A.
Essay Contest Winners – Glenwood Elementary School
The Board of School Directors recognized the recipients of the Rose Tree Media
Award. They are Mary Pahides first place winner, Jack Schweitzer, second place
winner, and Abigail Consadene, third place winner. Mary, Jack, and Abigail
entered the American Legion essay contest sponsored by WWII veterans. We are
extremely fortunate and proud to have all of these veterans of The United States
Military with us tonight. Mr. Ollie Armitage, who served in the Navy, partnered with
Glenwood Elementary School to provide fifth grade students the opportunity to
participate in an essay writing contest. The topic for the essay was, “What does it
mean to be an American?” Mr. Armitage explained a little more about the contest
and presented the winners with their awards.

use in Rose Tree Media schools. The renewals listed above represent contracts
that must be approved by the Board. They provide a variety of resources, but fall
in two general categories: resource materials used in the district’s libraries, such as
the Follett library operating system or the Facts on File database, and programs
used explicitly for instruction, such as KidBiz/TeenBiz. Renewals are dependent

Resolve, the Board of School Directors approve the proposal from Bonnett
Associates, Inc., which will provide Architectural and Mechanical
Engineering/Design
Documentation,
Bidding
and

Administration Services for the 2014 Capital Projects. The amount of the
proposal is $45,750 plus reimbursement costs at direct cost for out-ofpocket expenses.

Dental Hygienist Contract
Further resolve, the Board of School Directors approve a contract for
Annette Gallagher to perform the services of a dental hygienist to provide
dental examinations as required by Article 14 of the Public School Code of
1949. The cost of these services is capped at $2,000. Services are
provided to all RTMSD elementary schools, Springton Lake Middle School,
St. Mary Magdalene, Media-Providence Friends, Walden School, and the
Benchmark School.
10.
George Crothers Memorial School Contract
Further resolve, the Board of School Directors approve a contract for a
special education student to receive Extended School Year Services in
accordance with the student’s Individual Education Plan at George Crothers
Memorial School, a specialized school for students with multiple disabilities.
Tuition costs are $3,268 for five weeks during the summer. These services
are required under the Individuals with Disabilities Education Act (IDEA).

Vanguard School Contract
Further resolve, the Board of School Directors approve a contract for a
special education student to attend the Vanguard School from 1/23/14
through the remainder of the 2013-2014 school year. These educational
services are required for implementation of the student’s Individual
Education Plan. The tuition cost is a prorated portion of the annual tuition of
$47,000. These services are required under the Individuals with Disabilities
Education Act (IDEA).

Crozer Keystone Health System Agreement
Further resolve, the Board of School Directors approve an interagency
agreement between the Crozer Keystone Health System and RTMSD to
work cooperatively to meet the needs of referred students and for the
agency and District to have a continuous and effective working relationship.
Crozer-Chester Medical Center provides 24-hour emergency medical and
psychiatric services. Interagency agreements are part of the interagency
collaboration required between the District and agency providers to work in
a cooperative and collaborative manner to support students.

Progress Report on Reading Workshop
Dr. Taylor, Mrs. VanZant, and Mr. Davies gave a progress report on Reading
Workshop, RTM’s new centerpiece of the elementary literacy curriculum. Dr. Taylor
reviewed the philosophy and basic components of the program, as well as the forms of
professional development for the teachers. The teachers shared their perspectives on
the strengths of the program, the challenges in making the transition, and the benefits
for students. Professional development will continue through the end of the year, over
the summer, and into next year.
Proposed Calendar for 2014-2015
Dr. Taylor presented a draft of the proposed calendar for 2014-2015. The calendar
includes known holidays, a starting date for students of September 2, 2014, and an
ending date for students of June 12, 2015. Days for teachers are under negotiations,
and hence are not included in this draft of the proposed calendar.

The member of the public asked how many students were currently in Mr. Davies’ and
Mrs. VanZant’s classes.

2014/2015 Instructional Budget Review
The Instructional program budgets include regular, special, vocational and other
educational programs as well as the Delaware County Community College.
Other Instructional programs include the detention center, which is located within
the District. The District receives reimbursement from sending school districts for
students that are at the detention center. Overall expenditures have increased
by 9.53% mainly due to increases in benefits. A special Legislative meeting will
be held on April 8th at the Education Center to adopt a proposed final budget in
accordance with PDE requirements. The Proposed Final Budget will be available
for public inspection by May 2nd. Public notice to adopt the final budget will be
May 12th and final adoption will be May 22nd. The District is required to adopt a
proposed final budget at least 30 days prior to the adoption of the final budget in
May. Expenditures and revenues will be further reviewed as the Administration
proceeds through the budget process.

