Appendix B - EMERGENCY ACTION PLAN (EAP) – ROYAL INSTITUTION OF GREAT BRITAIN
Each person assigned to work within the building and any relevant persons has an individual responsibility to be aware of:-

The location and method of operation of the manual fire alarm points and how to sound them in the event of fire.
·
Arrangements made for his/her safe evacuation in the event of a fire and to assemble at any designated locations.
·
The necessity of adhering strictly to the instructions of the Fire and Emergency Controller and Marshals when the fire alarm is operated.

NOT to re-enter the building until instructions to do so have been issued by the Fire and
Emergency Controller or the Building Manager

Roles and Responsibilities
The Building Manager (BM) is responsible for the development, implementation and continuous improvement of these Fire and Evacuation Procedures. The BM is responsible for the assessment of training needs required for those required to uphold this plan, to extend to the basic procedures for evacuation, fire safety, prevention and protection.
(FS) The Fire Supervisor is responsible for the management of a fire event and assigning a deputy to undertake their responsibilities in their absence. In the unlikely event of both being absent provision will be made for a Fire Marshal (FM) to be appointed as the temporary Fire and Emergency
Controller for the duration of the alarm or evacuation.
(SO) (R) Security Officers/Receptionist have appointed duties, staffing levels should never fall below those required to support this plan. In the event of a resourcing issue the Fire and Emergency
Controller must be made aware.
(FM) Fire Marshals have appointed duties:
On appointment fire marshals are to familiarise themselves with the layout of the entire building and the location of emergency phones, escape routes and fire-fighting equipment.

As instructed, complete the Fire Safety Check in the Area/Zone under their control. If any of these checks reveal deficiencies they are to be reported for remedial action to the Building
Manager on extension 2953

To cooperate with the Fire and Emergency Controller in the promotion of a safety culture – advise staff on safe working procedures and what to do in the event of fire.
·
To assist Royal Institution in ensuring that they have made all practicable advance preparations in the event of an emergency. To advise the BM of anyone who may need assistance or special arrangements in an emergency evacuation. This would include the following:-
Mobility impaired people
Sensory impaired people
Medical conditions i.e. asthma / angina, which may affect their ability to use the stairs
Temporary impairments for example individuals using crutches or later stages of pregnancy

Participate in the planning and execution of drills and emergency evacuations
·

Listen for correct operation of the fire alarm sounders at the weekly test
It is the responsibility of the BM to make the necessary arrangements for the safe evacuation of all occupants of the building, including anyone who may need assistance or special arrangements in an emergency evacuation. The Building Emergency Team (Reception/Security) must identify any such person on the premises and bring these to the attention of the BM in a timely manner.
It is the responsibility of the Event Manager (EM) to make the necessary arrangements for the safe evacuation of all occupants of the building, including anyone who may need assistance or special arrangements in an emergency evacuation during an Event. The Event Team must identify any such person on the premises and to bring these to the attention of the EM in a timely manner.
It is the responsibility of tenants to assess the needs of their employees with special needs. Needs should be assessed on an individual basis and advised to the BM. The BM is to ensure that the
Building Emergency Team will make the appropriate arrangements to support any Personal
Emergency Evacuation Plan (PEEP) that is put in place.
Fire Strategy
An evacuation from the building will be undertaken in accordance with the agreed fire strategy, and in compliance with guidance from the appointed Competent Person. Evacuated staff must assemble at the fire assembly point indicated on the Fire Action Plan, Appendix 'A' (refers to assembly point at
Pavement Area – Cycle Point – Grafton Street). For the purposes of safety, further instructions may be relayed once evacuated persons have reached the designated assembly point.
