RiverviewSchoolDistrictComprehensiveReviewRegardingFacilityUse May26,2014 Duringthepastseveralmonths,internal(district)andexternal(surroundingdistrict) researchwasconductedconcerningtheuseofdistrictfacilitiesforstudents,staff,parents, andcommunityorganizations.Researchincluded: 1. Completingcomprehensiveresearchinsurroundingdistrictsandsharingresults withtheSchoolBoardduringaWorkStudyconductedonMarch11th.The superintendentelicitedSchoolBoardinputforfurtherin‐districtanalysisand researchwithagoalofmakingrecommendationsconcerningfacilityuse,fees,and communicationmovingforward; 2. Conductingresearchin‐districtonidentifyingwhatgroupsrentindoorfacilitiesand outdoorfieldsbeforeschool,afterschool,andonweekends; 3. Conductingresearchin‐districtonthehoursgroupsrentindoorfacilitiesand outdoorfieldsbeforeschool,afterschool,andonweekends; 4. Determiningwhatstudentgroupsuseindoorandoutdoorfacilitiesbeforeschool, afterschool,andonweekends; 5. Conductingresearchonhowmanyhoursstudentsuseindoorandoutdoorfacilities beforeschool,afterschool,andonweekends; 6. Competinganassessmentoniffacilitiesandfieldsareavailabletointerestedrental groups; 7. ReviewingcurrentprotocolforrentingtheESCAssemblyHallandmakingdecisions onfutureuse,purpose,hours,andparametersbasedonthereview; 8. Evaluatingthefeestructureforallfacilityrentalsandmakingarequesttothe SchoolBoardtoapproveanyrecommendedchanges; 9. Analyzingifbuildingadditionalgymspaceonschoolpropertyisapossibilityand,if so,underwhatconditions;and 10. Reviewingcommunicationofinformationconcerningfacilityuseandinitiating changesbasedonthereview. Comprehensiveresearchwascompletedinsurroundingschooldistricts. Feesforfacilityuseweresimilarinalmosteveryfeecategory.Accesstofacilities bothintermsofhoursanduseoffields,classrooms,furniture,tables,chairs, equipment,etc.wassimilartotheaverageofdistrictssurveyed. Results/Conclusion:Feesshouldremainthesameexcepttheinitialfacilityuse processingfeeandthehourlycustodialrate.Theinitialfacilityusefeeshouldbe loweredfrom$25to$15perapplication.Thehourlycustodialfee,whenapplicable, shouldbeincreasedby$2perhourtomatchdistrictcustodialsalaries. Researchwascompletedin‐districtonwhatexternalgroupsarerentingindoor facilitiesandoutdoorfieldsbeforeschool,afterschool,andonweekends. Results/Conclusion:Forareliableandvalidsamplesize,theentirefirstsemester ofthe2013‐2014schoolyearwasusedtostudydistrict‐wideindoorandoutdoor facilityuse.Facilitieswereconsistentlyusedbycommunitygroupsorindividualsas earlyas6:00a.m.andaslateas11:00p.m.Thetotaldistrict‐widehoursfor Community/Privatefunctionswas1,295hoursforindoorbuildingfacilityuseand 246hoursforoutdoorfacilityuseaccountingfor1,541totalhours.Thetotal district‐widehoursforSchoolDistrictfunctionswas2,310hoursforindoorbuilding facilityuseand500hoursofoutdoorfacilityuseaccountingfor2,810totalhours. Results/Conclusion:TheRiverviewEducationalServiceCenterAssemblyHallhas becomeaschooldistrictandcommunityhubforawidevarietyofevents.Hoursof usagebeforeorafterbusinesshoursoronweekendsforfirstsemesterofthe currentschoolyearinclude175hoursforSchoolDistrictfunctionsand167hours forCommunity/Privatefunctions. ThetypicaltypesofSchoolDistrictandCommunity/Privatefunctionsfollow: SchoolDistrict:CedarcrestHighSchool(CHS)DrillTeamPractices,Districtand RegionalTraining,ProfessionalDevelopmentandCommittees,CHSAPTesting, SpecialEventsincludingStudentSocialEventsandDances,ArtExpositions,Band andChoirConcerts,DramaProductionsandDinnerTheater,Multi‐DistrictStudent ConventionsandJobFairs. CommunityandPrivate:ReceptionsincludingWeddingsandMemorials(Notethat perstatelaw,alcoholisnotallowedondistrictpropertyatanytime),PrivateSchool Events,CityUse,CommunityEventsandCelebrations,ServiceClubMeetings, Concerts,Theater,Gymnastics,Judo,LawEnforcementand/orFireDepartment