Provident Energy Electricity Procurement Authorization
Further resolve, that the Board approve authorizing and directing action
necessary for the procurement of electricity for the fiscal years 2009-10,
2010-11, 2011-12, and/or 2012-13; designating the Director of
Management Services and or superintendent for the purpose of
procuring electricity; designating independent third-party consultant,
Provident Energy. The Board has previously determined it to be in its
best interest to make necessary electricity purchases for the ongoing
operation of its facilities by the authorization, use, and execution of
purchases in consultation with its independent third-party consultant,
Provident Energy. The School District has determined that combining
purchase requirements with other like governmental units and school
districts to be in its best interest. The Board does hereby authorize and

Media to receive the “2010 Schools of Excellence in Technology”
Award.
Background
This annual award, sponsored by the Pennsylvania School Boards
Association, has been given to 5 school districts across the state of
Pennsylvania this year, and Rose Tree Media is the only district on
the eastern side of the state to receive the award. The selected
districts will showcase their efforts at separate PSBA-sponsored
events for board members and school district administrators, will be
featured in PSBA publications throughout 2010, will receive two
complimentary registrations for one day at the PASA-PSBA School
Leadership Conference in October, will be acknowledged during
the opening session at the School Leadership Conference, and will
receive complimentary booth space at the 2010 School Leadership
Conference Excellence in Education Fair to showcase district
efforts. Congratulations to our Technology Department for their
commitment to using technology to its fullest in Rose Tree Media.

SCHOOL REPORT’S – May 2010
GLENWOOD ELEMENTARY SCHOOL
Art
On Thursday, May 13, Glenwood Special Education Teacher, Betsy Hennessey; Art
Teacher, Keith Sharp; and Aide, Ann Austin went to Lima Estates Retirement Center to
work with the residents and staff on an inter-generational craft project. Together, they
created table centerpieces. Three inch wide cardboard tubes were used as the base. On
top of which we put a sheet of paper that had been woven and stamped with a decorative
design. Inside of these paper vases we created paper flowers and leaves. These
centerpieces were to be used throughout the Spring and Summer for the residents and
staff to enjoy.
First Grade
The first graders are in the home stretch! May is a very busy month for our classes. Our
classes enjoyed several assemblies and trips throughout this month. We attended the
West Chester University Percussion assembly, the Tooth assembly to learn about proper
teeth maintenance, and the play at Penncrest High School. We participated in Field Day
while we continue to learn to work together while keeping us in shape! Our classes are
currently exploring measurement, time, and money in math are using our cumulative skills
to work with these new concepts. We continue to work in phonics, guided reading, and
writer’s workshop, as well. In Science, we are finishing our science unit on Organisms.
This unit will culminate with a trip to the Philadelphia Zoo, where we will apply our new
knowledge while observing the organisms in the zoo habitats. We will begin the “Balance
and Weighing” science unit next.
Third Grade
May was a time to find out how well we did this year. Students were again given the
DIBELS test to see how well their reading fluency and word usage improved during the
course of the year. They were also given the DRA and MAP to see how well their
comprehension has improved. Because these tests are given to each student at least
twice a year each year, we can look for trends in their performance and are able to help
each student better.

Fourth Grade
The fourth grade led a shoe collection at Glenwood. New or used shoes, and loose
change for shipping, will be donated by Glenwood families. The fourth grade will be
counting the shoes and cash donations at the end of the collection. Shoes 2 Share, a
non-profit organization, will distribute the shoes locally and internationally to those in
need. Running and Walking Club is in full swing! Twenty-five fourth and fifth graders are
enjoying the beautiful spring weather as they run or walk after school with Mrs. Barry.
Fifth Grade
Students in Mark Paikoff's fifth grade class taught their classmates and special friends
about the American Revolution. While reading novels set during the time of the fight for
independence, students researched a topic about the war and prepared a short lesson for
their classmates. Students learned how to prepare an outline and a bibliography along the
way. Many students made use of classroom technology preparing powerpoint
presentations. Students also had an eco-friendly handout that was shared via the
classroom smartboard rather than making copies for all students. Students were very
excited to share their lessons on Special Friends Day when many of their grandparents,
aunts, uncles and other special people came to the classroom. The students did a
tremendous job explaining the war from Lexington and Concord to the surrender at
Yorktown.
Literacy Lab
This year, five elementary Literacy Lab classroom teachers generously opened their
classrooms to their colleagues so that all involved could participate in conversations
about best practices in reading instruction in RTM. Jackie Arbutina (fifth grade, IL), Angel
Barry (fourth grade, GW), Melissa McDevitt (second grade, GW), Lisa Parkinson (first
grade, IL), and Julie Small (first grade, GW) each hosted either four or five lab classroom
visitations, attended by three to six fellow teachers.
These literacy labs were a “real time” staff development experience for teachers, allowing
them to learn from the strong teaching happening in their colleagues’ classrooms, as well
as providing a context to share among all members of the group. During a literacy lab
visitation, teachers gathered with the RTM elementary Literacy Coach, Tracey Fritch, for
a pre-meeting, in which they were introduced to their colleagues, discussed norms for
observing, learned the particulars of the guided reading lessons they would observe, and
shared their own points of focus for the observation. Next, the visiting teachers moved to
the host teacher's classroom to observe small group reading instruction. Finally, the
visiting teachers met with the host teacher to debrief the lesson - asking questions, giving
compliments and sharing ideas among all members of the group, which were generally
mixed to include teachers from a variety of elementary buildings.
Nearly sixty RTM classroom teachers, reading specialists, learning support teachers,
instructional support teachers, and teachers on assignment, two literacy coaches from
neighboring districts, and two Penncrest high school students have participated in these
structured visitations and thoughtful professional conversations. This new initiative
touched the lives of 75 percent of the RTM elementary professional staff! This initiative
will continue into the 2010-11 school year, with many of the same host teachers, and will
become a required part of the RTM induction program for second year teachers.

In the words of one visiting teacher, "Watching another teacher deliver instruction is
always a worthwhile experience! Strategies that I had read about became much clearer
as I watched [her]. The pre-conference allowed us to get a feel for [her] classroom and to
get 'focused' for our observations. I am excited to begin incorporating some of these
strategies into my small groups."
INDIAN LANE ELEMENTARY SCHOOL
Grandparents’/Special Friends Day a SUCCESS!!!
Indian Lane Elementary School hosted its eighteenth annual Grandparents' and Special
Friends' Day. This is a day where grandparents or special friends can come to school
and enjoy your child’s experience in the elementary classroom. This is an important day
for our students and our school. Grandparents love to be with their grandchildren and the
children gain so much from being with them.
Reading Olympics
Our second Reading Olympics team is in place! This year, fourth and fifth grade
students had the opportunity to represent Indian Lane at the Reading Olympics. To find

