suggested that we look into joint funding
between the Physical Plant and Police Department since both of these departments see signage
as an important project.
•
Work on a plan to preserve and promote native plant and wildlife to include trails and educational
stations to mark and identify plants. Gertrud Konigs-Dudin has located a provider for signs to identify
plants and can get quote for same. It was suggested that funding for this project could come from
another source such as a student club.

•
Sidewalks to each entrance to the building.
•
Remove dead trees around upper parking lot.

Plants outdoors – add to, replace, fertilize, etc.

Irrigation
We need to have sprinklers on all year. The Physical plant is making adjustments to the bubblers
to cover larger areas. They were originally set for younger, smaller plants. Physical Plant is also
working towards installing drip systems.
•
Some outdoor lighting does not work.
Jay Bryant has said we are waiting on parts.
II.
Interior Spaces (General Concerns)
•
Replace entrance doors to building.
Handicapped entrance repaired near Registrar’s Office to portables. Exterior doors by library
have been replaced.
•
Door openers.
On three portables and one outside door the handicapped buttons do not work. The Portable
buttons were rewired last year but they still do not work.
•
Put white boards in all classrooms
•
Install double door for computer and accounting lab (near room 1211)
•
Repair and paint wall crack in the ESOL lab room 1134.
•
Clean and repair the tennis courts.
This was done.
•
New carpeting in common areas converted to coordinate with new furniture.
•
Planter boxes in common area converted to seating areas with new carpet.
This was done.
•
New trashcans inside and out.
Dean Smith has asked for more trashcans.
•
Classrooms set up for technology so that all instructors would have to do is plug in their jump drive and
be ready to deliver instruction.
This has been done with classrooms now designated as smart classrooms.
•
More handicapped parking
•
Paint in all classrooms that have not had the colors updated to more neutral tones.
This is a general maintenance issue requiring a work order.

TRANSMOUNTAIN SIGNAGE NEEDS
Synopsis:
Greatest recognized need is for outside signs. These signs point visitors toward the popular areas of the campus
(Administration, The Forum, Early College High School, Mountain Village, Library, etc.). Secondarily, there is a
desire for these areas of the campus to be identified by labels, either on that portion of the building or nearby.
Inside signs do the same, pointing toward areas and identifying them by a label. In this latter respect, the location
of the classroom wings is especially important.

Stairwells
Stairwells (2006-2007 Reports):
1. Stairwell Improvement- I propose site-specific “uplifting murals” in the dark and creepy stairwells, and
beautiful full-spectrum lighting, to boot. My painting students would love to work on this, may I suggest murals
of puffy, summer cumulous clouds? People will feel they are ascending, elevated, uplifted. No fluorescence.
Although florescent light saves money; it flatters no one, and makes everything blue/olive chilly. In the
stairwells, we really need to go for beauty. Perhaps knock some windows in?
2. As I commented in our meeting, our stairwells at VV are pretty depressing. All of the lights work, but some
of the covers are dirty and a few are broken.
3. Clean and paint stairways with anti-graffiti paint inside and outside of building “A” and better lighting in stair
wells.
4. Outdoor stairs at the C building at Valle Verde and their lighting
5. More depressing is the absolute lack of color. We could really make those stairwells more attractive with a
little paint--accent walls, stripes in various colors paralleling the hand rail, wall decorations, etc. I don't think it
would take much money to really make a difference.
Stairwells (2008-2009 Reports):
C-Building – North Exit Stairways
•
Lamps on stair level between 2nd and 1st floor were not lit at 6:25 am. (It was dark outside)
•
If the cement sides of the stairs were painted the same color as the walkway walls, that might help with the
lighting problems by reflecting lights on walkways, ceilings, etc.
•
There was chalk graffiti on the walls and gum stuck on the stairs
C-Building inside stairs
•
Stairway is too narrow to safely carry the load of students who walk between the Ground floor and 2nd floor
during peak class times (between 7:30am – 2:00pm).
•
Personally, I am worried about falling with so many students around me as I go up or down.
Main stairway between The A-Building and the SSC does need extensive repair.

