Global Infrastructure Overview - Moderator: Eliot Kalter, The Fletcher School
Panelists will present an overview of the current investment climate, bringing regional and sector
perspectives, and identify key areas of current investment opportunities. Discussion will focus on
infrastructure investment in emerging markets; sources of funding for sovereign funds investing in
infrastructure; prospects for continued financing availability; and, the tensions of investing domestically vs.
outbound infrastructure investment. The panel will also address infrastructure capital flows to emerging
markets, identify possible criteria for choosing infrastructure investments and provide as an overview of
co-financing opportunities.

How do emerging market infrastructure deals originate and take shape? What are the respective and joint
roles of local governments, multi-laterals, and the private sector in the process? This panel will examine
infrastructure investment in emerging economies from origination to financing. It will explore themes from
innovative investment structures to patterns of partnering and co-investment. Panelists will discuss the
distinct barriers and risks to organizing investment in scale, as well as some creative solutions and workarounds to facilitate the investment process. Externalities, and other unintended consequences - both
negative and positive - will also be considered.

As sovereign and other long term investors contemplate investment in emerging markets, they inevitably
need to consider the appropriate transaction structure for each investment: Auction/tender or bilateral
negotiation? Solo or joint venture, and if the latter, with what joint venture partner? Public-private
partnership? Equity investment or debt? Panelists will address the factors that inform the choice of
transaction structure, including political risk and other political considerations, externalities, and the unique
issues influencing transaction structures in emerging markets.