for the competition, team members read 5-7 books, wrote about they read, met monthly to
discuss what they have read, and blogged about the books on Mrs. Crow's website.
Kindergarten
Kindergarten students at Indian Lane have been busy learning about spring. The
students observed seeds in microscopes, planted flowers on Earth Day, and created
pattern block flower designs. April showers bring May flowers!
First Grade
The First Graders had a special Mother's Day event where moms were treated to special
poems, songs, writing and goodies. Each mother left with gifts and wonderful memories.
Another eventful day was Grandparents'/Special Friends' Day. The children were excited
to show off both their classroom and all that they are learning. In math, we are working
on patterning, both with colors and movement. The children have been working on
patterns such as: abab, abcabc, aabaab and abbabb. We have also been observing the
many patterns found in our world. In science, the children have been busy creating
terrariums and aquariums and studying all about the organisms which live in them. These
include woodland plants, pill bugs, millipedes, guppies and snails. As part of this unit, the
children also planted seeds and kept observation logs to chart their growth.
Third Grade
In Reading, we worked on specific skills related to the PSSA tests, as well as preparing
for the actual taking of the test. The common thread among the students is that when a
non-fiction story is read, they are reluctant to go back to the story to find the actual facts.
Some do it without reminders, but the UNRAAVEL strategy that we have been practicing
was important for test time. We have finished our unit on Incredible Stories and had fun
with unbelievable stories. Realism and Fantasy were discussed at great length. We are
finishing up our Literature Circle Unit on The Chalk Box Kid. They love doing
this….talking about the books that they are reading…what could be better? Our monthly

writing prompts have been going very well. We are becoming better, more detailed
writers each day! We have been doing lots of creative writing in the classroom, most of
which is being saved for memory books. Our prompt for this month is “What I want to be
when I grow up…” In Word Study, we finished vowel team spelling patterns and will
continue with diphthongs (oi, oy, aw, etc.). In Science, We had a wonderful time
preparing for and hatching our chicks. The kids learned how to take care of the eggs
before the chicks hatched and then they learned how to take care of the chicks once they
did hatch. We are finishing up with our solar system unit as we do our WebQuests. Each
group prepared research for the creation of a Powerpoint project. Check them out on
Mrs. Burke’s homepage. Also we have begun practicing for a Reader’s Theater
Presentation about the Solar System.
In Math, although we have completed
multiplication tables 0-12, we will continue our Blue Ribbon Multiplier Challenge.
Teachers have introduced some fun and interactive websites that will be helpful. Also, we
have been going over standards not yet taught and will revisit in more depths…fractions
of a group, area, perimeter, geometric solids, and much more.
Third Grade Published Poets
Students in Mrs. Burke’s third grade class wrote poems using personification. They were
entered into the Creative Communications: A Celebration of Today’s Writers, statewide
contest. All 20 poems were accepted to be published in A Celebration of Poets book.
Not all submissions are accepted, so this is a great accomplishment for our third graders.
Fourth Grade – Earth Day
Fourth grade students in Mrs. Haskell's class honored Earth Day this year with several
activities. They planted red maple seedlings, worked on "It's my environment" project
from the EPA.gov website and created an Eco quilt with ideas of how they can reduce,
reuse and recycle.
PSSA Fourth Grade Homework Club
Nearly forty Indian Lane fourth grade students participated in our PSSA Prep Homework
Club. "Clickers" in hand, students worked on review problems for both reading and math
in a fun gaming format. Using a CPS student response system, students were eager to
partake in attempting every question, and received immediate feedback about their
answers. Word spread about this fun after school activity and we had a classroom
packed out for 8 afternoons with students all answering questions to hone their skills for
PSSA success!
Fifth Grade
After almost a month of PSSA testing, the fifth graders were able to settle into a
somewhat more normal routine. The first item of business was to prepare for the Science
Fair. Students conducted experiments over the past six weeks and had fun presenting the
results of their research and hard work to their parents and each other. Additionally, fifth
grade students found out the results of the Mystery Class program. After analyzing
changes in photoperiod to determine latitude; comparing sunrise times at their mystery
class location with the time in Greenwich, England to determine longitude; and
researching interdisciplinary clues provided by the mystery classes, we made educated
guesses as to the exact locations. Students were thrilled to discover that three of our
classes had the locations of all ten mystery classes exactly right. Tomorrow we get to go
on-line to meet the students and scientists from places like Indonesia, Malaysia, Japan,

Brussels, Nebraska, New Zealand, and the North and South Poles. We are also
beginning work on Colonial Day projects and presentations that will take place the first
week in June.
MEDIA ELEMENTARY SCHOOL
News from the Media School Library
Jimmy Gownley, author of the popular graphic novels. Amelia Rules!, visited with Media’s
fourth and fifth graders. He drew pictures and related personal and professional stories
that encouraged and inspired our students. He shared some of his work. Mr. Gownley
made a big impression on the students. The teachers were equally enthusiastic about Mr.
Gownley’s book tour appearance. It was one of many special events that we planned for
the children during the PSSA testing window.
Poetry Café
The seventh annual Poetry Café took place in The Media School Library. All students in
kindergarten through grade 5 shared poems with their class and invited guests. Once
again, students chose poems by their favorite poets and also shared poems they wrote
themselves. The original poems were amusing and inspiring. Mrs. Kotch brought several
of her favorite poems and favorite poetry books to share with the children. Refreshments
were served and a great time was had by all. Guests were, of course, invited to
participate.
Pennies for Peace Campaign
At the April 22 School Board meeting, The Media Elementary Optimists’ Club (Kids Who
Care) described their first service project, The Pennies for Peace Campaign. These fourth
graders are very excited about the upcoming conclusion of this project. They are proud of
the hundreds of dollars they have raised that will help build schools in the remote regions
of Pakistan and Afghanistan. They also shared an article from The Daily Times with
school board members. Reporter Bette Auberger was kind enough to cover our kick-off
event.
Reading Olympics
Two teams of fourth and fifth graders from Media Elementary School competed in the
second annual Delaware County Reading Olympics. The event was held at Garnet Valley
High School. Approximately 1500 students participated. Berrie Torgan-Randall, a Media
parent, designed a t-shirt for our competitors. Both teams came home with blue ribbons at
the conclusion of the three rounds of competition. The parents who attended, Mrs.
Matusow, Mr. O’Neil, Mr. Goldfarb, Mrs. Kotch, and Mrs. Seaner all happily shared in their
success. Mrs. Matusow notes, “As the building coordinator for Reading Olympics, I am
not only proud of our students’ hard work and achievement, but also of their high level of
sportsmanship.” The children had to have knowledge of approximately forty works of
fiction to be competitive.
Incoming Kindergarten
Incoming kindergarten students were invited to attend story hours with Mrs. Matusow.
They enjoyed being read to, spending time in our library, and getting to know what it
means to be a proud Media Mustang. They all went home with some special treats.