A-Building Outside Stairs on Both West and East sides:
•
These stairs are very dark.
•
Need stronger lighting.
•
Perhaps painting the stairwells cream would help brighten them up as well.
•
None of the outside stairs have slip-guard coverings of any kind, and some of them are slippery when wet.
A-Building North stairs to Tunnel
•
These stairs have two levels.
•
On the bottom level (East side of rail) the third step from the top needs repair where it is broken near the rail.
A-Building South inside stairs nearest west side walkway:
•
The edging or border at the top of the stairs is worn and needs replacement on the 1st and 2nd floors.
General notes:
•
Painting all stairwells a light color would help the lighting problem. Both lack of lighting and the narrowness of
all stairwells are safety issues.
•
Graffiti was found on various stairwells. The police were notified, took pictures and will refer to maintenance
for cleanup.
•
While looking at the 2nd floor stairwells on the South side of the Gym, we noticed that some roof tiles were
broken off. Maintenance needs to examine the roof to see if the tiles should be replaced. This may have or in
future cause leakage into the gym and the need for internal repairs.
•
While walking through the B-Building, we noticed that the tile flooring along the ground floor hallways is tearing
and wearing out. We suggest it be replaced with the same type of brick tile that covers the inside entry, as this
would be cheaper in the long run than using the same type of tile that is already in place.
When we walked around early in the morning, we found trash everywhere, including inside planter boxes, and
a trashcan inside the courtyard on north side of the tunnel, was turned over. Every outside trashcan we
passed was full. When I went back with the police to show them the graffiti on the north side of the campus,
the trash along the path was gone. I did not have the chance to recheck on the trashcans.
•
Parking Lots
Parking Lots (2006-2007 Reports):

Resurface all parking lots and surrounding streets on campus. Paint lines for parking spaces in the all
parking lots
♦
While there is lighting, it is not strong enough.

Parking lots need to have their “one way” arrows painted larger and more clearly. Many people go down a
row the wrong way and hold up traffic.
♦
Remove all old vehicles from the parking lot near automotive lab
Problem: Areas of the Parking lots flood during inclement weather.
This is a letter submitted by a staff member.
I am compelled to address a very rare yet serious issue that I would like to see IE do something about. We
have been experiencing some very unusual weather to the El Paso area, and for the most part the change has
been enjoyable. Last Friday, when we had so much rain over night, however, an old ugly issue raised its ugly
head once again. I refer to the flooding that happens every time it rains.
Anyone who parks to the east of building A knows that the building becomes inaccessible due to pooling and
rushing water that comes from other parking lots. Not only do students, faculty and staff have to walk in the
middle of the street and leap across running water (a very dangerous practice), the handicap ramps are often
half-covered with water. Once on the sidewalk, individuals trying to enter the A building are again faced with
run-off from the roof that comes out of a three-inch pipes (right next to the entrance) that causes yet another
stream that must be traversed. I wonder how much leaping and jumping on wet pavement can take place
before serious injury occurs. Of course, once in the building, we are faced with wet, slippery tiles.
This is a dangerous condition that happens every time it rains. Last Friday, as I was walking through freezing
cold, rushing water that rose well over my ankles, I happened to turn to my left and noticed that the Physical
Plant had a nice little “bridge” and sand bags to keep their feet dry. From my vantage point is appeared that
the “bridge” over the water may have been as simple as a wooden pallet of some sort. It occurs to me that the
same thing could be done to facilitate the safe (and dry) passage from the parking lot for the students, faculty

Water has always accumulated in the handicap parking in front of the gym and the A building. I am not sure
why nothing can be done for this condition. What an unfortunate condition for a person on crutches or in a
wheel chair.
As I sit here contemplating missing work tomorrow (due to the illness that resulted from being forced to walk
through freeing cold water and sit in wet shoes all morning), I decided to send this message to you in the hope
that you will bring it up at the Facilities and IE meetings this week. This is a very serious issue.
Parking Lots (2008-2009 Reports):

Several pot-holes on campus, especially on main roads coming in and out of campus.

Almost all stop signs and arrows in all parking lots worn out. Need to be repainted.
•
We feel that there should be more staff/faculty parking areas.
•
We noticed a lot of staff/faculty parking spaces being utilized by non-staff/faculty.

We only noticed two tickets on vehicles (all the rest were students or had no parking sticker at all).

Speed humps have been repainted.

They look a lot better the way they painted them this time. Some, however, are wearing out fast. Maybe better
paint should be used?

Many pot-holes on the service road between the "C" building and the "A" building (The road that travels
through the lower level of the cafeteria).

There is flooding between parking lots "A" and "B", and the "A" building is very bad. We need something there
(ramp, walkway, etc.).

students. I would like to see an ASC atmosphere here at VV, because VV should be the model for all
campuses.

