p.m. prior to the Informational Session of August 23, 2005 at the Educational Center.

RTM Awards To Student Athletes and Coaches
1.
RTM Athletic Award, Terrence Jackson
Resolve the Board recognize Terrence Jackson for his
football achievements.
Background
Terrence is on the First Team All-State in football. He broke
the Penncrest record for rushing yards in a career.
2.
RTM Athletic Award, Chuck Mulloy
Resolve the Board recognize Chuck Mulloy for his wrestling
achievements.
Background
Chuck is the first Penncrest freshman to qualify for the state
wrestling tournament, where he earned an 8th place medal.
3.
RTM Athletic Award, Mike Morganti
Resolve the Board recognize Mike Morganti for his track
achievements.
Background
Mike placed 4th at the Indoor State Track Championships in
the shot put.

RTM Athletic Award, Karen Shump
Resolve the Board recognize Karen Shump for her track
achievements.
Background
Karen is the District 1 Champion, Central League Champion,
State Champion at the Indoor and Outdoor Track
Championships in the shot put.

Kyle was selected as an All-State Boys Lacrosse player

the Year, Penncrest High School Ice Hockey.
Background
Steve Mescanti is coach of the PHS 2005 State Champion
Ice Hockey Team. This team was the first in Penncrest
history to achieve a State Championship.

RTM Athletic Award, Karen Niwinski
Resolve the Board recognize Karen Niwinski for her
achievements as coach of the PHS 2005 Softball team.
Background
Karen Niwinski is coach of the PHS 2005 Central League
Softball Champions. This team is the first to capture the
Central League Title in Penncrest history. They are also
District 1 Runners-up and State qualifiers.

I.
Call to Order
The Legislative Meeting of the Board of School Directors of the Rose Tree Media School
District was held on Thursday, May 26, 2005 at Media Elementary School. The meeting was
called to order at 8:00 p.m. by President Fronduti.

RESOLVED, that the Board of School Directors affirm and approve
the written Due Process Hearing Adjudication for Student No.
20720 following a formal Due Process Hearing on May 2, 2005 and
that Student No. 20720 be permanently expelled from and excluded
from further attendance in the Rose Tree Media School District;
AND BE IT FURTHER RESOLVED, that Student No. 20720 be
readmitted to an alternative education program which is available to
meet the needs of Student No. 20720 as shall be determined at the
exclusive discretion of the School District and which alternative
education program may be extended through the completion of the
2005-2006 school year only.

Further resolve, that the School Board approve a three year
lease with Ricoh Business Systems for a 2238C color copier
in the amount of $4,080.00 per year. Commonwealth Of
Pennsylvania Contract #3610 01.

Maintenance Agreement - Copier – Education Center
Further resolve, that the School Board approve a three year
maintenance agreement with Ricoh Business Systems for a
2238C color copier. Cost per copy is $0.0055 for black scan
and $0.03 for color scan. Includes toner. Commonwealth Of
Pennsylvania Contract #3610-01.
4.
SchoolWires, Inc. Services Agreement
Further resolve, that the Board approve the agreement with
SchoolWires, Inc. in an amount not to exceed $4,320.00.
General
1.
Appointment – School District Treasurer
Further resolve that the Board appoint Robert Richardson,
residing at 1013 Ryan’s Run, Boothwyn, Pennsylvania, as
Treasurer of the Rose Tree Media School District, for the
fiscal year 2005-2006. There will be no cash compensation
for this position.
2.
Appointment – School District Tax Collector
Further resolve, that the Board appoint Sharon A. Learn,
Tax Collector for the area of Middletown Township for the
Rose Tree Media School District (school tax only), she shall
serve in this capacity without additional compensation for the
fiscal year 2005-2006.
4.
Delaware County Technical Schools 2005-2006 Budget
Further resolve, that the Board approve the Delaware
County Technical Schools Budget for 2005-2006, in the
amount of $8,208,056. Rose Tree Media School District's
tuition is based on a 3 year average share of participation
which is $215,178 for the half day program. The District's
tuition for special education skills start technical programs is
based on the 2003-2004 60 day attendance report which is
$16,910.

Further resolve, that the Board approve a contract with
Grafton Piano and Organ Co., Inc. in the amount of $1,695.

Food Service Department
Further resolve, that the Board approve the Administration’s
recommendation to increase the price of school lunch for
elementary schools from $1.60 to $1.75; and for secondary
schools from $1.75 to $2.00.
7.
2005-2008 School Year Special Education Plan
Further resolve, that the Board ratify the 2005-2008 School
Year Special Education Plan.
8.
Austill’s Rehabilitation Services, Inc.
Further resolve, that the Board approve a contract with
Austill’s Rehabilitation Services, Inc for an Occupational
Therapy Evaluation estimated to cost $110.
9.
Therapy Source, Inc. (ESY)
Further resolve that the Board approve a contract with
Therapy Source, Inc. for Physical Therapy Services for
Extended School Year (ESY) in the amount of $1,260.

Further resolve, that the Board approve a contract with Child
Guidance Resource Centers for Extended School Year

Steve Taylor reviewed the AFG Performance Data Chart on Level 2 and Level

The scheduled Building Showcase presentation was postponed due to the

1. Current Market Opportunities – Ken Phillips, RBC Dain Rauscher
a. The committee and Ken Phillips entered into a lengthy discussion
about swaps, variable-rate debt, and derivatives. Act 23 of 2003
allows public school districts investment opportunities that have
long been used by the Commonwealth of PA, colleges,
municipalities and other governmental agencies.
This “new”
concept is complicated and takes hours of concentration to
understand the benefits to the District. The swap program requires
either new debt or outstanding debt to balance the District’s
investment portfolio.
b. Southeastern area school districts and one authority have entered
into some type of Swap with RBC …
i. Owen J. Roberts School District (2 swaps)

financial advisor and bond counsel
iv. Establish a meeting date for the financial advisor to review
the Interest Rate Management Plan (IRMP) as required by
Act 23.