Bonnett Associates Security Presentation
Don Bonnett reviewed several security measures centered on access to the
District’s buildings. He identified areas that may be vulnerable to an intruder. He
recommended a three-step process for improving security, which include
engaging a security expert to do a risk assessment, identify security
improvements and develop a unified building security plan. The administration
will research security experts for a proposal for a risk assessment.

G D Houtman & Sons Turf Field Presentation
Gus Houtman gave a presentation on the installation of a turf field for the stadium
at Penncrest, which also includes the replacement of the current track. The
current track was installed approximately 14 years ago and is in need of
replacement due to its age. The new field will be used for football, lacrosse,
field hockey and soccer. Permitting, bid plans and documents preparation will
take approximately 9 months to complete.
The cost of the project is
approximately $2 million. The administration will explore funding for the
project.

Capital Project Updates
A Demand Response program provides the opportunity for the district to receive
funds for reducing its energy consumption during peak energy periods. Energy
Connect, Inc. provides a program that will assist the District in efficiently
reducing its energy load at Penncrest and Springton Lake during those peak
energy consumption days. The Committee reviewed the Energy Connect, Inc.
program.
Action: A resolution for this item will be placed on the March 27, Legislative
agenda for a vote of the Board.
Bid specs for the new CNG buses have been prepared and are being reviewed
by Tom Kelly. Bids will be advertised in late March with an award date in April.
Specs for the retro fits buses are in the process of being finalized.

2014/2015 Capital Projects Review
Operations Committee chairperson Liz Schneider had taken a tour of District
buildings to review capital project needs that are on the 14/15 Capital Projects
list. Many items on the list are related to health and safety. The Committee
reviewed items on the Capital Projects list and agreed to move forward with
going out to bid for those items. The total cost of those items is approximately
$675,000.

Simon Youth Academy Update
The lease for the SYA at the Granite Run Mall expires June 30, 2014. The
Administration has been exploring other locations for the program. Other
locations include Delaware County Community College, Delaware County
Intermediate Unit, Penn State Brandywine, Springfield Mall, Fellowship House,
the District’s print shop, Education Center and Penncrest High School.

Overnight Field Trips
A request for an overnight field trip has been submitted for the Envirothon Team to
compete at the State competition at Susquehanna University and Montour Preserve from
May 20, 2014 to May 22, 2014. Five students will be attending. Transportation costs are
approximately $400, lodging costs are approximately $750, and substitute costs are $612.
The District is paying expenses.
Action: The committee agreed to place a resolution for this item on the March 27,
Legislative agenda for a vote of the Board.

Special Education Plan
The Pennsylvania Department of Education requires school districts to submit a
comprehensive plan and description of the District’ special education services and
processes. A draft of the Special Education Plan for 2014-2017 has been prepared. PDE
requires that the Plan be posted for 30 days for public comment prior to its submission to
PDE.
Action: The Special Education Plan was posted to the District homepage and Special
Education homepage on the District’s website on March 12, 2014. It will remain posted for
30 days for public comment.
Psychology Intern
A proposal to allow for the contracting of a psychology intern for the 2014-2015 school
year has been submitted. The intern would be in the final year of his/her program, having
completed all course work as well as previous clinical rotations. The intern would work 40
hours a week for 40 weeks providing psychoeducational testing and short-term
counseling services under the supervision of the District’s school psychologists for the
reimbursement of $9,000.
Action: The committee agreed to place a resolution for this item on the April 24,
Legislative agenda. The District will move forward with interviews for the intern position

programs for students with disabilities who require specific interventions to address
behaviors that interfere with learning.
Students with disabilities who violate the Code of Student Conduct, or engage in
inappropriate behavior, disruptive or prohibited activities and/or actions injurious to
themselves or others, which would typically result in corrective action or discipline
of students without disabilities, shall be disciplined in accordance with state and
federal laws and regulations and Board policy and, if applicable, their Individualized
Education Program (IEP) and Behavior Support Plan.
Students with disabilities - school-aged children within the jurisdiction of the
district who have been evaluated and found to have one or more disabilities as
defined by law, and who require, because of such disabilities, special education and
related services.