I would like to see the entire paper towel dispensers in the restrooms replaced. Often I get either a
handful of towels when I want just one, or the towel comes out in shreds. There are better designs on the
market. Better towel dispensers would reduce much of the trash clutter.

The ladies bathrooms in the “A” lounge areas, near the dean’s offices often times have an intolerable stench,
even when they are clean. If something could be done to deodorize them, also the bathroom located across
the automotive lab needs the door lock and the lights repaired. These changes would provide a better
facilities for our student, staff and community as a whole, thus giving a better image of the college

facilities take a significant priority when you talk about Valle Verde and Beautification

The ladies restroom - C- building first floor at Valle Verde, close to Student with Disabilities Office. Most of
the doors need locks. If I am not mistaken only three of the doors can be locked in that area. I think it would
be nice to be able to go in there and have privacy, be able to lock the door.

Retile, repaint, replace broken toilets, provide new sinks and faucets and counter tops and add hot water;
remove mirrors and replace with smaller ones and clean more frequently.

Put door fasteners on all stalls. Paint any areas that are marked or worn looking. Replace any inefficient
towel and soap dispensers. Make sure there is a waste receptacle near the exit door as well as one need
the basin. Many people like to open doors with the towel then throw it away.

building there is no waste basket near the exit door.

The majority of men's restrooms in the A, C, and SSC buildings do not provide sanitary seat covers. This
needs to be corrected for better hygiene.

Three mirrors in the first floor restroom of the SSC building are severely scratched. Check all bathrooms for
similar conditions and make replacements accordingly.

Remove graffiti from all restrooms. For example, the restroom near room A1412 has quite a bit of graffiti that
should be removed.

Some bathrooms have running hot water, while others only have cold water. All bathrooms should be checked
to make sure they have hot water.

At New Mexico State University the restrooms offer lotion dispensers as a courtesy for students. If the budget
permits, it is suggested that this be implemented at EPCC.
Landscaping

Get curves in the landscaping with some well-chosen native plants. www.highcountrygardens.com
Native grasses and other plants spill over sharp squares, SOFTENING pathways etc. as well as providing year
round color. I have sent a catalog to your mailbox. There are numerous plants that would work here. I believe
UTEP has such a display garden, I propose we put varied native plants all over. We could also label these
xeric plants and educate people on how to landscape and save water in the high desert. Our current
landscaping is too formal and boxed, it increases the herding dehumanizing, geometric tyranny cited in item
#2. Perhaps also make some of the paths and sidewalks curvilinear as well?

Indoor garden/planetarium perhaps outside the Student services building or nearby the cafeteria annex. It
would be nice to have an indoor garden for all seasons of the year that would be constructed for students who
would like to conduct their studies in an indoor/outdoor garden atmosphere. This garden would include
annual/perennial flowers, assorted plants, water fountain(s), and outdoor tables with park benches or chairs
that could sit approximately 75-100 students.
This garden would also include plenty of visibility to see views

of nature’s best. Birds, trees, weather, sky etc. As part of the Beautification mission, perhaps the outside of
this garden could be decorated with appealing shrubbery and attractive flowers and decorative garden lights.
I believe that this indoor/outdoor garden will provide a different yet appealing atmosphere conducive to
learning and socializing with their classmates. Instructors can also enjoy some leisure time between their
breaks to sip some coffee, read the newspaper, read… or simply relax.

Plant palm tree on the west and east boundaries of the VV campus. Special attention to the ball field area.
♦
More Trees with benches’ and tables on Campus. I don’t know why they cut down six trees that where at
the corridor between Building C and A. If it is possible to put them back or just let them grow by themselves. If
you noticed those trees are still alive. More trees with benches around campus, that way students and
employees can enjoy a peaceful break after class or at lunch time

Put lighting on the par course for night time running.

Put some large canopies and tables in front of the gym.

Plant more trees native to this area of the country. Not only plant them, but maintain them. It seems to me
that the College has spent thousands of dollar on landscaping, but the plants do not survive more than one
season. More aesthetically pleasing and improving the environment.