2. Fees for the Rental of District Facilities - Policy #707 Use of School Facilities
a. Recommendation
i. Proposed changes will be made to Policy #707 and attached
to the minutes.
ii. The cost of personnel will increase from $25 per hour to $40
per hour.
iii. Solicitor Kelly will review the policy for changes to be
considered at the time of the second reading in August,
2005.
1. Changes will include wording to enforce the district’s right to
cancel a function; and, wording directing funds collected
from field usage to Maintenance Department.
ACTION: The first reading of the revised policy will be on the June 23,
2005 Legislative agenda.
3. Procurement Card Program
a. EasyProcure, LLC has negotiated with PNC Bank at Two PNC Plaza, 620
Liberty Avenue, Pittsburgh, PA 15222, to administer, on behalf of
participating schools in the State of Pennsylvania, a Procurement Card
system under the EasyProcure Program issued to individual authorized
employees of the school with established limits and purposes.
b. A packet of information will be included in the June 17, 2005, Weekly Update
to the Board of School Directors

Proposed Resolution - Procurement Card Program
WHEREAS, it is the desire of the Board of School Directors of the Rose Tree Media
School District to reduce the economic burden on the resources of the school by
increasing efficiency and reducing the administrative costs of the school via a
Procurement Card program for the day to day operations in accordance with the
procurement process as established by the Pennsylvania School Code; and
WHEREAS, the Board of School Directors recognizes that the Procurement Card is not
a substitute for public bidding and that the Procurement Card program is not being
implemented for the purpose of bid splitting and avoidance of the statutorily mandated
public bidding process; and
WHEREAS, EasyProcure, LLC has negotiated with PNC Bank at Two PNC Plaza, 620
Liberty Avenue, Pittsburgh, PA 15222, to administer, on behalf of participating schools
in the State of Pennsylvania, a Procurement Card system under the EasyProcure
Program issued to individual authorized employees of the school with established limits
and purposes; and
NOW, THEREFORE, BE IT RESOLVED by the Board of School Directors of the Rose
Tree Media School District as follows:
ONE:
The president and secretary of the Board of School Directors are
authorized to enter into an Agreement with the PNC Bank to secure
Procurement Cards under the EasyProcure Program for each authorized
employee of the school under such terms and conditions as approved by
its legal counsel and this Board.
TWO:
As a condition precedent to issuance of a Procurement Card, the Chief
Operating Officer shall establish in writing purchasing parameters in
accordance with law including but not limited to: (a) a listing of goods and
services which may be procured using the Card; (b) authorized vendors;
(c) daily/weekly/monthly/annual monetary procurement card limits for each
individual recipient of the Procurement Card.
THREE:
As a condition precedent to receiving the Procurement Card, the Chief
Operating Officer shall establish a monetary limit of authority for each
employee’s use of the Procurement Card.
FOUR:
As a condition precedent to receiving the Procurement Card, each
authorized employee shall execute a Procurement Card Employee Usage
Agreement.
FIVE:
Upon receipt and use of a Procurement Card, the cardholder shall submit
receipts and such information as periodically requested by the Chief

707. USE OF SCHOOL FACILITIES
1. Purpose
SC 775
School facilities of this district should be made available for community purposes,
provided that such use does not interfere with the educational program of the
schools.
2. Authority
The Board will provide for the use of school facilities when permission has been
requested in writing and has been approved by the Superintendent or his/her
designee in accordance with the following order of priority:

1. Requests by school related organizations.

2. Requests by non-school related community activities.
3. Requests by private interest groups.
The group or organization must complete an application supplied by the district and
must be signed by a resident of the district. The terms and conditions set forth on the
application shall constitute a part of this policy. The district's needs must be met
first.

All groups or organizations which use district facilities will be charged a rental fee
in accordance with the schedule established by the Board. Those groups or
organizations which are exempt from such rental fees are as follows:
1. Official school parent groups.
2. Nonprofit community organizations within the district which do not charge an
admission or donation to the activity.
3. Community organizations within the district which charge an admission but
whose proceeds support district school activities.

Any group or organization which is approved to use school facilities and which
requires additional school personnel will be charged the current rate as established
by the Board for such services including employees for supervision or clean up.
Those community groups or organizations which request permission to use school
facilities shall comply with the following:
1. The user shall show proof of satisfactory liability insurance coverage in
accordance with the current schedule established by the Board before using the
facilities.
2. Any school equipment that is to be used in conjunction with a request for use of
school facilities shall be identified at the time that the request for use of facilities
is made. The user of school equipment must accept liability for any damage or
loss to such equipment that occurs while in use. Recreational groups will provide
their own athletic equipment, arts, and crafts supplies, and security etc.
3. The district and the Board shall be held harmless by the user for any liability that
may arise from use of school facilities by any non-school related organization,
individual or activity.
4. Any approved user of school facilities shall be financially liable for damages to
any of the facilities and shall provide adequate supervision of such activities.

Permits received less than two (2) weeks prior to the first day of usage may be

Custodial fees will be charged for any cleanup not done by the permitted groups and
will be billed at $25/$40hour.
Permits will be issued to groups on a priority basis, with additional consideration
given to groups that used a specific field in the previous season.
Outstanding fees will preclude a group from receiving a new permit until payment
has been received.
Permits will not become active until all paperwork has been received and
documented by the district.
The district reserves the right to cancel any and all use of the buildings and fields
due to district activities. Every attempt will be made to give at least 24 hour notice
of cancellation.

Benefits Allocation Systems – Presentation of Benefit Administration
Services
Charles Bradley and Art Taylor of BAS gave a presentation on outsourcing the
administration of benefits. BAS has administered the district’s Section 125 Plan
for ten years. They have an exciting web-based system which would allow
district employees to access their benefits information, make elections,
deletions and changes on-line.
This item will be discussed further at the budget meeting on June 16, 2005.

Anne Callahan presented the items for the legislative agenda on
June 23, 2005. Mrs. Callahan told the committee that we are continuing to hire
new staff and there will be a number of additions to the agenda before it goes
out to the Board on June 17, 2005. In addition, there will be an addendum
which will be sent out to the Board prior to the legislative meeting on June 23,
2005.

An executive session was held to discuss matters of personnel.
The next meeting of the Personnel Committee will be held on
September 6, 2005 at 9:00 p.m.

2. Fern Gulch Canine Services
Sandy Deveney gave a presentation and demonstration on drug sniffing dogs. Sandy works
in as many as 50 schools in Pennsylvania and New Jersey. Acknowledging that bringing
drug sniffing dogs into the schools will not stop drug use, it is a powerful deterrent to keep
drugs off of the school campus.
Providing parents, students and community education is important before beginning
unannounced searches. It is also important to have policy in place regarding student
searches and protection of student rights. Sandy has provided a copy of model policy that
will be shared.
The dogs used by Fern Gulch are trained to alert on marijuana, opiates (including heroin and
related substances), cocaine, methamphetamine, and related substances including Ecstasy.
Searches would include lockers and the student parking lot. Services are billed at $85.00 per
hour. A search of the lockers at Penncrest could be performed in less than an hour, and a
search of the student parking lot was estimated at 1.5 hours.
Additional research on legality, liability and references as well as looking at other providers
was requested.
3. Request for 1:1 Assistant for Child with Autism
Information was provided in support of a request for a One on One Assistant for a student at
Media Elementary. A resolution for the position will be placed for board approval by the
Human Resources Department.
4. Rescind Contract for Therapy Source
The contract was approved from the May legislative agenda. Parent has decided to forego
summer ESY services.
Overnight Trips:
• Holiday Wrestling Tournament December 29-30, 2005
The Competition in Holiday Wrestling Tournament trip involves fifteen to eighteen students
and two to three staff as chaperones traveling to McSherrystown, PA on Thursday,
December 29 to Friday, December 30, 2005. The cost to the district is estimated at $200 for
the entry fee.
ACTION: Approval of this trip will be on the June Legislative agenda.
• Trip to Montreal and Quebec April 26-30, 2006
The trip to Canada runs alternate years with the French Exchange Program. The trip gives
students the opportunity to learn French Canadian culture and history. The trip involves fifty
to sixty students with a chaperone for every ten students traveling to Montreal and Quebec,
Canada on Wednesday, April 26 to Sunday, April 30, 2006. The cost to the district will be
substitute costs for five to six chaperones for three days.
ACTION: Approval of this trip will be on the June Legislative agenda.
• National Envirothon Competition July 17-25, 2005
Five students are participating in the National Envirothon Competition. The trip involves five
students and two chaperones traveling to the Springfield, Missouri on Sunday, July 17 to
Monday, July 25, 2005. There is no estimated cost to the district.

Contracts:

DCIU for the 2005-2006 in the amount of $760,249 to provide support for the
Detention Center
Due to the fact that the Detention Center is within the boundaries of the Rose Tree Media
School District, we are required to provide appropriate educational programming for each
student placed. The Delaware County Intermediate Unit will bill the Home Districts for the
educational costs. Therefore Rose Tree Media expects to be fully reimbursed by the
Delaware County Intermediate Unit for non Rose Tree Media students.
ACTION: Approval of this contract will be on the June Legislative agenda.

DCIU Services for the 2005-2006 in the amount of $625,189 to provide Special
Education Services for Elwyn Students
Elwyn Residents with special education needs require initial or continuing placement at the
Delaware County Intermediate Unit run programs. Rose Tree Media is the Host District and
is mandated by the state to provide appropriate educational placement. As the Host District
we will bill the Home District or, in those cases where the student is designated a Ward of
the State, the state for the educational costs. Therefore Rose Tree Media expects to be fully
reimbursed by PDE or the Home District.
ACTION: Approval of this contract will be on the June Legislative agenda.

DCIU Services for the 2005-2006 in the amount of $140,149 to provide support for
the Be Proud Program.
The Be Proud Program accepts adjudicated youths. As Host District, Rose Tree Media is
required to provide appropriate educational programming. The Delaware County
Intermediate Unit will bill the Home Districts for the educational costs. Therefore Rose Tree
Media expects to be fully reimbursed by the Delaware County Intermediate Unit.
ACTION: Approval of this contract will be on the June Legislative agenda.
•
Alternatives Extended School Year Program in the amount of $2,319.30.
A student with special needs requires Extended School Year (ESY). The Alternatives
School can meet these needs. The cost is $128.85 per day for 18 days. The total cost of
the placement is $2,319.
ACTION: Approval of this contract will be on the June Legislative agenda.
• IEP Plus addendum with Sungard Pentamation, Inc. for $40,356.
The Pupil Services Department and the Technology Department have been reviewing the
maintenance needs for the current database used to store and create documents and prepare
the 12/1 Child Count. A comparison of the current Lotus Notes database and the proposed
Pentamation IEP Plus Application was reviewed with the Board. Pentamation is currently
used by the district for student and financial management. The total annual usage and
maintenance fee for the addendum with Pentamation will be $40,356.

