CONFERENCE INFORMATION
The 2008 Conference on Electrical Insulation and Dielectric Phenomena (CEIDP) is sponsored by the IEEE
Dielectrics and Electrical Insulation Society to provide an international forum for the discussion of current research
on electrical insulation, dielectric phenomena and related topics. The conference provides an opportunity for
specialists from around the world to meet and to discuss ongoing research. Topics of interest to the Conference
include: aging; biodielectrics; outdoor insulation; surface flashover; polarization phenomena; measurement
techniques; partial discharge measurements; nanodielectrics; flow electrification; charge storage and transport;
electrohydrodynamics; high-field effects; charge and field mapping; treeing; prebreakdown and breakdown in solids,
liquids, gases, and vacuum.
THE WHITEHEAD LECTURE
The Whitehead Memorial Lecture is named in honor of Dr. John Boswell Whitehead, a pioneer in electrical
insulation and dielectrics and a long-time contributor to the CEIDP. The Conference opens each year with the
Lecture and it is the keynote session of the Conference. The 2008 Whitehead Memorial Lecture will be given by
Dr. Soli S. Bamji on a topic entitled, “Luminescence and Space Charge Phenomena in Polymeric Dielectrics”.
Dr. Soli S. Bamji is a Principal Research Scientist at the National Research Council (NRC) of Canada. He
received his Ph.D. in physics from the Virginia State University in USA and pursued a Post Doctoral Fellowship
at the Department of National Defense in Quebec, Canada before joining NRC. He is a Fellow of the IEEE and
his research interests include aging mechanisms of insulation used in power devices and, diagnostic techniques
to assess the operating conditions of dielectric materials in service.

The Conference registration includes: one copy of the 2008 Annual Report in the form of a CD-ROM, Refreshments
during coffee breaks, Reception, and Admission to the social hour and banquet.
Extra banquet tickets may be purchased for spouses and guests.
All fees are due at registration. Payment may be made by check, money order, credit card, or wire transfer. The
following credit cards are accepted: American Express, MasterCard, Visa, and Diners Club. All payments are in US
dollars. Checks and money orders drawn on or payable through US banks are accepted. Make checks and money

Registration fees are nonrefundable after September 15, 2008. There is a $75 nonrefundable fee for cancellations
received before September 15, 2008.
Authors are required to pay a publication deposit of $250 for EACH paper up to 2 papers or the registration fee of
$595.00. Payment of the deposit is necessary for uploading papers. The publication deposit is credited to the
Conference Registration fee, with the balance of the registration fee due by 15 September, 2008. The publication
deposit is nonrefundable.

there are luxury rooms available at $155.00 CND per day, for a total of $180.20 CND after taxes. The

VISITOR ATTRACTIONS AND SPOUSE/GUEST PROGRAMS

TRAVEL
For those who arrive directly at the Jean-Lesage Airport in Quebec City, other than renting a car, the only means of
transportation is taxi at a fixed rate of $32.50 CND to the Hotel Delta area. It is also possible to rent a car at the
airport.
For those arriving at the Montreal-Trudeau Airport in Montreal, the distance to Quebec City is ~300 kms. Besides
renting a car, it is also possible to cover that distance by bus. For bus service, case one would first take a taxi-cab to
the Berry Bus Station (about $35 CND) for boarding a bus to Quebec City. Buses run roughly every two hours, with
the one-way cost being $52 CND. Upon arriving in Quebec, they may take a taxi for a short drive to Hotel Delta.
AUTHOR SUPPORT
The CEIDP is able to provide limited support to authors. Inquiries should be sent to Huseyin R. Hiziroglu the
Conference Chair, by July 31, 2008.
STUDENT SUPPORT
The CEIDP provides a limited number of stipends in the amount of US $300 to full-time students to encourage their
participation in the Conference. The stipend is contingent upon the following conditions: 1) the student must be an
author or coauthor of a paper accepted for presentation at the Conference, and 2) the student must present or copresent the paper at the Conference. The CEIDP reserves the right to limit the number of student stipends allocated
to a single research group or institution. To apply for a student stipend, the following information should be sent by
e-mail message to Huseyin R. Hiziroglu, the Conference Chair, by June 30, 2008:

Stipend applications received by June 30, 2008 will be notified on or about July 31, 2008. Stipend applications
received after June 30 will be handled a on first come basis if funds are available. Late applicants will be notified
within a month of the receipt of their requests. The stipends will be awarded on the last day of the Conference. For