I think the grass areas should be re-seeded for the spring and summer seasons, and a small fence should
be installed around the grass area(s) to hopefully prevent students from walking on the grass.
A, b and c buildings including all landscaped areas, parking lots and Building signage. We have a nicely
landscaped campus. We could improve it by planting more trees along with picnic tables for those that
eat lunch outside plus, trash cans to manage the litter. Perhaps, painting the portables, handball and tennis
courts, adding bike paths and more lighting everywhere…this campus is too dark at night and dangerous for
students going to their cars after their night classes.

Elevators
Elevators (2006-2007 Reports):

A person unfamiliar with the college gets a very negative first impression when they enter that elevator. Its
appearance does not promote confidence that it will go to the indicated floors, but causes concern
that it may stop between floors.

Also, the elevator in the A building is simply shabby. Take a look at the wall at the base on the left as you
enter.
♦
Elevator in the A Building at VV - This elevator is in serious disrepair. Side panels are broken and dirty.
Ceiling tiles are often missing, and any that are there are dirty.

My inclination is to say that this elevator looks like it was a discard, many years ago, from a third world
country. I am proud of the College and feel that this elevator does not meet the standard of quality that our
institution represents.

Getting the A building a faster and more reliable elevator. C building also has slow elevators. The current
elevator not only is slow, but it breaks very often. This creates a problem not only to handicap students but
also to the IMS department. Having to use the C building elevator to deliver equipment creates a problem,
especially when the weather is bad.

Inside the elevators at VV check walls, floor, and ceiling for repairs to the interior and painting. The elevator in
A building that goes to the ground is pretty bad. The walk in area needs cleaning and lots of repair around the
baseboards as well as painting.

Color on Campus
Color on Campus (2006-2007 Reports):

Accent colors in classrooms - I polled my students on ways to improve the campus. One student wrote: “A
bit of color on the classroom walls wouldn’t hurt anyone instead of the dull beige.” Paint accent walls, stripes
or whatever in the classrooms. Impact of project: Restaurateurs, bar owners, hotels, commercial meeting
spaces and others have recognized that the rooms need to be attractive and inviting. We could get away from
our industrial-institutional appearances and make each room and each class a more satisfying experience with
a little bit of imagination and variety in our décor. We should strive to make coming to class as pleasant an
experience as possible.
♦
Change the walls and floors. Building A - The walls and the floors are all white, plain and unappealing. My
suggestion is to paint the walls pastel colors and/or replacing the floor tile with colored or patterned tile or
possibly even carpet in the classrooms. These changes could add to the appearance of the college and make
it more pleasing to the eye. The different colors and patterns could stimulate the minds of the faculty, staff and
student and create a more favorable learning and working environment. It may even bring more students to
EPCC because of the personal touch.
♦
Create a more student-friendly atmosphere in the Valle Verde Cafeteria and Annex by utilizing colorful
paint on at least one large wall in the cafeteria (either behind the large sand mural or on concrete overhang
from 1st floor above ground floor). Dark brown surfaces and unpainted concrete areas in cafeteria project an
unfinished and impersonal appearance. This part of project would be extremely affordable.

The campus needs to have better use of color in the classrooms.

We recommend painting accent walls for many of the classrooms, instead of having mostly beige or off-white.

This is especially problematic in the A Building.

We recommend that the suggestions made in 2006-2007 (except for the completed portion of the improved
aesthetics of the student lounge between the bookstore and cafeteria) be of primary focus and priority for
2008-2009. Please see above recommendations for 2006-2007.

Smoking
Smoking (2006-2007 Reports):