Glenwood Elementary
What do the Ashland Coal Mine, Franklin Field, Riddle Hospital, The Philadelphia Zoo,
the Academy of Natural Sciences, Riddle Hospital, and Pennsbury Manor have in
common? All were sites visited by Glenwood students in educationally related field trips.
What do a photo-journalist with wonderful stories and photos of children playing in
countries all around the globe; children’s author and illustrator Peter Catalanotto sharing
that when writing his first book at the age of 28, he referred back to his third-grade
journal; and Mr. Yuk, and Black Revolutionary Soldier Ned Hector have in common? All
were enriching assemblies at Glenwood in May and June. The culminating event this
year was the artist in residence program “Rhythm Village.” World-renowned musician
Mary Knish spent a week at Glenwood, giving assemblies, co-teaching with music
teacher Debbie Ney, instructing core groups of students in rhythm activities to take back
to their classrooms, directing students in a wonderful, inter-active presentation for their
peers, and even leading a therapeutic drum circle for the staff. As part of Glenwood’s
arts initiative, Mary will return next year to work with other students and expand
participation in the program. Mary’s residency is supported by PTG and a grant from
Suburban Philadelphia Arts in Education Consortium.
Professional Development Coordinators Paul Forberger and Debbie Taylor report that
nine teachers from Glenwood will be offering workshops during the summer months.
The focus of the summer will be the building written composition goals and technology
workshops. Three Glenwood teachers—Crystal Grace-Green, Charles Keeler, and
Rachael Pinsley—recently completed degrees in Instructional Technology.
We know that silent reading increases comprehension and that students need to
develop reading stamina. Glenwood is promoting reading on several fronts. Mrs.
Mathis’s third grade class is being rewarded for completion of a reading journey. On
“Read Across America Day,” Mrs. Mathis’s third grade students received a challenge to
read 50 books by the end of the school year. Progress was recorded by coloring in a
state on a U.S. map for each book read. Students are looking forward to a red, white,
and blue party in celebration of their accomplishments.
In the summer, in addition to picking up a baseball glove or a beach towel, we’d all like
our students to pick up a good book. To support summer reading, Library Technician
Kathy Cook held a “buy-one-get-one-free” book fair the second week of June. Many
titles featuring our students’ favorite characters, authors, and series were available.
Children went home with bags stuffed full of great books at an incredible discount!
Glenwood’s students participate enthusiastically in our summer reading program. At the
end of school in June, each student receives a grade-level list of suggested reading
titles, a reading record form, and a bookmark. As students turn in their completed forms
in September, they receive a certificate of achievement and a prize. The reading
records are used to compile “Top Ten” lists of children’s favorites by grade level, posted
on the bulletin board outside the library, and a special award is given to the student in
each grade who reads the most books over the summer.
Ms. Drennon’s 4th graders have been working on informational writing this year. After
reading several book reviews written by their teacher and other 4th graders, the
students wrote their own. Some of the book reviews written by Ms. Drennon’s class
have been submitted to Storyworks, a Scholastic publication which features student
book reviews.
In order to show progress in learning to parents and students themselves, Mrs. Strunk
asked her learning support students to analyze projects and materials from their
portfolios and present evidence of their improved skills. Championship medals were
presented to each child in honor of his/her efforts.
Glenwood is becoming increasingly interested and active in the area of health. Our
school has been designated a Keystone Healthy Zone by PANA (Pennsylvania
Advocates for Nutrition and Activity). From June 20-22, School Nurse Debbie Taylor
and Principal Mary Ellen Goldfarb will attend the Pennsylvania Health Leadership
Institute at Lebanon Valley College. The goals of the institute are to create school
councils, develop individual school district plans for a coordinated school health
program, and forge a leadership team. Debbie and Mary Ellen also attended a
wonderful program on student emotional health, “What’s Up, Doc? Raising Emotionally
Intelligent Children: Preparing for an Easier Adolescence” sponsored by the Woman’s
Committee of The Children’s Hospital of Philadelphia. Information will be shared in a
special PTG presentation next fall.
The Glenwood Optimist Alpha Club received its charter from Optimists International.
Rose Tree Media Optimist President Peter Bretz presented the charter at a special
brunch. The club’s latest project is interviewing retiring Glenwood staff members as part
of its living history project. Principal Mary Ellen Goldfarb also brought winners from the
Delaware County Poetry Contest she co-sponsors to the Optimists Club on June 9.
RTM winners in the county contest included elementary students Jane Devine and Matt
Kelley, and high school students Chris Brooke, Wes Thompson, and Lisa Joskowicz
Glenwood builds a sense of community and security for students by establishing
traditions that make students feel valued members of our school. Some of the traditions
celebrated in June include our annual Kindergarten Get Together, which welcomes next
year’s kindergartners and their families to school for a tour when they can see
kindergarten rooms full of happy children; the first-grade Pet Show; the bead ceremony,
during which each student receives a unique, hand-crafted bead and is recognized in
front of classmates for his/her special qualities; the fifth-grade kite fly, when students fly
kites they have decorated on the fields; and fifth-grade transition day, when students
practice changing classes in a middle-school type of schedule.
The 2004-05 Student Council of Glenwood has been one of the most active ever. In
addition to service projects to aid tsunami victims and the American Cancer Society, a
food drive, and school-based projects, the council undertook a campaign to ban
smoking in restaurants. To acknowledge their efforts, Pennsylvania State
Representative Tom Killion came to Glenwood in person. Letters were also presented to
Media Borough Councilman Paul Robinson. Student council surveyed local restaurants
and prepared a “Smoke-Free Dining Guide” for residents.
Indian Lane Elementary
Kristen Boretti had a fantastic idea for the up-coming fifth grade learning support
students. Today while the present fifth graders were on a field trip, Kristen brought her
fourth grade students who will have me for learning support next year up to visit Carol
Townsend’s classroom. They spent a half hour talking about what is expected next
year, some academics that would be covered, and also played some fun word and math
games. Mrs. Townsend now feels that these new students know a little about her and
she know s a little about them. This will help make a smooth beginning to next school
year.
The fifth grade Awards Ceremony was held on June 10 and was a huge success. Over
200 parents and family members attended to see our students recognized for
completing the elementary curriculum, as well as for participation in band, chorus,
orchestra, physical education, and art. The students then moved to the gym for a
fantastic lunch provided by the PTG. The gym was decorated in a circus motif and
looked terrific. Each year, the parents seem to get more creative.
IL’s third grade classes toured Philadelphia recently on “Ride the Ducks.” The students
and parents on the trip had fun and learned a great deal about Old City Philadelphia,
and also got to visit the Constitution Center.
Kelley Buchek’s second grade was visited by their Pen Pals from Garnet Valley School
District. The students enjoyed visiting our school and thought Indian Lane was great –
they especially liked our new playground.
The third grade Recorder Concert was held on June 9 and was attended by second
graders and more than 100 parents and family members. Mrs. Battavio led the group in
several challenging songs that were enjoyed by all.
The Math Wizard program has ended for the year and had more 250 students take part
on a regular basis. The students are given timed tests on various math operations and
receive recognition if they get at least 90% correct. This year, 36 fourth and fifth
graders mastered all ten operations. In addition, 21 second graders master at least five
operations and 13 third graders mastered at least seven operations.
Accelerated Math students from Indian Lane and Rose Tree Elementary participated in
a "24 Tournament" in IL's cafeteria. Students grouped up and played the math
challenge game at various levels. Students worked single digit, double digit and a few
fraction challenges.
Mrs. Hendrixson's 5th grade class and Mrs. Haskell's 5th Grade AGP students
participated in a distance learning lesson with the Museum of Television and Radio in
California. In conjunction with their space topic of study, students had the awesome
opportunity to view the space race as recorded through the television medium. The
Challenger disaster, Neil Armstrong's actual first step on the moon, Sputnik and many
other clips were presented to the students. The footage that was shown truly gave the
students a "just as it happened" experience that photographs or readings can't depict.
5th Grade AGP students from Media Elementary and IL participated in Rocket Day on
May 19th. Alka Seltzer Rockets, model rockets, and student designed bottle rockets
were launched on the field behind the school. Both groups of students shared
PowerPoint presentations on individual space research projects too.
Fifth graders participated in a Rocket Day on June 13. All classes learned about rocket
