Fire Evacuation
Procedures for
256, Gray’s Inn Road,
London, WC1X 8LD
These procedures must be given to, and read by, all staff, students and visitors attending the
premises at 256, Gray’s Inn Road. The procedures should be displayed on departmental
notice boards.

FIRE ALARM SYSTEM.
General Information.
The EASTMAN site is equipped with a comprehensive modern automatic fire alarm system, which is
designed to detect smoke and heat from any fire outbreak.
The alarm system may be triggered by operating a "break glass" fire alarm point, or an automatic
smoke or heat detector operating.
In addition, any suspicious or indeed positive signs of fire, the fire control team may be alerted by
telephoning on any Eastman telephone, extension 2222 and speak directly to security or receptionists
at the help desk.
The site is split into four separate fire alarm blocks: Block 1. Royal Free Building, -- Alexandra, Sussex, Victoria Wings.
Block 2. Levy Wing.
Block 3. Eastman Dental Hospital.
Block 4. New Wing -- Centre Block
Two possible alarms signals may be given: 1. Intermittent Bell meaning Standby.
2. Continuous Bell meaning Evacuate the building at once.
There is a choice of three separate assembly points to attend on evacuation: Assembly Point 1. Rear Levy. New Car Park Area, opposite supplies delivery
entrance.
Assembly Point 2. Ampton Street by the Calthorp Project.
Assembly Point 3. Corner of Wren Street and Gray’s Inn Road.
Between 0900 Hrs and 1700 Hrs Monday to Friday.
Any activation of the fire alarm system between these hours, the alarm system will
go into standby mode (intermittent bells). If the cause is not established within 3 minutes the system
will automatically go into continuous ringing mode indicating that the site is to be evacuated
immediately.
Between 1700 Hrs and 0900 Hrs (out of hours) during the week and 24 hours a day on
Saturdays and Sundays.
Any activation of the alarm system during these times will cause the continuous bell
mode, indicating immediate evacuation.
The fire alarm system is connected and monitored by a company called Red Care, who on any
alarm mode will automatically call and ask the fire brigade to attend site.
NOTE: In the event of positive signs of fire, the Fire Brigade can also be contacted directly by dialing
9 followed by 999 from all phones on site. Be sure to operate a local “Break Glass” to alert colleagues.

INFORMATION FOR STAFF AND STUDENTS.
If you discover a fire or are suspicion of fire.
Upon discovering fire or becoming suspicious of fire you have a duty to alert your colleagues
in order to maintain their safety.
If you are suspicious of fire or a potential fire hazard contact the Help Desk / Security,
on any internal Eastman telephone, by dialing extension 2222.
If you discover a fire immediately activate the fire alarm by breaking the glass on the fire
alarm. Then dial 2222 on the nearest internal phone and give your location to the Fire Control
Team. The Fire Brigade can also be contacted directly by dialing 9 followed by 999 from all
phones on site.
If you have received training try to extinguish the fire with appliances provided, but without
taking personal risks. Do not use water on an electrical fire.
On hearing an Intermittent bell ringing (standby fire alarm).
An intermittent bell indicates the possibility of a fire or hazard, which is under investigation by
the fire team. Staff, students and visitors should prepare for the possibility of needing to
evacuate the building.
Close windows and doors.
On hearing a Continuous bell ringing (evacuation fire alarm).
A Continuous bell instructs all persons to leave the premises immediately and proceed to
designated assembly points.
Each part of the premises is supervised by two Fire Marshals. The Fire Marshal will ensure
no one is left in the area and will report to a Fire Officer at the Fire Assembly point.
Please close windows and shut doors upon leaving your immediate area or room.
Do not stop to collect personal belongings.
Patients Under Treatment
When a patient is under treatment, it is at the discretion of the clinician whether the patient is
in more danger if moved than staying in surgery with the clinician and the clinician requesting
a colleague to convey the situation to a fire officer when leaving the site.
Disabled Persons.
Local arrangements must be put in place for all members of staff, students and visitors who
have restricted mobility, sensory disabilities or temporarily incapacitated working, studying or
visiting the building. It is important that individuals make their colleagues aware of their
disabilities. The local fire marshal should agree a plan with the Trust Nominated Fire Officer
for evacuating disabled individuals.