A suggestion that I wish to put forth for campus Beautification and improvement is strict adherence to and
enforcement of the college’s smoking policy. Board policy number 2.01.12.10 College Smoking
Regulations outlines the minimum requirements. I have noticed campuses other than Valle Verde have
addressed this issue by such efforts posting signs informing people of the smoking regulations. I think this
should be a college wide initiative.
♦
For starters, we need to have a strong enforceable policy concerning smoking. Smokers should not
stand close to any door way. As we all know, second hand smoke is extremely detrimental to our health.
The two entry ways (second floor) on the east side of our building A (above the automotive department) are
notorious as a gathering place for smokers at different times of the day. Not only do they expose us to second
hand smoke as we enter or leave the building, but they also leave their cigarette butts and other debris on the
floor. I am positive that I am not the only one who absolutely hates to inhale their “second hand” smoke.
Smoking (2008-2009 Reports):
•
Americana Village- Some modulars have the no smoking signs and some don’t. But either way, ashtrays are
close to doorways of classrooms and bathrooms. Maybe need some kind of permanent fixed ashtrays away
from doorways (15 feet away), or better yet, designate certain areas as smoking areas away from buildings.
•
“A” Building: Same problem as Americana Village. Ash trays too close to doorways. Both first and second
floors. Entrance to the auto tech classrooms has cigarette butts scattered on graveled sections. Maybe
designate smoking areas away from building.
•
Gym: Most people congregate near doorway. Same problem. No sign at Gym. No sign going into “A”
building where sliding doors are. Ash tray right in front of doors.
•
“C” Building: Students meet near the doorways. While there are signs, students will move the ash cans closer
to the doors. Some locations have only one ash can for the landing. Recommend a permanently affixed
smoking area for each floor (perhaps a gazebo setting with seating).
•
“B” Building: Smoking ash cans are violating the 15 foot rule. Examples include B104 and B182 side
entrances, and the main entrance. All ash cans are moveable, and do not have sand or pebbles. Recommend
a permanently affixed smoking area (perhaps a gazebo setting with seating).
•
Student Services Building: There is no dedicated location for smokers. There are signs, but there is no seating
for the smokers. Ash cans are less than 15 feet within doorways. Both top and bottom main entrances, and the
side entrance to Window 1 of Ground Floor. Recommend a permanently affixed smoking area (perhaps a
gazebo setting with seating).
•
Students are in definite favor of gazebo structures. Some staff like the idea, but wonder how public would view
this.

We recommend that Valle Verde should be a non-smoking campus. If this recommendation is not
implemented, then we urge for designated smoking shelters with fixed seating and ashtrays throughout the
campus; and also that the EPCC Police should enforce the 15-foot no smoking policy.

Signs need to be more organized and less confusing. First, at each entrance, students need to know which
way to go. Signs indicating, with arrows, which way is the 1100’s or1400’s for example, would help a lot.
Having signs at each of the sections, (i.e. 1100, 1500, 2300, 2100, etc.) be unique to that section. In other
words, the information for the 2300 rooms should have the information for the 2300 rooms, not the 1400
rooms. The information for the 1400 rooms should be at the 1400 section or area.
Have large signs indicating which section they are in. For example, right now, there are large signs that
indicate the 2300 and 2100 areas on the second floor. These are fine, but they need to be more appealing to
the eye, or aesthetically correct if you will.
We also believe that major offices, (Deans, Labs, tutoring, automotive, library, student activities, etc.) should
have protruding signs that students can easily identify. There are some around like at the RAP and PASS
programs, and student government. But we think we need more of those in major areas.
Also, signs for all buildings on the outside are not visible from all angles/parking areas. For example, you can
only see the “A” for building “A” from only one parking area. We did not even see a “B” for building B.
“B” Building

There is a sign near the elevator on the first floor, but it is sort of hidden and blocked a bit by the kiosk
information machine. It actually should be by the doors at the main entrance somewhere.
Signs on the outside of each hallway should indicate which rooms are there.
“C” Building

There is no sign for the Center for Students with Disabilities Office, which is next to the traffic office where
parking stickers are purchased.
Students are not observing signs that say “no feet on furniture”.
We should have protruding signs for Student Activities and C105 showing students where they can get their
student identification cards and validation stickers. The staff there told us that it has been very difficult and
has been a major problem for students.
We talked to the people on the 4th floor, and they are ok, but maybe a sign indicating what services/offices are
available at the 4th floor be put on the cafeteria floor near the elevator and also on the first and second floor at
the elevator.

File cabinet chaos - Building or location on campus of project: A2302 thru A2313 and A 2102 thru 2113. The
open area outside these offices are filled with file cabinets. Ideally, these areas would be more attractive with
tables and chairs and set up for student-faculty consultations

Break up the grids: Turn some walls into curves, perhaps break the glass in the courtyard spaces, which no
one uses (save a furtive smoker or two) and increase space at the same time that you make a new serpentine

The weight room here at the Valle Verde campus is way too small. Three departments use this room.

Patio - Next to the SSC building at the Valle Verde Campus maybe next to the Tennis courts around that
general Area. I would like to see a Patio built with a cover and maybe some picnic tables under it for both the
students, staff and faculty so they can eat their lunch outside.