travel and decorated rickets that were launched from the back field of Indian Lane.
Media Elementary
Up, up and away with the 2004-2005 school year! We celebrated our success in
meeting 100 Book Challenge reading goals by having the Liberty Balloon Company give
a hot air balloon demonstration. We all gathered on Barrall Field for the exciting event.
Dr. Denise Kerr was invited to lift off with a few of our teachers. Unfortunately, prevailing
winds halted the flight, but we still had a great time and learned a lot. Our children
recorded over 172,000 lines of reading this year! Each line represents a 15 minute
reading time. We are so proud of them and of their families for supporting them. The
PTG completed our celebration with a water ice treat for all.
Our incoming kindergarten students were invited to visit classrooms and to attend a
special performance by “Silly Joe”, a children’s performer. We have given our new
students several opportunities to visit with us through story times and tours. We can’t
wait to meet them in September.
Fifth grade recognition provided a beautiful memory for our students and their guests.
The ceremony, preceded by a lovely breakfast organized and paid for by the PTG,
honored the achievements of our 76 “graduates.” A Springton Lake Middle School folder
was given to each student with their awards and some Mustang memorabilia enclosed.
Our fifth grade traditions seem to get better every year. In June, the fifth graders
traveled to Washington and Mount Vernon, picnicked at Valley Forge, met for a final
time with their conflict resolution group at Media-Providence Friends School and had an
autograph party with their year books. We will “clap them out” on the last day of school,
a tradition we started last year. They were treated well!
Fourth grade went to The Newlin Grist Mill (social studies), held a regions’ luncheon
(also social studies), competed in Field Day and published an edition of our student
newspaper, “The Mustang Review.” They are well prepared to take their position as the
oldest students in the school. Mrs. Fitzgerald’s class also visited CJ’s Bakery in Aston
where they reinforced an economics’ lesson on mass production and small business
operation. The children also got to form loaves of dough into Italian brad and to
decorate a Media Mustang cake. After the decorating was done, they dug in for a
delicious treat.
Third grade went to The Franklin Institute. The students study the human body and the
universe which was nicely augmented by the visit. Also, Dr. Dave Klassen (professor of
astronomy at Ronan University) and Mrs. Maryann Cruns (Swarthmore College’s
astronomy lab) gave a power point presentation on the solar system. They visited
classrooms and discussed children’s projects with them individually. Dr. Klassen is an
expert on Mars. Third grade AGP had a wonderful medieval festival. A local specialist in
medieval customs taught the children and their parents (guests) some dances and
songs. AGP teacher Christa Consadene looked especially regal in her medieval dress.
Second grade had their “Living History Museum.” The students dressed up as historical
figures that they researched. They were able to share their research reports and answer
questions about their selected person. Martin Luther King, Sacajewea, Louis Pasteur,
Rosa Parks, Abraham Lincoln, and Neil Armstrong were just a few of the characters.
Dressed in authentic costumes, the children impressed hundreds of visitors who left
knowing more about famous people who made significant contributions to our world.
Research, artistic and computer skills were all needed to complete this grade level
project. Author Joe McGinnis also visited second grade to speak about his latest books.
He just returned from a 101 day cruise stopping in over 40 countries. He sent over 30
postcards to his grandson’s class. The students brainstormed questions to ask him and
he plans to return next year to share the book that he will publish using the 38
notebooks that he filled on this trip. He told the children that he took no photographs on
his trip because he wanted to describe the experience in words. His visit left a lasting
impression on the children. They can’t wait to hear from him again.
First grade had a special picnic. Kindergarteners went to the ACAC Athletic Club for a
fun day of team building, swimming and cooperative games. They also had their own
“Farmer Field Day.” Many parents helped with all the year end activities which was
greatly appreciated. Kindergarteners also participated in a slightly different format for
The 100 Book Challenge program. They collected autographs on cards as they read
through prepared bags of leveled books. The idea was to get them in a steady habit of
reading to someone and sharing their reading. Participation was great. More than
10,700 autographs were collected.
Our Principal’s Advisory Council (students) had their final gathering at The Colonial
Plantation. Former Media teacher John Steczak, now Farmer John of the Plantation,
arranged a wonderful after-school trip for us. The children planted seeds, made
candles, met the animals and toured the grounds. Kindergarten teacher, Betsy
Thompson, sponsors this group with Mrs. Kotch.
Summer School (formerly Title 1) is in the planning stages. The program will run,
Tuesday-Friday through the end of July. It will be directed, once again, by Robin Smith.
The year has gone by quickly. We are proud of our accomplishments and are already
planning and preparing for 2005-2006.
Rose Tree Elementary
Second graders at Rose Tree Elementary had several outstanding videoconference
opportunities related to their curriculum. Through Georgia’s Center for Puppetry Arts,
the children learned about butterfly life cycles while creating a butterfly marionette. In
addition, also through the Center for Puppetry Arts, the children learned about
Southwest Native Americans by creating a Hopi Kachina. Finally, the children enjoyed
an extension of our Pebbles, Sand and Silt science unit by learning about rocks and
minerals from a science museum in Ohio.
A special luncheon and assembly were held on June 10 in recognition of the
accomplishments of our fifth grade students. The ceremony was attended by many
family members and friends. We wish these students much success as they move on
to Springton Lake Middle School
Mrs. Poulos’s 5th grade class collected money for the Delaware County Habitat for
Humanity at the Strawberry Festival. Habitat for Humanity is a non-profit organization
that helps needy families. The family helps the volunteers build/repair their house, and
then it is sold to them at a zero percent interest. We are proud to announce that they
earned $101.75 for this worthy cause. The money was sent to the Habitat for Humanity
organization and could possibly be used to purchase items such as a bathroom sink, a
window or a packet of shingles. The contribution will go towards helping needy families
right here in our own County.
The fifth grade celebrated eighteenth century America with a “Ye Olde Colonial Fair” on
June 6. The fair featured costumed tradespersons at their shops demonstrating their
crafts using tools, diagrams, and other props. This was accompanied by a two to three
minute memorized speech, which enabled the students to initiate knowledgeable
conversations with their many visitors. Colonial music added to the atmosphere while
six students, who portrayed colonial personalities, roamed the fair giving impromptu
speeches to visitors as they walked about. The students created portraits of their
personalities, which were part of a welcoming display as visitors entered the fair. In
order to plan and prepare for this event, students conducted research by using library
resources, internet sites, as well as web quests connected with colonial times. A
colonial sign was created using authentic colors and pictures associated with the time
period. The students made use of their note-taking skills to create color-coded note
cards and their writing skills to create an original speech. While creating costumes and
props, students worked cooperatively to ensure that their peers were prepared for the
event. Many students and their families donated props for other students to use. One
teacher held sewing classes at recess for girls who wanted to make mobcaps as a part
of their costumes. This activity was cross-curricular (reading, writing, oral language, art,
music, social studies) as well as representative of the multiple-intelligences. The fair
was a huge success and was enjoyed by our many visitors.
Students in grades 3 – 5 had an opportunity to show off their musical talents on “Talent
Day” in each one of their music classes. Students sang, played instruments, danced
and acted out skits that they wrote.
Third graders put on a fine performance at the 3rd Grade Recorder Concert on May 25th.
The concert was followed with a small reception for their parents and guests.
Rose Tree 5th grade student, Dean Feinman, received an Honorable Mention in the 4th –
6th grade category of the 2004-2005 Pennsylvania Archaeology Month Essay Contest
sponsored by the Pennsylvania Archaeological Council. Dean and his family were
invited to attend an awards ceremony which was held at the PA Military Museum in
Boalsburg, PA in June. Congratulations to Dean Feinman for a job well done!
Rose Tree’s Field Day was held on June 8th. The theme this year was “Cooperation
Across the United States” and each activity station represented one of the 50 states.
Grades 1 & 2 traveled to 9 states (New York, New Jersey, Illinois, Kansas, Vermont,
Massachusetts, California, Kentucky, and Idaho) and grades 3-5 traveled to 12 states
(South Carolina, Idaho, Florida, New York, Illinois, Pennsylvania, Colorado, Kentucky,
Hawaii, California, North Carolina, and Delaware). All students participating in field day
received a Rose Tree Field Day ribbon.
The librarian, along with the Curriculum Council, has chosen for next year’s Building
Community Through Books Program the theme of “American Pride”. After much
consideration, the selection of the following books was made for the successful
program:

Rose Tree students experienced the following educational opportunities beyond their
classrooms:
Kindergarten – Riddle Hospital and Granite Run Acme
4th Grade classes of recently visited Pennsbury Manor, the site of William Penn's
summer home, as a culminating activity to our study of Pennsylvania. Students toured
his estate and participated in activities such as quill pen writing and boat docking. We
had a great time!
5th Grade AGP students traveled to Goddard Space Center and the Maryland Science
Center as part of their study of space and rocketry.
Students went through high
security to take a tour of the NASA clean room, see telescope parts and have a lecture
on the Hubble Space Telescope. The Maryland Science Center had a great space
exhibit that tracked the International Space Station and the Hubble Space Telescope.
School Nurse, Kathy Johnson, organized an American Red Cross Blood Drive at Rose
Tree Elementary School on June 6 from 3:00 – 8:30 PM in the library. Thanks to the
participation of many staff members and Rose Tree parents and friends, the event was
a success and enough blood was collected to save 87 lives.
On June 14 Principal Sosangelis celebrated summer birthdays with 95 students.
Orange juice and donuts were served, special pencils were distributed and songs were
sung. It was a zippity-do-da event! Special thanks to the PTG for sponsoring our
monthly recognition of student and staff birthdays.
Five students from Rose Tree Elementary participated in the Carnegie Mellon
Elementary Student Talent Search by taking the EXPLORE test in January or February
of this year. A certificate recognizing their participating in the program was sent to each
of them by Principal Sosangelis.
Springton Lake Middle School
The SLMS Media Theatre Showcase entitled "A Springton Celebration" was a great
success.
The concert was held at the Media Theatre. Over 160 students were
involved representing the Jazz Band, Choice Voices, Select Chorus, and Honors
Strings with a combined finale.
Teachers in their second year at RTM presented their induction portfolios to their
building colleagues. Staff had the opportunity to look at the wonderful work that was
done and to ask questions about new ideas they saw represented. Staff spent time at
an inservice afternoon learning how to use the calendar feature in the new Group Wise
program.
Sixth, seventh, and eighth grade students in the academically gifted program enjoyed a
wonderful field trip to the Independent Seaport Museum at Penn's Landing in
Philadelphia. The day's highlights included a sail on the Delaware River where the
students participated in several activities to determine the health of this important
waterway; a guided, walking tour of Old Philadelphia; and a tour of the old war ship,
USS Olympia, with students taking the role of environmental engineers and evaluating
the natural resource implications of this historic vessel. The trip was part of the
environmental theme that has been a common thread of the three grade levels this past
year and was hosted by Tony Tolomeo, Pattie Sangillo, and Cindy Stephens. They were
ably assisted by several "first mates," otherwise known as parent chaperones.
After exploring monasteries, castles, cathedrals and medieval knights, eighth grade
students wrote an historical essay on the middle Ages for their fourth quarter project.
The essay focused on the integration of Language Arts skills, Social Studies
content and analytical thinking. Students felt a sense of accomplishment when
completing this demanding assignment.
Eighth grade Social Studies have been
immersed in the Renaissance this past quarter. Distance Learning lessons on "Galileo"
and a program from the Cleveland Museum were very successful in engaging our
students in this time period. DaVince, Michelangelo, Machiavelli, Queen Elizabeth I,
the Medici and Artemisia Gentileschi have been researched by the eighth graders and
have appeared as guests on our "To Tell the Truth," a classroom game show, or
explored using the multiple intelligences. Aspects of geography as they apply to Europe
and the Middle East, are being mastered for the final exam. There have been some
challenging historical lessons for the eighth graders concerning everything from the
achievements of Neanderthal man to accomplishments and failures of the Roman
Emperors to the great feats of the explorers. The students have met these challenges
and have a firm basis in World History. Ms. Bendistis’ and Mr. Brown’s co-taught
language arts classes hosed a poetry tea to conclude their poetry unit. The cafeteria
was transformed into an elegant setting for the tea. Pastries, fruit, beverages, and
bagels were served to the guests, who included the students and their parents. Many
parents enjoyed breakfast with their child as they read their student’s poetry anthology.
The anthologies consisted of 15 poems, 10 of which the students created themselves.
Each poem had an illustration and a reflection piece. It was a great event that
concluded a great unit.
Concluding a year long life science studies curriculum the sixth grade learning support
classes went to the zoo and had a great day. Miss Garvin's eighth grade students
completed an extensive autobiography. Many students across all three grades this year
have concentrated on phonemic instruction and fluency progress monitoring with very
positive results.
2005 Eighth Grade Mural!!! Students, Annie Miraz and Tori Baggot, painted the focal
point, an enlargement of Rodin's "The Thinker.” By the end of the year, eighth graders
will add their name and a 1 or 2 word statement which answers the question, "What
Does Your Future Hold? Think About It!”
Student Leadership Forum – over three hundred fifth graders from all elementary
schools came for their visit to Springton Lake. This year’s theme was “Splash into the
Lake.” The students met the administrators and counselors, viewed a presentation
prepared by previous students of the eighth grade gifted program, skits were prepared
by the drama club about life at the Lake, they watched dazzling performances by the
jazz band, select chorus, and orchestra, took a tour of the building, and had lunch. The
members of Student Leadership acted as tour guides and class mentors. The students
prepared invitations for their group, greeted them as they arrived off the buses, escorted
them to the presentation, and led them on a tour. Each student received a Springton
Lake folder and a pencil to assist them in preparing for the new school year. The staff
does so much for the students. SLF wanted to be sure teachers knew how much they
were appreciated
So they planned a week of activities. Students ordered lunch for Mr. Pysher and his
day staff and dinner for the night custodians. They prepared a lovely spread of pastries,
purchased from a South Philadelphia bakery, for our cafeteria staff, and assembled a
breakfast and served each teacher in their classroom.
We have finished the third year of Fall and Spring Walk Through addressing student
successes with reading and math strategies along with student awareness of the
importance of respecting themselves and others
Penncrest High School
The Math Dept. had its first annual Robot Car Wars held on Friday May 20th. The AP
Statistics, AP Calculus and 1 Calculus classes all competed against each other. Each
class designed a maze and then programmed their calculator car to drive through the
maze. Each group had a unique idea for their car. One group programmed their car to
spell the word ROBOT, another used a beach theme for their maze, and the third group
went with an Indy 500 theme. On the whole, the project was a great success. We are
looking forward to next year's competition!
The Science Olympiad Team came in 11th place overall at the National Championships
held at the University of Illinois. Two students, Eric Rakaczy and Sean Gipe won first
place medals with their trebuchet which out threw second place by over 2 ½ meters.
They received full scholarships to the University of Illinois. The team won second place
medals in forensics, chemistry lab, and astronomy; a third place finish in genetics and
three fourth place finishes in tower, mission possible, and practical data gathering.
The Envirothon team captured the State Championship at Montour Preserve on May 24.
They defeated 65 other teams representing over 700 high schools in Pennsylvania.
This is the 4th State Title for Penncrest. Team members Joe Walker, Michele Henry,
Amy Davis, Emily Moberg and Vic Janmey will compete in the National Competition this
summer in Missouri.
Christopher Shiley, Grade 12 and Kira Graves, Grade 11 were selected as Rotary
Students of the Month for June. They were honored at a luncheon at the Towne House.
Four distinguished Penncrest alumni were inducted into the Rose Tree Media Hall of
Fame. Robert F. Engle is an internationally known expert in financial econometrics who
was awarded the 2003 Nobel Prize. J. Douglas Kushnerick, a senior scientific advisor
at Exxon Mobil Research and engineering, is the co-inventor of a chemical process
which is now used to convert benzene to higher-valued plastics. Lynn (Wertzberger)
Heiler is known for her work in the advertising industry. She has been publisher of The
New Yorker and Bon Appetit magazines. Dr. Percy O. Battips, Jr. spent his life as an
area medical doctor and in 1996 was recognized for his 50 years of medical service by
the Pennsylvania Medical Society.
Penncrest hosted a senior citizens luncheon on May 19. The luncheon began with an
entertaining musical program by Penncrest students followed by lunch provided by the
RTM Food Services Department. The luncheon provides a way for senior citizens to
meet and interact with current students and tour the building.
Sharon Sweeney and the Emanon Players were proud to present their annual
Children's Theatre production to students from all of the district elementary schools.
This year's In Other Words, an interactive play about language and communication, was
a big hit with everyone. Over 40 students performed or helped with the production, and
they all did an outstanding job.
The varsity softball team won the central league title on May 18 for the first time in
school history. They are now competing for the State title.
The 15th Annual Academic Excellence Dinner was held on May 31 at the Towne House
in Media to honor the students in each grade with the top ten grade point averages.
Among this year’s speakers at the dinner was Penncrest graduate, Andrea Masters,
who has worked extensively with public health issues in Africa. Students received
plaques in honor of their accomplishments.
Seniors gathered in the auditorium on June 3 to be recognized for their
accomplishments. A total of $960,000 in state and national scholarship money and
$54,400 in local scholarship money was awarded. Parents provided a garden party
following the ceremony.
Penncrest’s Forty-Seventh Annual Commencement took place on June 9 at The
Pavilion at Villanova University. Student speakers were Adam Guthrie, Keynote
Speaker; Joseph Walker, Salutatorian; and Andrew Sowa, Valedictorian.
Teacher Heather Reed was the liaison for 26 student leaders from Penncrest who
volunteered to assist students of the Davidson School at Elwyn during the 37th
Davidson School Olympic Festival. This is the 13th year Penncrest and Davidson
School have been partners at Elwyn during the Olympics.
The Technology Education Department has completed another year of service to the
school district and community.
Classes in Construction Technology, Drafting,
Material/Manufacturing Technology, Photography and Visual Communications have
performed community service and produced work for many groups. Included in, but not
limited to the following groups; Rose Tree Elementary School, Indian Lane Elementary
School, Media Elementary School, Delaware County Institute of Science, Delaware
County Special Olympics, Delaware County Athletes Hall of Fame, Class of 2006, AM
Prom Committee, National Honor Society, Eddie Lancaster Foundation, various
parents, various Penncrest Departments, AFG Initiative and RTMEA.
The Technology Education Department presented its annual awards at the Senior
Awards assembly. The Bruce Bateman Award was presented to Gary McCready. The
Bateman Award is presented annually to a graduating senior who achieves to a high
level beyond his/her capabilities. Gary is a student in Mr. Kriebel's Materials
Technology class and has excelled in his own work and as a member of his production
team in the course. The Ken Powell Award was presented to Katie Chorney. The
Powell Award is presented annually to a senior who best exemplifies the caring and
giving qualities that Ken Powell possessed as both a person and an educator. As a
member of Mrs. Ruckle's Photography and Mr. Mescanti's Visual Communications and
Publications classes Katie exhibited a high degree of achievement as well as going
above and beyond in service to the department as well as her fellow classmates.