Training. WhentheEducationalServiceCenterwaspurchasedandpriortooccupyingthe facility,whatisnowknownastheAssemblyHallwasreferredtoasaGymfora shortperiodoftimewhilethedistrictreviewedpotentialschoolandcommunityuse ofthefacility.Wehavecometolearnthatthislabelcreatedsomeconfusionwith patronspriortoopeningthebuilding.Thefacilityhasbeenreferredtoasthe AssemblyHallsinceoccupancy.Thisdescribestheprimarypurposeofthefacility, “aplacewherepeoplecancongregate;averylargeroomusedtoholdpublic meetings,tostageshows,etc.;averylargeroominaschoolfacilitythatisusedfor regularmeetingsofstudentsandstaff.” TheAssemblyHallhoursofpotentialuseforcommunityandprivategroupswill occuroutsideofbusinesshours,beginningat5:00p.m.onweekdays,withweekend availabilityatallhours.SchooleventssuchasDrillTeamPracticeswillalwaysbe prioritizedforfacilityuseperthedistrictfacilityusepolicy.Businesshoursatthe EducationalServiceCenteroccurfrom8:00a.m.until4:30p.m.withahalf‐hour neededattheendoftheworkdayfortransitionandpreparationforpotential communityuse. Thefacilitycanbeusedforavarietyofevents,meetings,shows,fairs,plays, concerts,celebrations,weddings,workshops,memorials,receptions,andother events.Ballsportsoranysportsinvolvingthrowingorswingingsolidobjectswill notbeallowedinthefacilityforavarietyofreasonsincluding: Expenseoftransitioningthefacilityforspecificuse Abilitytoscheduleeventsinthefacilitysodistrict‐widegymsusecanbe prioritizedandmaximizedforsportsuse Damagingthefacilityandequipment Riskofinjury Insuranceandliabilityissuesidentifiedthroughanindependentrisk assessment However,therearemanyathleticusesthefacilitycananddoesaccommodate, includingbasicdanceandballet,aerobics,jumprope,martialarts,drillteam, tumblinggymnastics,trainingexercises,etc. Ananalysiswasconductedonthecurrentneedforgymspaceexpansioninthe RiverviewSchoolDistrict. Results/Conclusion:Inevaluatingifcurrentfacilitiesaremeetingdistrictand publicneeds,theconclusionisthatfacilitiesaremeetingtheneeds.Besidesgroups notgettingpreferredtimesandpreferredfacilitylocations,toourknowledge,all groupsneedinggymortimehavebeenaccommodatedunderdistrictpolicy. AnanalysiswasconductedonthefutureofgymspaceexpansionintheRiverview SchoolDistrict. Results/Conclusion:Currentlythereisnoplanintheshort‐termfuture(1‐2years) toputabondmeasureouttovotersforapprovalofthebuildingofadditional facilities,includinggymnasiumspaceintheRiverviewSchoolDistrict.Thedistrict willcontinuetomonitorandprojectstudentgrowthandplanforfacilityexpansion accordinglythroughthedistrict’ssix‐yearcapitalfacilitiesplanthatisupdatedona yearlybasis. Areviewwascompletedregardingcommunicationandaccessofinformation concerningfacilityuse. Results/Conclusion:Generally,communicationhasgonewellwithourfacility rentals.Thedistricthasreceivedconsistentpositivefeedbackfromcommunity usersonresponsetime,respectfulcommunication,andflexibility.Thedistrictmade avarietyofimprovementsthisyear,includingstandardizingandexpanding elementaryfacilityuseeveninghouravailabilitydistrict‐wide.Inaddition,the districtaddedaccesstotheCedarcrestHighSchoolBattingCagesforcommunity use.Additionalimprovementstobeimplementedforthe2014‐2015schoolyear includethefollowing: Clearercommunicationofinformationaboutwhotocontactforwhat concerningfacilityuseonthedistrictwebsite. Clearercommunicationaboutwhenfacilitiesareavailableforcommunityuse willbepostedonthedistrictwebsite. Closermonitoringoffacilityuserstoensurethattheyareusingthefacilities theyhavereservedtoensuremaximumavailability. IncorporatingtheUtilitySurchargeFeeintothetotalfeetoavoidconfusion. RemovingtheDamageDepositFeefromtheEducationalServiceCenter AssemblyHallfeestomaketheprocessmoreefficientforusers.Instead,any damagechargeswillbeassessedsubsequenttofacilityuse. UpdatingandsimplifyingFacilityUseFeeSchedulesandFacilityUseForms.