Living History Museum
Throughout the month of April students in second grade spent time researching famous
people who made important contributions in civil rights, science, ecology, or humanities.
Included in the research project were a written report and a poster detailing important
events in the lives of these heroes. To culminate a month of hard work, the children
presented a “Living History Museum.” Visitors to the program included parents,
grandparents, teachers and students in other grades. At the museum, students, speaking
in the first person, answered all types of questions (from visitors) about what made their
character famous. The costumes were authentic. It was easy to see the children as Rosa
Parks or John Kennedy, for instance, instead of as second graders. It was their day to
shine and boy did they sparkle!
EnviroChallenge
Some of our fifth graders participated in the 7th Annual EnviroChallenge at Ridley Creek
State Park. The students studied forestry, soil, aquatics, wildlife, and renewable energy
and were tested at stations throughout the day. They worked on tree, bird call, animal and
soil identification as well as many other things. They competed in five different categories
against teams from each of the other RTM elementary schools. We took first place and a
third place overall. The event was run by the Penncrest Envirothon team. For many of
these students, it is only their first experience on an academic team. It was a cold, but
extremely exciting, day.
AGP
Grade 5 AGP also took a trip to Ellis Island. They studied immigration as one of their
major units of study and they were well prepared to make the most of the day.
Variety Show
Each year the Media PTG sponsors a Variety Show. Students are invited to audition then
to showcase their talent. This year’s show was emceed by Ms. Susan Howe and Mr.
Evan O’Neill. Students from all grade levels performed in group and individual acts. Many
of the acts were multicultural in content which added a lot to the show. Thanks to
Penncrest High School for hosting us again this year and thanks, also, to Mrs. Regina
Pearse for chairing the event.
Travelin’ Black History Show
Twyla Simpkins (a retired Chester High School teacher) visited us with her Travelin’ Black
History Show. Mrs. Simpkins has an extensive collection of African-American
memorabilia. She originally started the museum as a way for one of her student groups to
earn some money. Mrs. Simpkins spoke about Black inventors to the third grade and
about The Negro Leagues to the fourth graders. She brought many artifacts, including
some that were passed down through her family. Mrs. Simpkins is a true collector. She
shared with us that all the things that she brought were just a tiny portion of her collection.
Karyn Confer from The Passport to History program created corn husk dolls with our fifth
graders. They were able to customize them (male or female). The children enjoyed this
colonial craft. Mrs. Confer and Mr. John Steczak also met with our faculty to discuss plans
for revitalizing The Passport to History program.

Composting and the “Green” Update
Our PTG purchased a composting bin for us and we have begun composting with
leftovers from the cafeteria. Fifth graders are delivering the compostable materials to the
bin each day. Our garden beds (one outside of the cafeteria on State Street and one at
the end of the parking lot) are prepared. We can’t wait for things to start growing. We are
also very excited about the Farmers’ Market that starts this Thursday right across the
street from our school.
Members of the Media Environmental Advisory Committee, toured environmental sites in
Media. They visited our school’s gardens and Legacy Project installation. Several of our
students participated in the event as did Mrs. Kotch. This year’s legacy project, sponsored
by the Wyeth family, was dedicated at the event.
Media Theatre Workshop
Roger Ricker and Tim Haney presented a really enjoyable workshop for our fifth graders.
It was another of our post PSSA activities. Roger and Tim generously donated their time
and we think they uncovered some future Thespians.
Philadelphia Independence
There’s a new women’s soccer team in the area, The Philadelphia Independence.
Several of the players joined to share their thoughts in an assembly on healthy lifestyles/
good choices. Mrs. Williamson’s class won tickets to one of their games. The
Independence plays at West Chester University.
Earth Day
We had an all school assembly to celebrate Earth Day (the 40th Anniversary). However,
Earth Day fell right in the middle of PSSA testing so we have postponed our big
celebration until a later date. There will be activities throughout the week with a grand
finale at the end of the week, Earth Fest. Stay tuned for more details in the June board
report.
Muffins, Moms and Math
The PTG sponsored a special breakfast as they always do. This year, they were joined by
math coordinator, Aaron Goldfarb, who shared plans for summer math work. The math
coordinators and others have worked very hard this year to put together a summer
program that includes math fact fluency and a calendar of math activities. The moms
were very receptive to the proposal.
Spring Concert
The Media School community was entertained through song by the fifth grade chorus,
Mustang Chorale and the chime choir. Fifth grade highlights included a medley of songs
from The Wizard of Oz, a partner version of Take Me Out to the Ballgame, and a
multisensory performance piece titled Listen to the Rain. This composition featured two
melodies in a minor mode, Orff accompaniment, and a “body score” which created the
sounds of a rain storm.
The Mustang Chorale tackled three challenging works including the Spanish piece
Cantar! Chime choir prepared an arrangement of Modest Mussorgsky’s “Great Gate of

Kiev” from the song suite Pictures at an Exhibition. The evening ended with all groups
singing the 80’s anthem, Don’t Stop Believin’.
Arrivals
Third grade students just completed a study of Pennsylvania and took part in the live-end
of a video conference with Ben Franklin. Ben came to Media School to speak with the
third grade students, share some of his life, and answer questions while another school
participated at a remote location.
The chicks are here! As part of a science unit on embryology, third graders are hatching
chicks. The eggs arrived May 11 and our babies burst out of their shells on May 17.
Reading Council
Reading teacher, Carol Mitchell, attended the annual meeting of The Delaware County
Reading Council. The keynote speaker, Jack McGovern, stressed the importance of
using good literature with children. He stressed that children need access to books and
time to read them and urged parents to turn off the TV.
ZOO
First grade spent a gorgeous spring day at the Philadelphia Zoo. They enjoyed the
special LEGO creatures that are currently on display as well as all the live animals. They
also enjoyed two shows presented by The Great Valley Nature Center.
Teacher Appreciation Day
Media teachers are truly appreciated. They enjoyed their “special day” on May 4.
Excellence in Teaching
Second grade teacher Brenda Millette received a Delaware County Excellence In
Teaching Award. One teacher from each Delaware County school district was selected
for this honor. Ms. Millette was nominated by a parent. She received her award at a lovely
dinner at The Drexelbrook.
ROSE TREE ELEMENTARY SCHOOL
First Grade
First grade had a wonderful trip to Elmwood Park Zoo. The students enjoyed a lesson on
animal adaptations, which gave them a close up view of several zoo animals. In the
classroom, the children completed their science unit on organisms, planting seeds,
watching them grow, and observing millipedes, guppies, snails, and pill bugs. This
hands-on science unit is a winner.
Third Grade
Third grade students at Rose Tree welcomed a host of feathery friends into their
classrooms this May. They hatched chicks for the science Embryology Unit. This year
was particularly special because students received different breeds of chickens, such as
Araucanas, Wyandottes, and Leghorns. It was also interesting to see the color variations
of the eggs (blue/green, brown, pearl white). Rose Tree third graders also enjoyed a field
trip to the Franklin Institute this month where they too welcomed baby hatchlings to the

