NORTH PENN SCHOOL DISTRICT School Board Policy 1330 COMMUNITY RELATIONS Reference: Administrative Regulation #1330 Use of School Facilities and Equipment Use of School Facilities It is the intention of the board that school facilities shall be available for use by the community in accord with appropriate state and federal laws. Community groups shall be permitted to use school facilities when such uses will not interfere with school district programs, will not constitute a public nuisance, do not have a history of abuse of facilities, or represent excessive use by a single organization. Groups will be denied meeting facilities if they advocate or promote a philosophy which would provide a threat to the health, safety, or welfare of students or staff; or if such use could bring danger to school facilities. Allowing the use of school district facilities does not represent an endorsement of program or philosophy by the district. Any use of school facilities will be contingent upon availability of custodial staff and/or security personnel and acceptable monitors. It is also the intention of the Board of School directors that certain High School facilities shall be available for use by the community on Sundays. Violation of the rules and regulations of the school district promulgated in connection with the use of school facilities and equipment will result in immediate cancellation of the privilege granted to use facilities and/or equipment. Costs for repair or replacement of lost or damaged property and the cost of extra services shall be charged to the responsible organization. Authorized school personnel shall have free access to all facilities at all times. Fees A schedule of fees shall be developed by the superintendent. Consideration shall be made of operational expenses, and in the case of Class 5, 6 and 7, a fair return on the investment in the facilities. All groups using the North Penn High School Facilities on Sundays will be required to pay user fees and Support Staff fees according to a separate schedule, developed by the superintendent, for those activities. Insurance Where required, the lessee will provide a certificate of insurance from an insurance company authorized to do business in Pennsylvania according to the prescribed format. Application and Approval Application for the use of school facilities or equipment shall be made according to procedures developed by the superintendent in conformity with board policy. Approval is granted and appropriate notification made when the application is in order and the proposed use is in compliance with board policy. CONTINUED BOARD POLICY 1330 7/12/11 srk 1330(b) Hours Buildings and grounds are not available for community use during the hours when school is in session. School buildings are not available on Sundays (except as listed above) and/or the following school district holidays: New Year’s (2), President’s Day (1), Easter (2), Memorial Day (1), Independence Day (1), Labor Day (1), Thanksgiving (2), Christmas (2). Use Definitions Class 1 – North Penn School District sponsored events or any organization related to the school district. – Student activities sponsored by the district. – Parent-teacher activities directly related to school activities or child welfare. Class 2 – Registration of voters and elections at the request of County Board of Elections. – Official meetings and events sponsored by any of the district’s component governing bodies (borough council, board of commissioners or supervisors). – Official meetings of district civic associations. Class 3 – Events held by nonprofit organizations where no admission is charged, collection is taken or donation is requested. Class 4 – Events held by nonprofit organizations where admission is charged, collection is taken or donation is requested. Class 5 – Events held by commercial organizations where no admission is charged or collection is taken. Class 6 – Events held by commercial organizations where admission is charged. Class 7 – Special use of school district facilities by commercial or non-commercial uses not specified in Classes 1 through 6 must be approved by a majority of the board of school directors at an official action meeting. NPHS Sunday Activities Booster Organization – An organization that promotes, assists, or augments a co-curricular program sponsored by North Penn School District. Community Organization – A non-profit community, civic or service organization with a physical address within the borders of the North Penn School District. Non-Community Organization – A non-profit (IRS 501(c)(3)community, civic or service organization with a physical address outside the boundaries of the North Penn School District. For Profit Organization – An organization that has not been granted a 501(c)(3) status under the internal revenue code or one that does not fit into any of the other three categories.