I think that the inside patio areas should be covered and it should be an indoor area with more chairs and
couches. The only students I see using that area use to it smoke and students hardly go outside in the
summer because it’s to hot and there’s no shade. There would be more room for students that study or hang
out between classes because the cafeteria and the other are

SSC ENTRANCE ENHANCEMENT - VALLE VERDE, STUDENT SERVICES CENTER
Replace small garden area in front of the building with the EPCC logo, done in tile (like a floor mural) in teal
and white colors. Also, build some kind of shade and seats in that same area (sort of like the one between the
cafeteria and Bldg. B at Valle Verde campus).

Mural - Underpass of the A building—Perhaps more murals, maybe even one done by the art students, or a
willing staff. Mural used to reinforce El Paso’s culture or the importance of education.

Establishment of a secure enclosed (fenced in) area on the VV campus to place the automotive
training aids.

TV Monitors - TV Monitors scattered through out the buildings to display information such as, weather
announcements, college announcements, events, job openings, and advertising. It would keep the
Faculty, Staff, and Students informed of college activities.

Build a new building with the land that is available.
♦
Remove the boards and replace with educational theme art work of some kind.

KIOSK large enough to inform student listing out what services are provide in each building or related
area’s SSC; Deans location; at the C-building Student related area’s etc. Provide more awareness to

C balcony beautification: The C balcony on the second floor is used to hang posters and banners
promoting school activities. It looks horrible and messy with huge pieces of masking and duct tape. Instead
ask students and community users to submit designs for murals and paint the winning mural there. Say byebye ugly banners & posters. These instead can be displayed on the bulletin boards. The space will be neater
and interesting. Students can seat on the cafeteria and have something pleasing to look at, plus is an
opportunity to engage art faculty and students in a college/community activity.

Consider another type of flooring for cafeteria and annex more conducive to heavy student traffic—
current carpet flooring is continuously stained, difficult for personnel to clean, and rarely has a clean
appearance.
Americana Language Village

Put signs on all portables with building number and letter. The plastic signs on some of the portables
have fallen off, and it is hard for students to find their classrooms. Adding signs will make it more accessible
for everyone.
♦
Put railings on the steps leading into the portables. We have already had 2 faculty members fall down
the steps, and our repeated requests to Maintenance have not been answered. The portables that are
raised have dangerous steps without railings. This has caused a few accidental falls, especially at night when
the area isn’t as well lit. Adding railings will make the area more accessible.
♦
Replace clocks in all portables-most do not work. Replacing the clocks will help the instructors keep track
of the time and make the classrooms more attractive.
♦
Add a kiosk or area for vending machines so the evening and weekend students can buy snacks. The
weekend and evening students spend a lot of time in the portables, and they need access to snack areas.
This will make the area more user-friendly.
♦
Add outdoor seating areas for students to eat and study. Students need attractive and convenient areas
to study and eat.
Miscellaneous (2008-2009 Reports):
•
We need to replace clocks campus wide, as quite a few of them are non-functioning.
•
The first floor door openings in the A Building should be retrofitted for handicapped accessibility.
•
The water fountain outside of the C Building (heading to the B Building) needs to have flowing water
maintained. Quite often, the fountain is empty of water, or the water is there, but stagnant, and not in operation
with pumps being used.
•
Not all classrooms have pencil sharpeners. Those that are missing should have them installed. Those that
have broken ones should have them replaced. Those rooms that have working sharpeners need to have them
emptied regularly.
•
We are still supporting the recommendation to have a “brand new state of the art academic library in or around
the future new Arts building. This new library will have a classroom for 40 students and a coffee shop at the
entrance. Also will have space for art exhibits and could even have its own Chicano Collection Room. This
library will replace the current one. The current library space could be used for classrooms.”

We support the idea of selling healthier food and snacks at the College - Fresh fruits and vegetables, fish,
healthy snacks. But we also believe that students should be polled to determine their levels of interest for
certain specific snacks to be sold.

We recommend the use of paints that are low in Volatile Organic Compounds (VOC’s).

We also believe that there should be a committee set up to develop better environmental practices.

We recommend that the weight room at the Valle Verde campus is way too small and needs to be expanded,
or an alternate location on campus should be considered for conversion to or construction of a weight room.

We recommend that there be an enclosure be constructed for use by students, for student activities. This
would provide more room for students who study or socialize.

Student Services Center entrance enhancement – We recommend that instead of having a small garden area

Faculty, Staff, and Students informed of college activities. It would also help with the operation of the Tejano
Alert System, as broadcast would automatically come on to announce emergency situations.