roof of the museum courtesy of a mother hawk. The museum captured the event from a
webcam set up to monitor the hatching brood.
Fifth Grade
The fifth grade at Rose Tree Elementary had the opportunity to use some exciting new
technology connected with Smart Boards. As a part of PSSA review and practice, Ms.
Caitlin Judge, a student teacher from West Chester University, along with the fifth grade
teachers, introduced the use of Smart Response Clickers. Here is how it worked: An
interactive geometry review test was projected onto the Smart Board. Each student was
able to respond to the test questions using his/her own Smart Response Clicker. At the
close of the test, the students were given immediate feedback about their test
performance. The teachers received a breakdown of the test results. This enabled them
to plan differentiated follow-up instruction/enrichment lessons in geometry. The students
and teachers were amazed at the ease and efficiency of these new Smart Board tools.
Library
The fifth grade Reading Olympics team competed in the Delaware County Reading
Olympics Competition at Garnet Valley High School. Students continued to practice skills
developed during April poetry month. Students created original cinquain and acrostic
poems.
Guidance
Throughout the month of May, Mrs. McPheeters coordinated the administration of MAP
(Measure of Academic Progress) testing in Reading and Math for grades 2-5. It was also
the time of year to finish up all final guidance lessons for the school year. Some examples
include: Third grade Drug and Alcohol unit from the Health Curriculum. Second Graders
finished a year long look at "Getting Along.” The BABES Curriculum drew to a close in
first grade as well. In May they had a lesson on "what to do when you don't know what to
do." The school year will end with a review of all lessons in the first grade BABES
Curriculum.
Student Council
Student Council Representatives started helping to do the morning announcements each
day. A different Student Council representative reports to the office each day to assist
with the announcements. While an adult staff member still shares the Words of Wisdom
the Student Council Representative reads all the other parts...sharing the word of the day
and its definition, the menu for the day in the Husketeria and their favorite - getting to
share the Husky to Howl about messages using the voice changer. This is a great new
addition to Rose Tree's morning routine.
SPRINGTON LAKE MIDDLE SCHOOL
Talent Show
The 2010 Talent Show raised over $2,000 for the Great Guy Group. The crowd was
treated to a phenomenal rendition of Bon Jovi by Joyce Jeuell, Tony Jackowski and Kathy
White. There was also a surprise performance by Miley Cyrus (Bridget Laubach), Britney
Spears (Matt Johnston) and JayZ (Paul Norris) accompanied by Doug Gramo, Joe Fisher,
Alan Reno and Wesley Schwartz.

37 girls in seventh and eighth grade participated in the Girls' Leadership Group. They
attended six fall and six spring sessions facilitated by Mrs. Griffin, transition guidance
counselor and Erin Kelly, M.A. from the Women's Resource Center in Wayne, PA. The
program culminated with a field trip to Bryn Mawr College where students met with the
Athletic Director and toured the campus.
As part of a community service project the Eighth Grade Girls' Leadership Group raised
$600.00 for child abuse prevention programs at Family Support Line. Springton Lake Staff
and students purchased "Live Strong" type bracelets and pins.
Art
Sixth grade students have begun to glaze their clay birds and sculpted nature
background. Before glazing, students focused intently on using texture in addition to
space to draw interest into their sculptures. Grade seven students are now finishing
sculpting the features on their clay head sculptures and have begun deciding upon some
type of hat. A tremendous amount of problem solving was needed by students in order to
maintain balance and structural integrity of the sculpture. Eighth grade students are
putting the finishing touches on their sculpted figures trying to create a personality with
these added details.
Mrs. Going’s sixth grades are finishing sculptures to complete their understanding of the
Element of Form! In the business of Graphic Design, seventh grades are completing their
first job by the music industry to create C-D covers for their favorite music Genre. Of
course it’s really a 1 point linear perspective unit in disguise! Eighth grades are moving
through their largest problem solving unit and working to complete their three dimensional
clay figures soon. Move over Michelangelo!!
Mrs. Prior’s student teacher, Ms. Jodi Davidson, displayed students’ clay sculptures at
The University of the Arts last week. Sixth grader’s clay pagodas, seventh grader’s clay
food, and eighth grader’s figure sculptures were showcased.
Library
April is National Poetry Month and librarians once again coordinated a Poem in Your
Pocket Week celebration collaborating with the public libraries and Media Fellowship
House’s Pen in Hand Group as well as faculty and students in all of our school buildings.
Here at Springton, poetry books were on display from which students could select
meaningful poems, special Poem in Your Pocket week notepaper was provided, and lots
of favorite poems were recorded and shared during the week. Staff served as guest
readers during morning and afternoon announcements, students attended open mike
sessions in the library, and many teachers provided poetry related activities in their
classrooms. The week concluded with a drawing. Ten students received prizes drawn
from all those who had shared poems in the library during the week.
Mrs. Motley has been reading, Shredderman: Secret Identity to students in Mrs.
Hemenway’s life skills class this month. The story focuses on a small, quiet boy who is
used to trying to fly under the radar. When he gets tired of being bullied, he decides to do
something about it.

Mrs. Motley was recently asked to Co-chair the Curriculum Committee of the
Pennsylvania School Library Association. She will be participating in a PSLA leadership
conference in State College in July, after which she will meet with other committee
members to plan for the next school year. She will also be serving as one of three editors
on the committee to revise the Pennsylvania Guidelines for School Library Programs.
Her committee members will be responsible for Chapter 1: Access and Collaboration and
Chapter 2: Management of the School Library. This document was last revised in 2005
when Mrs. Motley also served on the committee.
After reading The Pearl, Mr. Harp’s eighth grade language arts students researched
exploitation: social, economic, natural resources or indigenous peoples. Using at least
two journal articles on their topic, students synthesized their findings and then presented
them to the class. Mrs. Motley presented book talks for Mrs. Patton’s sixth grade
language arts students. They then selected biographies for book chats which could take
the form of a timeline, PowerPoint or picture book. Mrs. McCarthy’s eighth grade social
studies classes researched Medieval and Renaissance personalities. Then they dressed
in costume as their subject, using props and an informational card which they designed
as a guide to use in presenting their individual to the class. Speaking in the first person,
students were to convey to their class accomplishments of their subject and their
relevance to the time in which they lived.
Math
The sixth graders have recently completed “Shapes and Designs” from the Connected
Math Program. The main focus of this unit is introducing the students to geometry. They
learned how to identify shapes based on their characteristics including number of sides
and angles. The students measured and created angles using the angle ruler and
protractor. The students were introduced to important vocabulary related to geometry
such as vertex, ray, acute and obtuse. Currently, the sixth graders are working on a
fraction operations unit. The students are using skills previously learned and applying
them to solve problems which involve fractions. Some of the previously learned skills the
students are using include, calculating the least common multiple and greatest common
factor, changing improper fractions to mixed number, and simplifying fractions.
Seventh grade CMPII students just wrapped up learning about integers. The students
worked hard at building an understanding of positive and negative numbers. (fractions,
decimals, and integers) The students used real life situations to represent number
sentences with integers. Topics such as temperatures and money were used to help
students to understand the concepts behind adding, subtracting, multiplying, and dividing
integers. Students are now moving into exploring surface area and volume of 3
dimensional objects. They are going to look at how changing the scale of a box affects
the surface area and volume of that shape.
Accelerated Math CMPII students are describing and analyzing relationships between
variables. They are taking a close look at linear, exponential, and quadratic
functions. They are exploring the factored form, expanded form y intercepts, x intercepts,
maximum point and minimum point for the different representations. They are comparing
the tables, graphs, and equations for similarities and differences between these types of
relationships.