RTM Is Awarded PEP Grant
On June 15, 2005, the district received notification that it was awarded the Carol White
PEP Grant from the U.S. Department of Education Office of Safe and Drug-Free
Schools. The purpose of this program is to “award grants under this competition to local
educational agencies and community-based organizations to initiate, expand, or
improve physical education programs, including after-school programs, for students in
one or more grades from kindergarten through 12th grade in order to help students
make progress toward meeting state standards for physical education.” The PEP grant
supports the funding of equipment, technology, curriculum, and professional
development.
The district proposal, entitled “RTM Initiative: Ready To Move!”, set a goal to improve
the overall physical fitness and increase awareness of life long wellness for all students.
This goal will be achieved through developing a K-12 scope and sequence; providing
professional development opportunities focusing on best practices and technology
integration; acquiring and utilizing fitness technology so students receive immediate and
specific feedback enabling them to perform self-assessments; and provide fitness
opportunities for the residents of our community to increase public awareness of the
initiative and goal.
We would like to thank publicly the grant authors, physical education teachers Tonya
Melchior, Jackie Baker, and Supervisor Dr. Anthony Lombardo, for the many hours of
energy, initiative, and planning they invested to achieve this grant. They have gone
"above and beyond the call of duty" in working so diligently on this project and we will
be proud to honor these folks at our August legislative meeting.
The total amount of the grant awarded is $375,525.00 for 2 years. All schools within the
district including surrounding communities will be impacted.
Retirement Celebrations
As we have mentioned previously, it has been a bitter-sweet ending to this school year
since we had to bid farewell to quite a few long-time employees of Rose Tree Media.
As we attended the various retirement celebrations, it was very impressive to enjoy the
reflections by colleagues and family regarding the accomplishments of these
professionals. We have calculated that these employees gave a combined total of 750
years of service to the students and families of Rose Tree Media.
As we thank this employees for their many years of service, we would also like to note
that we will be following through on a new program to welcome interested employees
from this group to return as "Teachers Emeritus." The word emeritus is used to honor
anyone who has retired but is continuing to work in some capacity in an honorary
position as was held prior to retirement. Since these teachers have quite a bit of
expertise to share, and we often struggle to find qualified substitute teachers and
workshop consultants, welcoming Teachers Emeritus back to RTM is certainly the
proverbial win/win. We would like to thank Mr. Joseph Hooker, an RTM parent, for this
great idea and we are looking forward to establishing this new program in the fall.
RTM Participation in the DVMAC Summer Institute
You will recall that Rose Tree Media has joined with fifteen or so other school districts to
establish the Delaware Valley Minority Student Achievement Consortium. During the
first year of work of this consortium, districts have come together to study the issues
relative to closing the achievement gap for minority students.
Today and tomorrow, district administrators will be attending the Summer Institute held
at Welsh Valley Middle School. Entitled "Planning for the Possible: From Awareness
and Advocacy to Action," the Institute is providing attendees with many opportunities to
examine specific programs currently utilized to address this important need. The
keynote speaker today, Dr. Rossi Ray-Taylor, the Executive Director of the Minority
Student Achievement Network, is nationally recognized as an expert in this field.
Several administrators from RTM offered an excellent presentation showcasing RTM's
implementation of the REACH program as one that promotes dialogue on diversity at
district and school levels. Our district will continue its planning through the summer to
document specific strategies we will implement to monitor our progress on our goal of
closing the achievement gap in Rose Tree Media.
Welcome to New Administrators
I would like to congratulate our new administrators who are being formally appointed
this evening. Welcome to the Lion's Den! These individuals have endured a rigorous
hiring process and we are delighted to say that we will be "hitting the ground running"
this summer in preparation for an exciting 2005-2006 Academic Year. I want to thank
our Board of School Directors for their support of our restructuring plan since we believe
this is going to have a major positive impact on moving RTM from Very Good to Great
(to steal Jim Collins's business concept.) Congratulations to Mrs. Sharon Learn, now
Officially our Chief Operations Officer, Dr. Susan Golder, Elementary Director of
Teaching and Learning, Dr. Steve Taylor, Secondary Director of Teaching and

