CHAPTER 2450 - TIMBER SALE CONTRACT ADMINISTRATION
2450.46 - Timber Sale Contract Administration Team.
*-The intent of this supplement is to present in writing that District Engineers are designated by
the Contracting Officer as engineering representatives and state the procedure to be used in
notifying the purchaser of designations of engineering representatives.
1. Caribou-Targhee National Forest District Engineers are designated Engineering
Representatives. In the event there is not a District Engineer, or he is not qualified, or is
unavailable, the Ranger will ask the Contracting Officer to designate another qualified
engineering representative.
2. The Contracting Officer will inform the purchaser in writing, of his designated
engineering representative. The Purpose is to keep the principles of authority fully recognized
and respected by avoiding correspondence with the purchaser from two line levels.
3. The Contracting Officer will issue copies of the reference to Caribou-Targhee
Supplement 2400-2001-3 to FSM 2450-2453 and the Engineering Representative designation
letters. Authorities and instructions to the designee shall be kept within FSM 2450.46 policy and
the national policy regarding the legal intent of provision B6.1 (2450 letter January 31, 1975).
Following is a sample letter for transmitting the Forest supervisor's designation of an engineering
representative for road construction to a purchaser and to the designee.
To purchaser:
In accordance with standard provision B6.1 of the ______________timber sale contract, the
Contracting Officer has designated _______________as Engineering representative with regard
to specified road construction. He is authorized to (a) receive notices in regard to specified road
construction, and (b) take action in relation to specified road construction including approval of
minor changes in grade, alignment or drainage structure installation as needed to obtain
construction in substantial compliance with plans.-*
*-As provided in B6.1, I will be the Forest Service representative for all other phases of sale
activity.

"In carrying out this assignment, it is essential to fully coordinate road construction activities
with other activities on the sale area. You must keep me and the Forest engineer fully informed
of progress of construction. We must be furnished promptly copies of all correspondence
relating to roads and inspection reports."
"Questions of adequacy or method of slash disposal shall be referred to me. You should consult
with the Forest Engineer whenever it appears necessary on all other specified road construction
activities."-*
2452 - CONTRACT ADMINISTRATION FUNDAMENTALS.
All Forest Supervisor authority sales, those sales which exceed 1,000 MBF, will be prepared on
Contract Form 2400-6T when the lodgepole pine component comprises more than 25 percent of
the total sale volume.
Any exceptions to this must be approved by the Forest Supervisor.