Connected Math Program students are exploring the fundamentals of Quadratic
relationships. The unit began with the students studying patterns in tables and graphs.
From these activities the students realized the U-shaped curve known as a parabola, the
fundamental shape created by quadratic relationships. From then the students learned
how to write quadratic expressions and equations. The unit continues for the next few
weeks as we will discover more details of the relationships.
Algebra classes have been studying properties of real numbers, mainly the properties of
radical expressions. This is a part of a large unit studying quadratics. We will continue
this unit by learning multiple ways to graph and solve quadratic equations. We will
eventually conclude this unit by discovering the Pythagorean Theorem as well as the
Distance and Midpoint formulas.
Science
Sixth grade science students are studying the environment. They will be researching
endangered animals. We are visiting the National Zoo in Washington, D.C. where
students will identify and record observations about endangered animals they find
throughout the zoo. Eighth grade have just finished chemical properties of matter and we
are now branching out and investigating environmental issues. These include: oil spills,
volcanoes and chemical pollution of our air and water. These topics are currently in the
news and our students are aware and eager to learn more. The investigations also focus
on how weather and climate affect these problems. As part of National Lab Day, a
nationwide initiative to encourage collaborations between volunteers, students and
teachers, in order to promote science careers and general excitement about science, we
have had speakers come to talk to the students about nutritional health and chemical
engineering. Students also have participated in a webinar called “The Science of Future
Food” through the Discovery Channel and Siemens, where they saw demonstrations on
the sustainability of food through chemistry. We have also moved into our earth science
unit, by utilizing our new Prentice Hall textbooks that were purchased this year, one in
particular on “Inside Earth”. Students were able to apply ideas on density from earlier in
the year to concepts such as convection currents, and were able to model sea-floor
spreading, all to lead to a more thorough understanding of plate tectonics. We also
began working on a project where students will design a system that will be able to
sustain seismic waves, as part of our discussion on earthquakes.
World Language News
The World Language Department and many students attended another wonderful Fete at
Penncrest High School. Springton Lake District Language Contest winners were
recognized. Penncrest students who have participated in an immersion trip with the
school will present to Sixth Grade Springton Lake students about their experiences.

This month, Congressman Joe Sestak joined nearly 300 students, parents, and teachers
at the Wayne Art Center to celebrate the 2010 7th Congressional District Art Competition.
A panel of professional artists and art enthusiasts evaluated approximately 80 pieces of
student artwork from 18 area high schools and selected a winner and honorable mentions

art-covered hallways of Penncrest and the gallery settings of the art rooms. The Catwalk
Gallery will be maintained by members of the National Art Honor Society and currently
features the work of senior Portfolio Preparation students. Their work will be on display
through June 4.

World Language News
Forty-six Penncrest students were recognized for their achievement in the National
Spanish Exam. Special congratulations to Justin Schumacher (Spanish II) who earned a
gold medal. AP French, AP Spanish and German IV students participated in oral
proficiency interviews during the month of May. Modern language professors from local
universities sat down with students one-on-one to assess their oral level providing both
the students, and the RTM program, with valuable feedback.
Science Department News
Penncrest Science Olympiad finished second at the PA State Tournament held at Juniata
College this past month. Thirty-five high school teams from all over the state competed.
Gold medals were won by Vickram Premakumar and Anup Singh in astronomy, Anup and
Adeeb Minhaj in remote sensing, and Rachel Hosier and Prem Patel in epidemiology.
Penncrest also won three silver medals and three bronze medals.

The Penncrest Envirothon Team won its 17th straight Delaware County competition in
May. Penncrest "Gold" came in first place (team members: Katie Ferguson, Jennifer
Walker, Barbara Munin, Nick Kandrak, and Alek Korzeniowski) and earned a spot at the
Pennsylvania State Envirothon Competition to be held at PPL Montour Reserve in
Danville, Montour County. Penncrest "Red" came in second place (team members: Dan
Masse, Danielle Su, Abby Dunn, Amanda Prokop, and Andrew Trolio).
Music Department News
The Penncrest Choirs held their spring concert in May. The concert featured many
genres of music from classical to contemporary. Soloists included seniors Jon Friedstadt,
Kate Gaffney, Kendra Delmar, Emily Sheehan, and Tres Moore; juniors Alex Mercer and
Paige Miller; and sophomore Emily Guihard. The choirs were accompanied by student
teacher, Christine Fisher, on piano, Tom Rosenberger on cello, J.P. Biscotti on bass, and
Tim Weathers on drums. Choir alumni Jonathan McGee returned as a guest soloist.
Social Studies Department News
Nine Penncrest students, led by Mr. Sean Hobdell and Mr. Kevin Nolen, competed in the
state competition for National History Day at Millersville University this month. Students
created exhibits, websites, and documentaries based upon this year's theme, "Innovation
in History." Congratulations to the following students for their efforts and success: Peter
Allen, Rebecca Duross, Justin Flowers, Billy Lin, Nicole Hearn, Lara Rosenberg, Sanj
Singh, Danielle Su, and Jacki Turet. All of the students who competed were sophomores
and look forward to competing against next year.
Senior Citizens’ Luncheon
Penncrest hosted its Annual Senior Citizens’ luncheon in May. One hundred seniors
attended the two-hour event which included welcoming remarks from Mr. Gregg and Dr.
Kerr, entertainment provided by the Penncrest Choirs and Jazz Band, and a tasty lunch
prepared by RTM food service staff and served by Mrs. Anderson's Foods classes.
Members of the National Honor Society and Lion's Paw Service Society lent their support
to the program.
Senior Prom
The Senior Prom was held this month at the Hyatt at the Bellevue in Philadelphia. The
evening’s theme was You and Me. Over 400 students enjoyed a delicious buffet dinner
and evening of dancing at the elegant venue. This year’s Prom Queen was Kayla
Graves; Wade Phillips was crowned Prom King.
Relay For Life
The third annual American Cancer Society Relay for Life, "ROAR FOR THE CURE" took
place this month at the Penncrest High School Stadium. More than 850 members of the
Rose Tree Media Community registered to walk in this overnight event with each team
committing to have a representative circling the track at all times. Cancer Survivors and
their caregivers participated in an opening lap followed by a reception in their honor. The
Penncrest, Springton Lake, and Indian Lane Choirs added song to the event during the
beautiful Luminary Ceremony in honor of those battling cancer and in memoriam for loved
ones lost.