Individualized Education Program (IEP); any impartial due process hearing relating
to the identification, evaluation, educational placement, or the provision of a free and
appropriate public education (FAPE) to a student; a hearing related to the discipline

may also request a special education due process hearing.

request for a hearing.

The district shall give the parent/guardian reasonable advanced written notice of

The hearing may be conducted by any individual, including a district official,
who does not have a direct interest in the outcome of the hearing.
4.
The district shall give the parent/guardian a full and fair opportunity to present
relevant evidence. The parent/guardian may, at his/her own expense, be assisted
or represented by one (1) or more individuals of his/her choice, including an
attorney.
5.
The district shall inform parents/guardians of its decision in writing within a
reasonable period of time after the hearing.
6.
The decision must be based solely on the evidence presented at the hearing, and
must include a summary of the evidence and the reasons for the decision.

place in the student’s records a statement commenting on the information and/or
providing any reasons for disagreeing with the district’s decision.
Any explanation placed in the student’s records shall be:
1.
Maintained by the district as part of the student’s records as long as the record
or contested portion is maintained by the district; and
2.
Included with the record or contested portion if the record or contested portion
are disclosed to any party.
Storage, Retention And Destruction Of Information

138. LIMITED ENGLISH PROFICIENCY PROGRAM
1. Purpose
In accordance with the Board's philosophy to provide a quality educational program
to all students, the district shall provide an appropriate planned instructional program
for identified students whose dominant language is not English. The goal of the
program shall be to increase the English language proficiency of eligible students so
that they can attain the academic standards adopted by the Board and achieve
academic success. Students who have Limited English Proficiency (LEP) will be
identified, assessed and provided appropriate services.

dependency or guardianship or a sworn statement of full residential support be
filed with the Board Secretary before an eligible nonresident student may be
accepted as a student in district schools. The Board may require a resident to
submit additional, reasonable information to substantiate a sworn statement, in
accordance with guidelines issued by the Department of Education.

The Board reserves the right to verify claims of residency, dependency and
guardianship and to remove from school attendance a nonresident student
whose claim is invalid.

to be false, the student shall be removed from school after notice is given of an
opportunity to appeal the student's removal, in accordance with Board policy.
The Board shall not be responsible for transportation to or from school for any

A child who is living in or assigned to a facility or institution for the care or
training of children that is located within this district is not a legal resident of the
district by such placement; but s/he shall be admitted to district schools, and a
charge shall be made for tuition in accordance with law.
Future/Former Residents
Students moving into, or leaving the district may be permitted up to a 40-day
tuition-free period of school attendance while not residing in the school district.
Granting such shall be upon the request of the parents/guardians and at the
discretion of the Superintendent.
A student who has completed the eleventh (11th) grade in district schools and
whose family is planning to move during his/her senior year may continue his/her
education within the district schools under the following conditions:
1. That the student has completed the eleventh (11th) grade within the Rose Tree
Media School District as a resident student.
2. That the usual forty (40) days of free tuition be allowed at the end of the first
semester, if the student leaves the school during the first semester and ceases to
be a district student.
3. That upon recommendation of the Superintendent, the student be allowed to
remain for one (1) year to complete grade twelve (12), and that the last semester
ninety (90) days be tuition-free.
4. That any tuition due on the first semester be paid monthly at the current rate in
advance, at the beginning of the nonresidency.
Children Of Nonresident Staff Members
Attendance exceptions for children of nonresident staff members will not be granted.
Out-Of-State Students
Enrollment of any out-of-state student in a school district program shall be
conditioned upon a guarantee, or actual advance receipt, from the student's home
state or out-of-state school district, or from the out-of-state party or agency which

photograph; date and place of birth; major field of study; grade level;
enrollment status; dates of attendance; participation in officially recognized
school activities and sports; weight and height of members of athletic teams;
degrees, honors and awards received; and the most recent educational agency

Directory information does not include a student's Social Security Number; or
student identification (ID) number, except that directory information may
include a student ID number, user ID, or other unique personal identifier

conjunction with one or more factors that authenticate the user's identity, such
