Study Group 3 Questionnaire on accounting rate
shares/settlement rates for the international automatic
telephone service
Dear Sir/Madam,

In order to monitor the movement of accounting rates over time, six studies were carried
out from 1992; they produced significant results, and were found by Study Group 3 to be extremely
useful.

In accordance with Recommendation D.140, Annex B, paragraph B.2, Study Group 3
requested the TSB to continue the study by sending out another questionnaire in order to collect
information for the reference date 1 January 2001.

Recommendation D.140 sets out several principles, recommending in particular "that
information relative to accounting rates for the international automatic telephone service should be
made available on a voluntary basis to the Director of the TSB in an aggregated format, in
accordance with the guidelines set out in Annex B, to assist ITU-T studies into accounting rate
movements".

Annex B to Recommendation D.140 is reproduced as an attachment to this Circular.

The information provided to the TSB will remain confidential. The replies received will be
treated in such a way that your Administration/ROA's name or number of relations do not appear in
the final presentation format. The replies will be summarized by the TSB and a copy will be sent to
all Administrations/ROAs which have replied to the questionnaire.

by the TSB. Explanations for their completion are given as footnotes to the tables. Information
required should refer to 1 January 2000 and 1 January 2001.

Guidelines regarding the provision of information relating
to accounting rates for the international
automatic telephone service
B.1
Information relating to accounting rates for the international automatic telephone
accounting rates will be requested from Administrations by means of a circular-letter sent by the
TSB Director.
B.2
Administrations should provide on a voluntary basis the information requested to the TSB
Director in the format in Appendix 1 for the reference dates January 1988 and 1992. The same
information will subsequently be requested on an annual basis.
Note 1: In this Recommendation, the expression "Administration" is used for conciseness to
indicate both a telecommunication Administration and a recognized operating agency.

Only standard rates should be taken into account. Where off peak rates apply in a particular relation, these should be
ignored for the purpose of this Questionnaire.

For 2000, count the number of relations which have accounting rate shares/settlement rates less than 0.249 SDRs,
then count the number of relations which have accounting rate shares/settlement rates between 0.250 and 0.374 SDRs etc.
Divide each number obtained by the total number of relations in 2000 and put the results in the above table.

Repeat the same exercise for year 2001.