2010 -11 Budget Update

The reduction in assessments due to tax appeals resulted in a decrease in
assessment value, which resulted in a loss of approximately $1.1 million. The Act
1 Index is 2.90%. The district qualified for an additional 1% increase through the
use of the retirement exception for a total increase of 3.9%, which is the
maximum tax increase the district may enact without going to referendum. The
use of approximately $4.8 million will be used to balance the budget. As of April
13, 2010 the budget was $82,155,197 with a tax increase of 3.71%. As of May
11, 2010 the budget is $81,810,681.
Expenditure increases to the budget include the PSERS retirement rate, health
care benefits, tuitions and debt service. While health care benefits increased, that
increase was less than anticipated due to a change in health care plans. The
change in health care plans is the result of the new RTMEA teacher’s contract.
The reductions in expenditures include the purchase of fewer buses, the
elimination of 2.5 aide positions and the elimination of a .2 special education
position at the ERC. This position will be filled with existing staff.

Penn Fields Plantings

Three proposals were reviewed for additional plantings at Penn Fields. The proposal,
which had the lowest cost, included the planting of 15 Norway spruce trees at a cost not
to exceed $5,000. The trees will be staggered 8 to 10 feet apart among the existing
arborvitae.
If approved, the trees will be planted in the fall. Tom Kelly will prepare an agreement for
review by the board.

Technology Project

Presentation and discussion of proposed new Board Policy 815.1:
“Acceptable use of District Information Technology Policy”
Patti Linden and Mack Johnson presented a new policy to the Board of Directors
for review and discussion. The “Acceptable Use of District Information Technology
Policy” will provide security measures for our Management Systems, namely, the
Student Management System, the Financial Management System, and the
Special Education Management Sys tem. Deployment of this policy is in advance
of a revised “Acceptable Use Policy” that will be presented to the Board of
Directors in the fall. The security measures for this policy are necessary in light of
the “observation” that was cited in our last IT Audit for vendor controls, access
controls, authentication, and accountability. The policy has been submitted to our
Solicitor, Tom Kelly, for review.
Action: This item will be placed on the May Legislative Agenda for first read.
b)
Technology Project
Patti Linden and Ron Harris presented an outline of cost factors for a Capital
Improvements project to upgrade our existing network as well as install a new
telephone system with Voice Over IP. Since the total cost of network infrastructure
replacement for seven buildings is approximately $730,000, Cisco has offered a
true 0% finance option for 5 years. Taking advantage of this option would allow us
to complete the network upgrade with same generation of hardware throughout,
simplify warranty management and maintenance, and reduce installation and
configuration costs. Initial costs of the project would be covered under the
renovation costs for Springton Lake, as would the initial costs of the new
telephone system. All other costs, as outlined in the document presented, would
be covered in a $200,000 budget resource from Fund 22 for the Technology
Department. This Fund 22 allotment has been a traditional budgetary source for
infrastructure equipment for the past several years. The Technology Department
is working with Cisco on final decisions for exact specifications and costs and will
present those to the Board at the next Technology Committee meeting.

The director of management services has the authorization to approve change
orders up to $10,000. Change orders between $10,000 and $20,000 will require
the approval of three board members. These change orders will appear on the

chairperson and board president will be in communication with the director of
management services throughout the project.
c)
Escrow Account
Tom Kelly received Upper Providence Township’s land development and security
agreement on Monday afternoon. He briefly reviewed the documents with the
director of management services on Tuesday afternoon. Additional information
will be forthcoming. An escrow account will be established for the security
agreement.
The next Operations Committee meeting will be on June 8th at 8:30 p.m.

Policy #1052 – Arrest or Vehicle Driving Violation
The committee discussed Policy #1052 – Arrest or Vehicle Driving Violation that
requires employees to report to the district any arrests or charges of a felony or
misdemeanor as well as requiring any employee who drives a district vehicle to
report when he/she receives a traffic citation.
This policy will be discussed with the officers of RTMEA and will be placed
on the agenda of the legislative meeting of the Board of School Directors for a
first reading on May 27, 2010.

An executive session was held to discuss matters of personnel.
The next session of the Personnel Committee will be held at 9 PM on Thursday,

Dr. Bluebello presented the following overnight trip for review:
Penncrest High School Cheerleading Camp – 8/19-22/2010 Pine Forest, Olyphant, PA. The
approximate cost to the district is $450, which covers transportation.
Action: Approval will be on the May 2010 Legislative Agenda.
Chartwells Contract
Dr. Bluebello presented to the Board the draft proposals for the Chartwells Dining Services
Renewal contract for the 2010-11 school year. The Board reviewed additional information from
Chartwells; and Mrs. Eves and Dr. Bluebello provided a year-to-date accounting of revenue and
expenditures for the food services fund. The Board also reviewed current lunch prices and
determined that a $.20 increase for next school year would offset the district’s increased costs
and be profit neutral.
Action: Resolve that the Board approve the renewal contract with Chartwells Dining
Services for the 2010-2011 school year pending contract review by the district solicitor
and PDE.
ERC Program Changes
Dr. DiMarino-Linnen presented an update of the changes in requirements of the Alternative
Education Program. Increases in instructional time and counseling services need to take place.
There also has been a subsequent loss of state grant monies for the alternative education
program.
Dr. DiMarino-Linnen explained in detail the programmatic and staffing changes for the ERC for
next year. The increase in teaching and counseling staff will be budget neutral. Existing staff will
be utilized and cost of services is already in the ERC’s budget.
The next meeting of the Pupil Services committee will be June 3, 2010, at 7:00 pm
at the Education Center.

Update on Keystone Exams
Dr. Taylor shared implementation details and recommendations in regard to the Keystone
Exams, part of Pennsylvania’s new graduation requirements. These exams are two-and-ahalf-hour end-of-course tests which will eventually be given in 10 courses. At some point in
the next few years, they will replace PSSA tests for 11th graders. They go into effect for the
class of 2015, a cohort which will be in 8th grade in 2010-2011. Students in this cohort
must achieve proficiency in Algebra I, Literature, Biology, and Composition in order to
graduate. Keystone Exams will count one third of the grade for a course, whereas
Penncrest’s current final exams count one fifth. Districts will be permitted to develop local
versions for all Keystone Exams except Algebra I, Literature, and Biology, which will be
used to determine AYP under ESEA when the cohort reaches 11th grade. Locally
developed versions need not count one third of the course grade. As part of the
presentation, Dr. Taylor shared a schedule for administration of Keystone Exams from next
year through the 2017 school year, when students must pass Keystones in 6 of the 10
subjects in order to graduate. Dr. Taylor also made three recommendations for
implementation in RTM: that we assess students as soon as they have taken the course,
that we administer the official Keystone versions in only the mandated areas of Algebra I,
Literature, and Biology, and that we administer exams only as required for each cohort.
The first students in RTM to take Keystone Exams will be next year’s 7th and 8th graders
who have completed Algebra I or its equivalent.
Special Education – Extended School Year (ESY) Contracts
Dr. Gilbert and Dr. Barta reported that a number of ESY contracts will be arriving for
eligible students, in accordance with their IEPs. Five contracts have already been received
and were presented for approval from the following providers: Elwyn Therapeutic Summer
Camp, HMS School, Camphill Special School Camp, Child Guidance Resource Centers,
and Easter Seals Camp Dumore.
There was a discussion about the process used last year to ensure that all contracts were
approved in a timely fashion. At the May 2009 Teaching and Learning Committee Meeting,
it was decided that the best way to proceed was to provide a summary of the contracts
rather than present them one at a time, and present each contract for approval at
Legislative meetings as they were received. Dr. Gilbert proposed this same approach for
the 2010 ESY contracts and the Board agreed. A document entitled Extended School Year
Information: Summer 2010, including the names of the providers, the dates of service and
the costs of the programs was presented. It was decided that ESY contracts will be
submitted for approval at Legislative meetings as they are received. Dr. Gilbert will update
the ESY Information listings to indicate the contracts that have been presented.

A resolution for the approval of the contract from the Elwyn Therapeutic Summer
Camp for ESY educational services for four students (JJ, SS, CS, JZ) will be on the
May 27, 2010 Legislative Agenda.
A contract has been presented for a 2010 summer program for 4 students (JJ, SS,
CS, JZ) to attend the Elwyn Therapeutic Summer Camp for children with PDD,
Autism or Asperger’s Syndrome. The agreement is for the period of 7/6/10 to
8/20/10. Services will include those appropriate to meet the therapeutic needs
indicated in the students’ individual educational or treatment plans. The cost is $95
per day for each student, for a total of 34 camper days. This amounts to $3,230.00
per student. In addition, a 1:1 aide will be provided for JJ at a rate of $88.45 per day,
at a total of $3007.30. The total amount of this contract is $15,927.30.
ACTION:

educational services for one student (SW) will be on the May 27, 2010 Legislative
Agenda.
A contract has been presented for a 2010 ESY program for one student (SW) to
attend the HMS School for Children with Cerebral Palsy. The agreement is for the
period of 7/1/10 to 8/12/10. Services will include a program of instruction designed to
meet the goals and objectives detailed in the student’s IEP. The cost is $439 per
diem, for a total of 24 days. The total amount of this contract is $10,536.00.
ACTION:
A resolution for the approval of the contract from the Camphill Special School Camp
for ESY educational services for one student (ER) will be on the May 27, 2010
Legislative Agenda.
A contract has been presented for a 2010 ESY program for one student (ER) to
attend the Camphill Special School Camp. The agreement is for the period of 7/3/10
to 7/31/10. Services will include a program of instruction designed to meet the goals
and objectives detailed in the student’s IEP. The cost is $191.67 per diem, for a total
of 20 days and the residential fee of $112.20 per diem for 28 days, as per the
student’s settlement agreement. The total amount of this contract is $6975.00.

A contract has been presented for a 2010 ESY program for three students (SP, TS,
JF) to attend the Child Guidance Resource Centers. The agreement is for the
period of 6/28/10 to 7/22/10. Services will include a program of instruction designed
to meet the goals and objectives detailed in the students’ IEPs. The cost is $2980.00
per student. The total amount of this contract is $8940.00.
ACTION:
A resolution for the approval of the contract from Easter Seals Camp Dumore for
ESY educational services for one student (AC) will be on the May 27, 2010

A contract has been presented for a 2010 ESY program for one student (AC) to
attend the Easter Seals Camp Dumore. The agreement is for the period of 7/12/10
to 8/13/10. Services will include a program of instruction designed to meet the goals
and objectives detailed in the student’s IEP. The total amount of this contract is
$1625.00.
Update on the AGP Program at Penncrest High School
Dr. Taylor and Dr. Bluebello updated the Board on pending changes to the Penncrest gifted
(AGP) program. Heretofore, the program has been delivered via accelerated and
advanced courses and a pull-out seminar. After more than six months of gathering
suggestions about the future direction of the program, it has been determined to offer the
program as follows:
• Continue the seminar, but make it a scheduled class, instead of a pull out, for 9th
graders in lieu of their two periods of study hall per week.
• Offer independent study projects for 10th, 11th, and 12th graders, under the model for
independent study already in existence at Penncrest. The 10th grade version would
involve several mandatory pull outs, required visits to the AGP advisors, independent
study, and the option of a shadowing experience; it would result in students earning
0.5 credits for approximately 60 hours of work. The 11th and 12th grade version would
not require the mandatory pull outs; it would count as a student’s Graduation Project in
most cases, and it would result in 0.5 credits (for 60 hours) or 1.0 credits (for 120
hours).
• Continue to provide accelerated and advanced coursework in level 1 and AP classes,
with additional opportunities in those classes for gifted students to extend the
curriculum in order to pursue individual areas of interest and/or giftedness further.
Dr. Bluebello also reviewed changes to the law surrounding caseloads for teachers in the
gifted program. The allowable caseload shifts from the current ratio of 75 to 1 down to 65
to 1 on July 1st. There were 169 identified students at PHS this year, but only 83 elected to
participate in the program. The new caseload ratio would allow PHS to serve 52 students
without increasing staff. If there is a need to increase, the administration has already
discussed ways to accomplish it within existing resources. The final count will not be
known until families return their participation forms over the summer.

Chartwells Contract
Resolve, that the Board approve the renewal contract with
Chartwells Dining Services for the 2010–2011 school year pending

The current Chartwells Food Service contract expires June 30, 2010.
The contract allows the school district to renew for the 2010-2011

BE IT FURTHER RESOLVED, that the Board of School Directors of
the Rose Tree Media School District, Delaware County,

The necessary revenue for the same shall be provided by 1/2 of 1%
real estate transfer tax and a $5 per capita tax under both the

Information: Summer 2010, which included a list of
providers, the dates of service and the costs of the
programs, was presented. The parents of DB have
requested a placement for their child in a facility that is not
on the list. While RTM can provide an appropriate ESY
program for this student through a typical referral, a
settlement agreement has been proposed to avoid any
disputes with parents over ESY programing. The amount of
the settlement is comparable to what the district paid for the
student’s ESY program last summer.
b.
Resolve, that the Board approve a settlement agreement
between the parents of TD and RTM for a 2010 ESY
program for the student to attend the Lindamood Bell
Learning Processes Program. Services will include a
program of intense reading support. The agreement is for

Background
During the weeks of November 2nd, November 16th, and
January 25th, Dr. Gilbert apprised the Board of the ongoing
due process and mediation issues between RTM and the
parents of AC. While an initial due process complaint filed by
RTM was withdrawn, a disconnect between parental
requests and demands and our delivery of FAPE have
persisted. Our special education attorney and an attorney for
the parents have been deeply involved in this situation and
recently, a settlement agreement was proposed. Dr. Gilbert
presented the background, rationale and terms of the
settlement agreement for AC in updates during the weeks of
May 10th and 17th. Key points are as follows.
•
Thirty five thousand dollars ($35,000) per year, for
each of three (3) years placed in a trust.
•
The trust can be accessed for prospective tuition as
well as reimbursement for past and future
educational, rehabilitative and consultative services
including past attorneys fees.
•
Waiver for past and waiver for three (3) years
prospectively.
•
Confidentiality terms in Agreement.

