Distribution of supplements is made to holders of the respective directive title, and is made both electronically and in paper copy format. a. Electronic. Supplements shall be distributed electronically only for Manual titles (FSM) and for any Forest Service Handbook that has been converted to an electronic format and which is distributed electronically from the Washington Office level. b. Paper Copy. Supplements shall be distributed in paper copy format when they are issued to any Forest Service Handbook that has not been converted to the electronic format at the Washington Office level, or when special size and special printing is required. For example, an oversized exhibit within a section that requires reduction to fit the stand 8 1/2 x 11" paper size. Also, for paper copy distribution, specific numbers of copies are distributed to a particular holder. For example, if Personnel Management maintains two sets of FSH 6109.31, they will receive two copies of all supplements to that title.