Be aware at all times the presence and whereabouts’ of disabled people on site, to enable
the quick response to their needs. In most cases it should be far safer not to move / evacuate
any disabled person, but to remain with them, asking a colleague to notify a fire officer on
exiting the building.
The reasoning behind the above two points is that moving a patient under treatment or a
disabled person with out the use of passenger lifts etc will likely cause more danger or
injures. If the cause of alarm is in the immediate area of the above situation then within
minutes of the alarm sounding the investigation team will be in the area to give assistance
followed by the fire brigade. Also remember that simply travelling through one doorway will
retain the fire for 30 minutes. It could be suggested that you nominate a position or room
within your dept / area where staff accompanying disabled would feel more secure.
Exiting The Building.
Escort students and visitors to the nearest exit. Leave the building using the nearest exit
avoiding any visible fire hazard.
Do not use lifts to exit the building.
Please ensure your leave the building completely (do not wait in the courtyard). Please move
directly to the assembly point (do not stop near the exits onto the Gray’s Inn Road as this will
delay colleagues exiting the building).
Do not re-enter the building unless instructed to do so by the Fire Brigade or Fire Control
Team.
Fire Training.
All staff should attend Hospital Induction Training as soon as possible after they start work.
All staff and students working at 256 Gray’s Inn Road should attend a fire training refresher
courses annually. These occur regularly throughout the year.
All visitors must be provided with adequate information on “Action in the Event of Fire”
relevant to the building, department and hazards or activities within the building.
Fire marshals, fire officers and members of the investigation team must undergo regular
refresher training.
Fire Equipment & Notices
Once used, fire extinguishing equipment MUST be re-filled and serviced, so that it is
available and ready for use as soon as possible. Prompt reporting is vital!
Fire Action Notices must be displayed throughout the building.
Health and Safety Hazard Notices must be displayed on doors to rooms and cupboards, etc
containing such hazards e.g. flammable substances or compressed gases.

Minimizing the Risk of Fire.
Employees are encouraged to make suggestions for improving fire precautions within the
Eastman. Staff and students must inform their head of department or a senior management
representative about any significant risk, which might affect safety. Staff and students are
required to co-operate fully to ensure the workplace is safe from fire.
Conclusion.
We would like to encourage all departments to take active steps to discuss fire procedures at
all and any weekly / monthly meetings held at all levels. There are in any area / dept at least
two fire marshals who should be involved.
Under discussion should arise the following main points: Awareness of alarm conditions i.e., intermittent sounding of bells means standby to evacuate
and continuous bells, you evacuate immediately.
Are all staff aware of two routes / exits for means of escape.
Know their main assembly point plus the remaining two.

INVESTIGATION TEAM.
In Response To INTERMITTENT or CONTINUOUS Bells
Sounding.
1.
The team shall report immediately to the security lodge.
2.
Inspect the fire alarm panel and ascertain the Zone No giving the alarm condition from the red
l.e.d. read out.
3.
Cross reference the Zone No with the printed list adjacent the panel giving full location
details.
4.
Leave the security lodge to locate the alarm cause. Taking with them 1 of 2 designated 2 way
radios.
5.
On finding the cause of alarm, relay the information via the 2 way radios back to the fire
officers at the security lodge Or return immediately Or ring Ex 2222 to silence the alarm.
To silence the system is a major decision, be sure you know the cause!!!
NOTE: - Once the system has gone into Evacuation mode Do Not Silence the system until
the site is clear of all personnel. ( approx 5 minuets )
6.
To Silence The System.
Press the Silence / Resound button.
Press the Yes button.
Press 1 2 3 4.
Press the Silence / Resound button again.
7.
Do Not Press System Reset Button.
8.
Wait for Fire brigade to attend site.
9.
Report findings to brigade and on their say so, reset the panel.
10.
To Reset The System.
Press the System Reset button.
NOTE: - If a problem is located then make all attempts to control the situation whilst
maintaining personal safety AND sending immediately via 2 way radio or others or ringing
Ex 2222, information to the security lodge, to enable the alarms to be put into continuous /
evacuation mode.

