PROPOSALS Sealed envelope clearly marked “North Penn School District – Environmental Services” containing the proposal must be submitted no later than Tuesday, October 20, 2015. Interviews may be conducted by the Owner. At the Owner’s discretion, additional information may also be requested. The minimum scope of services desired is defined in this Request for Proposal (RFP). The Owner shall have the right to modify this scope, as it deems necessary. The terms of the Agreement between Owner and Professional shall be subject to review and modification by the Owner’s Solicitor. North Penn School District is seeking a consultant capable of managing all phases of environmental risk encountered in the District. B. Contract Term The contract term for the Environmental Services will commence on November 1, 2015 and extend through June 30, 2018. C. AHERA Management Plan According to EPA 40 CFR Part 763, a school district must “designate” a person to ensure that requirements under this section are properly implemented. Environmental Consultant is to provide the name, qualifications and certifications of the AHERA “Designated Person” to act as “LEA’s (Local Education Authority) Designated Person and Environmental Consultant. The Designated Person’s responsibilities include: • Provide Three (3) Year Re-inspections in March 2016. Page 2 of 6 • • • • Periodic six (6) month re-inspection support of all friable and non-friable asbestos contained building material (ACBM) in all applicable school district facilities. North Penn will perform the inspections supported by the Environmental Consultant. Provide two (2) hour awareness training for all applicable maintenance, custodial, and security personnel. Audit AHERA record keeping activities within the school district facilities. Ensure that each facility’s management plan is available for review by all parents, teachers, and employee organizations. All items above will be logged into the management plan by an accredited inspector on a time and material basis. D. The diesel tanks do require testing and the operator’s training. • • Provide “Class C” annual operator training to the staff. Provide required testing of the tanks as required. E. Right To Know (RTK) Law Pennsylvania Act 159 of 1984 • • Provide an inventory of the available chemicals in the High School, Alternative School, (3) Middle Schools, (13) Elementary Schools, Administration Building and Facilities Department. Science Department is not included with this RFP and has been updated. Page 3 of 6 • North Penn currently utilizes an online program to manage our chemical inventory and MSDS sheets. The service is called MSDS Online. Once the inventory is completed confirm that MSDS Online is up to date. • Generate Material Safety Data Sheets (MSDS) for chemicals inventoried in each department to include Custodial, Kitchen, Art, Pool, Wood/Metal Shops and create HSSF forms relating to that inventory for each independent department. • Produce and deliver (2) two alphabetized MSDS books for each department (1) one original for the main office and (1) one department copy, an alphabetical inventory list of each of your custodial closets including their contents and MSDS sheets, and (1) one “master” flash drive which will contain the full list of each department index, HSSF, MSDS and closet location where applicable. The flash drive is downloadable to our computer/laptop so building contents are accessible. Also included is (1) one additional flash drive to be inserted into the “knox box” for each school • Should there be no changes in the coming years, update the information on the supplied flash drive each year by April 1 to reflect the current date and inventory. • Provide annual Right to Know F. Indoor Air Quality On an as needed basis the Environmental consultant may be asked to provide support and testing for indoor air quality and environmental concerns such as: • • • • Mold Lead Radon PCB G. Staff Training The environmental services consultant shall provide training to the entire staff in two training sessions. The sessions will be conducted on two different in-service days during the course of the year and include the entire Facilities and Security staff (approximately 145 staff members). The training shall include the following topics: • AHERA Asbestos Management • Right to Know , MSDS and GHS • Bloodbourne Pathogens Page 4 of 6 H. Project Support North Penn has been renovating its buildings 1 per year for the past decade as part of a capital improvement plan. Each project has an environmental component to it. In addition to capital renovation projects, North Penn typically performs flooring replacement on an annual basis. • Provide inspections and sampling to confirm the types of materials that need to be removed or abated. • Provide reports to be included in the construction specifications including: o Asbestos o Lead o Mold o UST closure and removal • Coordinate all work with the architect and engineers working on the project. • Develop specifications that would be publically bid to perform all remediations. • Provide project management during the remediation. • Provide final documents as required. I.