2005. The cost to the district is estimated at $200 for the entry fee. This

Quebec, Canada.
Background
The trip to Canada runs alternate years with the French Exchange
Program. The trip gives students the opportunity to learn French
Canadian culture and history. The trip involves fifty to sixty students with
a chaperone for every ten students traveling to Montreal and Quebec,
Canada on Wednesday, April 26 to Sunday, April 30, 2006. The cost to
the district will be substitute costs for five to six chaperones for three days.

County Intermediate Unit for the 2005-2006 in the amount of
$760,249 to provide support for the Detention Center.
Background
Due to the fact that the Detention Center is within the boundaries of
the Rose Tree Media School District, we are required to provide
appropriate educational programming for each student placed. The
Delaware County Intermediate Unit will bill the Home Districts for
the educational costs. Therefore Rose Tree Media expects to be
fully reimbursed by the Delaware County Intermediate Unit for non
Rose Tree Media students. This item was discussed at the June
Pupil Services Committee Meeting.

Delaware County Intermediate Unit Special Education Services
Contract – 2005-2006
Resolve, that the Board approve a contract with the Delaware
County Intermediate Unit for the 2005-2006 in the amount of
$625,189 to provide Special Education Services for Elwyn
Students.
Background
Elwyn Residents with special education needs require initial or
continuing placement at the Delaware County Intermediate Unit run
programs. Rose Tree Media is the Host District and is mandated by
the state to provide appropriate educational placement. As the
Host District we will bill the Home District or, in those cases where
the student is designated a Ward of the State, the state for the
educational costs. Therefore Rose Tree Media expects to be fully
reimbursed by PDE or the Home District. This item was discussed
at the June Pupil Services Committee Meeting.

Delaware County Intermediate Resolve, that the Board approve a

The Be Proud Program accepts adjudicated youths. As Host
District, Rose Tree Media is required to provide appropriate
educational programming. The Delaware County Intermediate Unit

County Intermediate Unit. This item was discussed at the June

Background
A student with special needs requires Extended School Year

Resolve, that the Board approve the addendum with Sungard
Pentamation, Inc. for $40,356.
Background
The Pupil Services Department and the Technology Department
have been reviewing the maintenance needs for the current
database used to store and create documents and prepare the 12/1
Child Count. A comparison of the current Lotus Notes database
and the proposed Pentamation IEP Plus Application was reviewed
with the Board. Pentamation is currently used by the district for
student and financial management. The total annual usage and
maintenance fee for the addendum with Pentamation will be
$40,356. This item was reviewed at the June Pupil Services
Committee Meeting.

Procurement Card Program
WHEREAS, it is the desire of the Board of School Directors of the
Rose Tree Media School District to reduce the economic burden on
the resources of the school by increasing efficiency and reducing
the administrative costs of the school via a Procurement Card
program for the day to day operations in accordance with the
procurement process as established by the Pennsylvania School
Code; and
WHEREAS, the Board of School Directors recognizes that the
Procurement Card is not a substitute for public bidding and that the
Procurement Card program is not being implemented for the
purpose of bid splitting and avoidance of the statutorily mandated
public bidding process; and
WHEREAS, EasyProcure, LLC has negotiated with PNC Bank at
Two PNC Plaza, 620 Liberty Avenue, Pittsburgh, PA 15222, to
administer, on behalf of participating schools in the State of
Pennsylvania, a Procurement Card system under the EasyProcure
Program issued to individual authorized employees of the school
with established limits and purposes; and

NOW, THEREFORE, BE IT RESOLVED by the Board of School
Directors of the Rose Tree Media School District as follows:
ONE: The president and secretary of the Board of School Directors
are authorized to enter into an Agreement with the PNC Bank to
secure Procurement Cards under the EasyProcure Program for
each authorized employee of the school under such terms and
conditions as approved by its legal counsel and this Board.
TWO: As a condition precedent to issuance of a Procurement
Card, the Chief Operating Officer shall establish in writing
purchasing parameters in accordance with lawi including but not
limited to: (a) a listing of goods and services which may be
procured using the Card; (b) authorized vendors; (c)
daily/weekly/monthly/annual monetary procurement card limits for
each individual recipient of the Procurement Card.
THREE:
As a condition precedent to receiving the
Procurement Card, the Chief Operating Officer shall establish a
monetary limit of authority for each employee’s use of the
Procurement Card.
FOUR:
As a condition precedent to receiving the
Procurement Card, each authorized employee shall execute a
Procurement Card Employee Usage Agreement.
FIVE: Upon receipt and use of a Procurement Card, the cardholder
shall submit receipts and such information as periodically requested
by the Chief Operating Officer.

Transportation Department Temporary Offices – Cable Project
Resolve, that the Board approve the proposal from Shared
Technologies provide cable for Transportation Department
Temporary Office. The total cost to complete this project will
be $15,475.
Background
Shared Technologies has selected TEL-DAT to provide the
appropriate labor, full-time site supervision (responsible for
labor activities) and Project Management Services and
Project Manager who will report to STF management. TELDAT will comply with all building and electrical codes,
manufacturer’s standards and telecommunications industry
standards, all local, state, and federal laws and regulations,
and any safety requirements or other guidelines.
TELDAT will provide a quality installation, which complies with all
applicable standards and codes.

Cherry Street Field
Resolve, that the Board approve the Agreement of Sale with
Upper Providence Township for the Cherry Street Field in
the amount of $270,000.
Background
Upper Providence Township has provided a check in the
amount of $27,000 as the good faith deposit to purchase the
Cherry Street Field. Settlement to be on or before August 1,
2005. The Township proposes to undertake several
environmental inspections within sixty (60) days from the
date the Agreement of Sale is signed by both parties.

members of the Local Sponsor of the Delaware County
Community College; and

Act of 1963, reappointments to the Board of Trustees of the
Community College shall be filled by the Directors of the
School Boards composing the Local Sponsor; and;
Whereas, pursuant to the procedures adopted by Directors
of the School Boards composing the Local Sponsor, the
Liaison Committee, acting as the appointment committee,
has met to consider recommending individuals’
reappointments to the Board of Trustees and; Now
therefore, pursuant to the recommendations of the
appointment committee of the Directors of the Local Sponsor