FIRE OFFICERS.
In Response To INTERMITTENT or CONTINUOUS Bells
Sounding.
1.
Report to the security lodge immediately. Ensure all 2 way radios are switched on to receive
information from the investigation team.
2a.
The first officer to arrive assumes command and organizes the following officers. Put on the
orange jacket.
b.
The next three officers should don the yellow jackets and pick up the marshal attendance
clipboards and receive one of the designated 2 way radios.
c.
The command officer should at this point instruct each of the three officers which assembly
point he / she would like them to attend.
3.
Before attending assembly points [ as c. above ] await the investigation team to report.
3. a
In the event of an evacuation decision being made within 3 minutes of the alarm sounding, the
evacuation mode can be operated manually by breaking the RED break glasses mounted
below the main fire alarm panel. This action being automatic after 3 minutes or instantly out
of hours, i.e. after 1700 hrs and before 0900 hrs and 24 hours at weekends.
4.
In an evacuation situation, proceed to your assembly point to receive the reporting marshals.
5.
Allow no more than 4-5 minutes at your assembly point, then return to the security lodge to
brief the fire brigade.
6.
When safe to do so, give the all clear to the fire exit marshals to allow re-entry to the building.

NOTE: - There are ten fire officers attending the security lodge, only four are officially required,
therefore please assist others to carry out the various duties.
Example: - Assist the fire exit marshals.
Open the car barrier.
Back up your fellow officers.
Assist in notifying the exit marshals in giving the all clear for staff to return to site.

2.
If you are not in your area, attempt to return if possible.
In Response To INTERMITTENT

Close doors and windows if possible, as you check though your area.
3.
If you are not in your area when the alarm bells go into the continuous / evacuate mode, do
not make your way back to your area, but leave the building via the nearest exit.
In Response To CONTINUOUS Bells Sounding.
1.
Evacuate your area immediately.
2.
Close doors and windows if possible, as you check though your area.
3.
Proceed to your assembly point and report on arrival to the Eastman Fire Officer informing
him / her that your area is clear.

FIRE MARSHALS INSTRUCTIONS.
1.
Marshals must know their respective area of search.
2.
Marshals must know their main assembly point to report.
3.
Marshals must find and report to an assembly point fire officer as quickly as possible.
4.
Marshals must make themselves known to all members of staff who work within their area of
cover.
5.
All staff, new and old, (including agency, students and casuals) must be made aware of all
exit and escape routes, their main assembly point and the difference between intermittent and
continuous bell sounding alarm conditions.
6.
Remember depending on the position of the fire, your first and main escape route may be
blocked, be aware of a second means of escape.
NOTE: All marshals should make themselves familiar with the locations and types of fire
extinguishers within their area. Training in fire safety and the use of portable extinguishers
will be arranged.
All staff, students, patients and visitors should be made aware of their legal duty to observe all
fire precautions and to avoid and prevent possible hazardous situations occurring; i.e., ensure
fire exits are kept clear, fire doors are kept shut when not in use and operate correctly. All
defects to fire doors and equipment should be reported to the estates department as soon as
possible.

1.

4.
Turn on all Mobile Radio Hand Sets, assist as required the Fire Officers, i.e.; hand out
fluorescent jackets, clipboards, radio’s etc.
5.
Await instructions from the Investigation Team or Fire Officers via handsets, phone (2222) or
verbally.
To silence the system is a major decision, be sure you know the cause!!!
NOTE: - Once the system has gone into Evacuation mode Do Not Silence the system until
the site is clear of all personnel. ( approx 5 minuets )
OUT OF HOURS
1.
Report to the security lodge immediately.
2.
Inspect the fire alarm panel and ascertain the Zone No giving the alarm condition from the red
l.e.d. read out.
3.
Cross reference the Zone No with the printed list adjacent the panel giving full location
details.
4.
Wait for the Fire Brigade to arrive and show the Brigade the area of activation, unlocking all
doors necessary to locate the cause of alarm.
5.
To Silence The System.
Press the Silence / Resound button.
Press the Yes button.
Press 1 2 3 4.
Press the Silence / Resound button again.
6.
Do Not Press System Reset Button.
7.
Wait for Fire brigade to attend site.
8.
Report findings to brigade and on their say so, reset the panel.
