S-10 in the credit amount of $14,960.40, for the deletion of 390
L.F. of athletic field netting at Field No. 1 per Item No. 3 on Bid
Proposal. Change Order Number S-02 $5,329.04 for additional
excavation.

Further resolve, that the Board approve, between meetings of the
School Board, the Board Secretary has authorization to approve
changes orders up to $10,000. Change orders between $10,000
and $50,000 require the approval of the Board President, VicePresident, and Finance Chairman for the period of June 2010
through September 2010 for the Springton Lake Middle School
Project.

Further resolve, that the Board approve an agreement with
Verizon for the relocation and removal of existing fiber and copper
demarcation, due to renovations at the Springton Lake Middle
School in an amount of $40,000.

Further resolve, that the Board approve a proposal from Comcast
to relocate lines at the Springton Lake Middle School at a cost of
$7,888.94.

performance data in the fall in order to determine continued
eligibility for services. The agreement is for the period of July 5,
2010 through August 13, 2010. The cost per student is $4350.00.

Further resolve, that the Board approve the renewal contract with
Interquest Detection Canines of Eastern, PA, for the 2010–

Interquest Detection Canines provide random contraband
searches at Penncrest High School and Springton Lake
Middle School. The cost to the district is the same as last
school year ($225 for 3 hours) and will not exceed
$3,000.00. There will be approximately 10 visits at SLMS
and PHS during the 2010-2011 school year.

SCHOOL REPORT’S – August 2010
GLENWOOD ELEMENTARY SCHOOL
Our Guests From SLMS
Those of us that were here at Glenwood this summer were pleased to host our guests
from Springton Lake. They were wonderful guests and we enjoyed getting to know them
this summer.
Facilities
Our halls are shining and the classrooms are sparkling thanks to our Facility Foreman,
Greg Bost and the custodial crew. Things are shaping up for a great start to the school
year.
Title 1
As you know, Title 1 is a federally funded program designed to help students that
demonstrate a need for additional academic support. These government funds are
granted to the school based on the number of students that qualify for free and reduced
lunch. We are proud to announce Stacy Gallagher as our Title 1 teacher. Mrs. Gallagher
will collaborate with the classroom teachers to provide additional support for students in
grades k – 5. With support from Dr. Gilbert, Maria Kotch, and Patti Linden Mr. Dougherty
has been making all the necessary preparations for the Title 1 program at Glenwood.
INDIAN LANE
Camps
Indian Lane hosted the Middletown Parks and Recreation Camp from mid June to August
6, for more than 50 children each week. The campers participated in sporting events, arts
and crafts projects, and free play. They also took a weekly trip to places such as Lenni
Park, CN Skate Palace, and a bowling alley. Weekly visits by performers also provided a
fun experience for the campers.
We also hosted two sessions of writing camp, sponsored by the Pennsylvania Writing
Project. The week-long camp provides students with the opportunity to improve their
writing abilities in small group settings.

Staff Changes
Staff changes at Indian Lane included moving special education teacher Tracy Hatton to
the Library Media Specialist position, Karen Venuto moving from 5th grade to 4th, Leslie
Valuck moving from 3rd grade to 1st, and transferring 2nd grade teacher Janice Van Ess to
Glenwood. Julia Geisel joined us as our new developmental primary teacher. We also
hired a new .5 kindergarten teacher and a .5 learning support aide.
Two teachers, Jackie Arbutina and Lisa Parkinson, became fellows of the Pennsylvania
Writing Project at West Chester University. The director of the program, Dr. Andrea
Fishman, presented to our faculty on August 30 about how the PSSA writing tests are
scored and what teachers can do to increase our students’ scores on the exams.
New Students
New Indian Lane families will be joining us on August 25th for our New Student
Orientation.
The students and parents will be greeted by our new PTG President,
Rosemary Angelina and our counselor, Jess Hilden. After a review of policies and
procedures, the participants received a tour of the school and participated in a scavenger
hunt throughout the building.
Summer Projects
Indian Lane received new flooring in the stairwells this year. The old flooring was coming
up and was dark in color. The new flooring is a lighter color which will be safer for our
students. We also had the air ducts in the gym replaced by air socks. The old metal duct
work was painted and continually chipped off. The new socks do not need painting and
should prove to be durable for many years to come. Our custodial staff, led by Foreman
Joel Schupp, did a wonderful job of getting our facility ready for teachers, staff and
students.
We are looking forward to another wonderful year at Indian Lane.
MEDIA ELEMENTARY SCHOOL
Preparation for 2010-2011
The motto that we share with the children when they are getting ready to take the PSSA
tests is, “Prior preparation prevents poor performance.” We can certainly apply that to our
summer work. Our maintenance and custodial personnel have done an excellent job of
preparing the building. Our office staff and PTG officers have also worked extremely hard.
Mrs. Kotch called every new family to welcome them and answer their questions in
addition to preparing for the return of our teachers. We are ready!
Administrative Intern
Music teacher, Mrs. Jeanette Verdeur, completed administrative internship hours this
summer. She worked with Mrs. Kotch to refine our schedule, plan staff development,
create a parent survey, plan the calendar, and research co-teaching models. Her
assistance has been much appreciated.