1053. Notification of Arrest or Vehicle Driving Violation
1. Purpose
An employee who is arrested or charged with a felony or misdemeanor is required to
notify his or her immediate supervisor as soon as possible but not later than within
72 hours of such arrest or charge. Any employee who drives a District vehicle in the
course of his/her employment with the District that received a traffic citation is to
notify his or her immediate supervisor as soon as possible but not later than within
72 hours of the citation. Failure to report such incidents will result in disciplinary
action up to and including termination.

ROSE TREE MEDIA SCHOOL DISTRICT
2010 Homestead Exclusion Resolution
RESOLVED, by the Board of School Directors of the Rose Tree Media School District, that
homestead exclusion real estate tax assessment reductions are authorized for the school year
beginning July 1, 2010, under the provisions of the Homestead Property Exclusion Program Act
(part of Act 50 of 1998) and the Taxpayer Relief Act (Act 1 of 2006), as follows:
1.
Aggregate amount available for homestead and farmstead real estate tax reduction.
The following amounts are available for homestead and farmstead real estate tax reduction for
the school year beginning July 1, 2010:
a.
Gambling tax funds. The Pennsylvania Department of Education (PDE) has
notified the School District that PDE will pay to the School District during the school year
pursuant to Act 1, 53 P.S. § 6926.505(b), as a property tax reduction allocation funded by
gambling tax funds, the amount of $1,633,150.46.
b.
Other sources. Funds will be available during the school year for real estate
reduction from other sources, namely the undistributed gambling tax funds from 2009, in the
amount of $118.59.
c.
Aggregate amount available. Adding these amounts, the aggregate amount
available during the school year for real estate tax reduction is $1,633,269.05.
2.
Homestead/farmstead numbers. Pursuant to Act 50, 54 Pa. C.S. § 8584(i), and Act 1,
53 P.S. § 6926.341(g)(3), the County has provided the School District with a certified report
listing approved homesteads and approved farmsteads as follows:
a.

Real estate tax reduction calculation. Dividing the paragraph 1(c) aggregate amount
available during the school year for real estate tax reduction of $1,633,269.05 by the paragraph
2(a) number of approved homesteads of 7,921, the maximum real estate tax reduction amount
applicable to each approved homestead is $206.19.

Homestead exclusion calculation. Dividing the paragraph 3 maximum real estate tax
reduction amount of $206.19 by the School District real estate tax rate of 22.2522 mills
(.0222522), the maximum real estate assessed value reduction to be reflected on tax notices as a
homestead exclusion for each approved homestead is $9,266.

Homestead exclusion authorization – July 1 tax bills. The tax notice issued to the
owner of each approved homestead within the School District shall reflect a homestead exclusion
real estate assessed value reduction equal to the lesser of: (a) the County-established assessed
value of the homestead, or (b) the paragraph 4 maximum real estate assessed value reduction of

$9,266.00. For purposes of this Resolution, “approved homestead” shall mean homesteads listed
in the report referred to in paragraph 2 above and received by the School District from the
County Assessment Office on or before May 1 pursuant to Act 1, 53 P.S. § 6926.341(g)(3),
based on homestead applications filed with the County Assessment Office on or before March 1.
This paragraph 5 will apply to tax notices issued based on the initial tax duplicate used in issuing
initial real estate tax notices for the school year, which will be issued on or promptly after July 1,
and will not apply to interim real estate tax bills.

815.1 ACCEPTABLE USE OF DISTRICT INFORMATION TECHNOLOGY
Purpose
The Board of School Directors supports the use and monitoring of the school
district’s Information Technology which includes the Student Management System,
Financial Management System and Special Education Management System. This
policy is applicable to all district management system users and prescribes how data
will be maintained in compliance with applicable federal and state laws. The primary
use of the Rose Tree Media Information Management Systems shall be in support of
education and consistent with the purposes of the school district.
Authority
All school district Information Management Systems shall be retained in accordance
with federal, state, and local law and regulations, as well as, school district policies.
The school district reserves the right to monitor and log Information Management
Systems’ use and to monitor access by school district staff. Use of Information
Management Systems is a privilege, not a right; inappropriate, unauthorized, and
illegal use will result in the cancellation of those privileges.
Definitions
Access – Viewing, editing, printing, downloading, copying, or retrieving data from a
computer, computer system, computer network
Information Management Systems – Includes the Student Management System,
Financial Management System and Special Education Management System
School District Staff – Users who are granted access to Information Management
Systems in Rose Tree Media School District for purposes defined above

and Requirements
The Information Management Systems will be used to support the school district’s
financial and educational needs as they pertain to district students, teachers, and
administrators. Access by school district staff shall be utilized in a manner free from
discrimination, harassment, prejudice, and racism.

Security:
Information Management System user accounts will be provided for approved
personnel only.
Information Management System accounts are to be used only by the authorized
owner of the account for the authorized purpose.
System security is protected through the use of passwords. School district staff will
be responsible for safeguarding passwords and held accountable for the unauthorized
or negligent disclosure of this information.
Upon termination of employment in the Rose Tree Media School District, all access
rights to any Information Management Systems are immediately terminated.
All data accessible via the Rose Tree Media Information Management Systems shall
be district property and shall not be disclosed except for school district purposes
consistent with the objectives of this policy.
Safety:
Diligent efforts must be made to delete all unused reports or obsolete files created
from the Rose Tree Media Information Management Systems.
The school district may terminate the availability of any or all of the Rose Tree
Media Information Management Systems at any time.
Prohibitions:
The Rose Tree Media Information Management Systems will not be used for illegal
activity.
Users shall not intentionally seek information, obtain copies, or modify files without
proper authorization from the Systems Administrator.
Users shall not intentionally seek passwords belonging to other users, or
misrepresent other users on the Rose Tree Media Information Management Systems.
No use of one Rose Tree Media Information Management System shall serve to
disrupt the use of another Rose Tree Media Management System.
Data shall not be destroyed or abused in any way.

Notification
transmitted, received, or contained in the school district’s Information Management
Systems are the school district’s property and are to be used primarily for job-related
purposes. To ensure proper use of the management systems, the school district may
monitor the use of these systems. Such monitoring may include, but not be limited
to, entering a staff member’s data files whenever there is a school district business
need to do so.
Violations,
Limitation of
Liability and
Acknowledgement
Staff that violate this policy are subject to discipline up to and including termination
from employment.
In no event shall the school district be liable to any staff member for any damages,
whether direct, indirect, special, or consequential, arising out of the use of the
accuracy or correctness of data bases or information contained therein or related,
directly or indirectly, to any failure to delay of the school district in providing access
to the Information Management Systems.
