Dear Faculty & Staff,
Happy New Year! As we enter 2016, it is important to take a moment to reflect
on the accomplishments of the past year but also to look forward to the work
ahead as we continue the journey on our road to success. Thanks to your
dedication, our students are advancing in pursuit of their dreams. Our college
remains nationally recognized. And, EPCC continues to make a local and
regional impact. Therefore, we must continue this momentum.
Soon EPCC will be embarking on an incredible opportunity that will help us as we strive to achieve our institutional
goals and further improve student success. We were recently informed that EPCC is one of 30 colleges nationwide
selected to participate in the American Association of Community College’s Pathways Project. During the next two
years, the Pathways Project will help us strengthen our pathways to help students complete their degrees, transfer to
universities or enter the workforce. Our selection for this prestigious opportunity is a result of your efforts and
EPCC’s long-term commitment to innovation. In the months to follow, you can expect to get more details and see
involvement at all college levels as we work to strengthen these pathways.
We are also moving forward with implementing our Master Plan that is setting our institutional course for the
future. On December 4, 2015, the Board of Trustees approved implementing Phase I of the Master Plan, which
totals $255 million. Due to budget constraints, Phase I will be implemented in three parts: Phase I(A), Phase I(B)
and Phase I(C). This decision by the Board was based on extensive review and analysis of demographic and
enrollment data provided as part of the Master Plan. The data included classroom, utilization, lab utilization and
total utilization combined with projected population growth in El Paso County and campus enrollment projections.
Therefore it was decided that Phase 1(A) will include approximately $62.4 million of projects on the five existing
campuses and begin this year. Phase 1(B) will include the Fort Bliss Campus and extensive work at the Rio Grande
Campus along with smaller projects on the other existing four campuses. We expect Phase 1(B) to begin in the
2020-21 time period.
2016 is going to be a dynamic, transformative year for EPCC. By strengthening our pathways and implementing
our Master Plan, EPCC will remain an educational leader in our region. The College will continue to focus on:
E – Engagement
P – Partnerships
C – Creating a College Going Culture
C – Completion
and making EPCC “The Best Place to Finish What you Start!”
Again, thank you for the work you do. Have a fantastic semester.
Sincerely,
William Serrata, Ph.D.
President President’s Message

OFFICE OF THE VICE PRESIDENT
Instruction and Workforce Education Division
Welcome Back Faculty to a New Year!
I hope you thoroughly enjoyed your winter break and are reenergized and ready to engage with your students and
colleagues. There’s a sense of excitement as we begin the
Spring 2016 Semester!
EPCC’s Dual Credit Program and Early College High Schools
continue to grow. We are now serving 12 ISD’s, including 40
public schools and 20 private schools. Socorro ISD is home to
our 8th ECHS which recently opened Socorro Early College (SEC)
and a 9th ECHS (RAMS) that is in its planning phase and
scheduled to open fall 2016. This spring we will work to
consolidate these efforts into one administrative office.
This spring we will also break ground on a new Architecture Building at the Valle Verde
Campus. EPCC is the only school in our region offering an Associate of Science in
Architecture that prepares students for a career in this field. Kudos to Dean Tonie Badillo,
Professor Ken Gorski, the Architecture faculty and to our Texas Tech University partners for
their efforts in making this happen.
As the college seeks to strengthen pathways for students, faculty will continue to be a
driving force to help find the best ways to improve degree completion and workforce
readiness. One important tool that all faculty should use because of its measurable impact
in fostering student success is the Early Alert system. The Early Alert Project is being rolled
out District-wide this semester. Kudos to Dean Susana Rodarte and Counselor Sandra Lujan
for their leadership and timely turnaround on this important initiative.
Other important accreditation efforts that continue to move forward are the Quality
Enhancement Plan and Student Learning Outcomes. These will be vital as we start to close
in on our fifth year SACSCOC report. Thanks to all involved in this great work.
Finally, the Master Plan is being finalized and initial projects will focus on our existing
campuses. In the coming semesters all campuses will begin to see transformation and
improvement. This construction will ultimately benefit our students as we strive to maintain
facilities that are modern and support dynamic learning opportunities.
As you can see, we have a busy semester and year ahead. I hope you share my
enthusiasm for the new semester and I wish you much success!
Best wishes,
Steven E. Smith
Vice President of Instruction and Workforce Education

Date: January 13, 2016