Title 1 Summer School
Our Title I Summer School program was held at Rose Tree this year due to planned
maintenance projects at Media. Miss Elizabeth Coulter directed the program once again.
We were very happy to offer some programming to new kindergarteners.
American Idol Junior
Once again, several Media staff members, including Mrs. Kotch, participated in the
judging of Delco Idol Junior. The Media Theatre is a great neighbor and we are happy to
have the opportunity to assist them.
ROSE TREE ELEMENTARY SCHOOL
PSSA Results
The unofficial PSSA results are impressive. In each grade, 3-5, we had 100% proficient
or advanced in one tested area. Unofficial proficient or advanced results are as follows:

Community Interaction

the day’s events.
Summer Activities
Extended School Year, Title One Summer School, Reading Rockets and the Upper
Providence Summer Programs were all hosted by RTE this summer. All programs ran
smoothly and many children benefited from their summer learning experiences.
Maintenance
Mr. Feltner and his crew are doing a remarkable job preparing the building for students.
Because of all the programs happening in the school, the majority of the summer cleaning
is occurring during the month of August.
Staffing
We are happy to announce the addition of a new staff member, Mr. Anthony Grisillo, who
will be joining us as AGP Teacher. Mrs. Erin Scheivert is moving to Media Elementary’s
gifted program. Mrs. Kelly Buchek is moving to a second grade classroom at Media
Elementary School due to enrollment at our first grade level.
SPRINGTON LAKE MIDDLE SCHOOL
The Springton Lake Summer Staff would like to thank Bill Dougherty, Sue Iannetti, Debbie
DeFronzo, Joan Martin and Greg Bost and his custodial staff for making us feel so
welcome during our time at Glenwood Elementary.

PENNCREST HIGH SCHOOL
Penncrest Pride Mural
This summer, members of Penncrest’s National Art Honor Society completed a mural
measuring 14' x 30' on one wall of the Penncrest High School cafeteria. The mural
expresses many of the activities that take place at Penncrest throughout the school year.
The montage includes Pride Day and Relay for Life as well as various sports, music, and
academic endeavors. The concept was a collaborative effort between the NAHS
members and art teachers Michele Hart and Concetta Mattioni. The original sketch was
drawn out in pencil to scale then uploaded into a computer and projected onto the wall.
Students and teachers traced the image in charcoal then outlined in black paint before
applying color. Approximately 30 students participated in the creation of the mural. In
addition, Penncrest Faculty Cathy Bennett, Michele Hart, Concetta Mattioni, Jody Ruckle
and Springton Lake teachers Nancy Going and Sharon Prior helped to paint the mural.
Penncrest Sports
The PHS Fall Sports season began with our Student-Athlete Orientation earlier this
month. Three hundred, thirty student-athletes arrived to start practice for the Varsity and
JV Volleyball, Field Hockey, Cheerleading, Soccer, Golf, Tennis and Football teams. We
are also looking forward to the start of freshman team practices in September. The
Varsity/JV regular season begins on Friday, September 3!

Christie to provide consultative services needed to complete
ACCESS processing during the 2010-2011 school year. The

reported that contracts for the 2010-2011 school year for
services to students with significant disabilities have been
received. These agreements require timely signatures in
order to ensure that educational services begin on the first
day of the new school year. The aforementioned educational
services are needed to meet the requirement that a
physician reviews IEPs and confirms that the
evaluations and health related services recommended by the
IEP team are both appropriate and medically necessary, as
per ACCESS guidelines. ACCESS, through a partnership
between PDE and the Department of Welfare, is an avenue
for schools to receive federal funding through Medicaid to
support our special education program. The health-related
services provided by our psychologists, nurses, speech
therapists, occupational therapists, physical therapists,
classroom aides, and social worker are eligible for
reimbursement.

The Intermediate Unit will provide educational services as
part of the Be Proud Foundation Day Treatment Program,
including one full time classroom teacher, one full time
teacher assistant, instructional materials, supplies,
supervision and evaluation of teachers, verification of home
district residency and invoicing of home district on behalf of
RTM. Total cost of services will not exceed the budgeted
amount of $198,408.00, to be paid in two installments.
DCIU agrees to provide special education programs and
services for students who reside at Elwyn and receive
services at sites other than the residential facility during the
2010-2011 school year. These students are placed there by
community agencies such as Catholic Social Services, DHS,
and the Delaware County Children and Youth Services
System. The cost of providing these programs and services
is $592,943.00, to be paid in quarterly payments on
September 1, December 1, March 1, and June 1, 2011.

1. Purpose
This policy shall provide for an employee's absence for personal leave when not
otherwise covered by sick leave or disability policies.
2. Authority
The Board has the authority to specify reasonable conditions under which personal
leave may be granted, the type of situations in which such leave will be permitted
and the total number of days which may be used in any school year for personal
leave.
3. Guidelines
The total number of days used for personal necessity leave in any school year may
not exceed the amount specified in the bargaining unit agreement or handbook of
each employee group.
Request for personal necessity leave shall be made in advance to the immediate
supervisor.
Such request shall include a statement as to reasons and necessity for such leave in
accordance with applicable bargaining unit agreement or handbook.
Advance permission is not required in emergency situations.
Personal leave may be taken for the following reasons:
