1 Resolution 22 of WTSA-2000 gives inter-alia the authorization to TSAG
(Telecommunication Standardization Advisory Group) to act between WTSAs in restructuring and establishing ITU-T Study Groups and assigning Chairmen and vice-Chairmen to act until the next
WTSA in response to changes in the telecommunication market.
2 TSAG at its first meeting (Geneva, 19-23 March 2001) agreed on the following:
2.1
Approve the merger of Study Groups 7 and 10 into a single Study Group 17 entitled “Data
Networks and Telecommunication Software” with all the Questions and Recommendations of the two Study Groups intact and unchanged (see Annex 1 ).
2.2
Approve the following “General Areas of Study” for the new Study Group 17 which is the combination of the mandate of the two Study Groups (as currently stated in Resolution 2) as follows:
“Responsible for studies related to:
Data communication networks,
Application of Open System Communications, including networking, directory and security,
Technical languages and methods for their usage,
Software aspects of telecommunication systems.”

2.3
Approve that the new Study Group 17 will be the Lead Study Group (unchanged with respect to those specified for Study Groups 7 and 10 specified in Resolution 2) on a) Frame Relay b) Communication System Security and c) Languages and Description Techniques
2.4
Approve the following appointments a) The existing Chairmen of Study Group 7 and 10 will be the co-chairmen of Study Group 17 b) All Vice-Chairmen of Study Group 7 and 10 will be the Vice-Chairmen of Study Group 17
2.5
Approve that the merger of the Study Groups into the new Study Group 17 will come into effect on 17 September 2001 and instruct the Study Groups 7 and 10 to ensure a smooth merger.
3. The database of ITU-T for Study Group 17 will be initially constituted with the merging of the database for Study Groups 7 and 10.
