Program and Activity Reviews will be scheduled during each fiscal year's planning process. An Overall Program Review covering all phases of management will be conducted at least every other year on each Ranger District. Other Program Reviews and all Activity Reviews will be conducted at frequencies called for in the parent text or as needed. Business Management Program Reviews will be held on the following schedule starting with FY 1998 through FY 2003. Overall Program Review teams will consist of the Forest Supervisor, a Supervisor's Office staff officer, the District Ranger of the District being reviewed, and another District Ranger from the Forest. Review teams for other Program Reviews and Activity Reviews will be appointed by the Forest Supervisor. Reports for Overall Program Reviews will be written by the Supervisor's Office staff officer who is a member of the review team. This draft will be reviewed by other team members for comment prior to being sent in draft form to the Ranger District reviewed. The review team leader, as designated by the Forest Supervisor, on other reviews, will draft the review report. 1416.31 - Action Plans. A meeting will be held as soon as practicable after the rough draft of an Overall Program Review to review and finalize the report and to set firm dates for the submission of action plans by the inspector and by Forest staff officers if necessary. This meeting will be attended by the entire inspection team and all of the Forest Supervisor's staff. After this meeting the Forest staff representative on the review team will have the Program Review Report finalized and prepare an appropriate cover letter for the supervisor's signature. The cover letter will specify due dates for the action plans for both the inspector and the necessary staff. Copies of the cover letter will be sent to the staff officers and the Administrative Officer has the responsibility of assuring that a promise card follow up system is established. 1416.32 - Follow-up. Upon receipt of the Action Plans on Overall Program Reviews, the Administrative Officer will send copies to all staff officers and the inspector and set up a meeting with the inspector during one of the regularly established staff meetings to review the action plans and accomplishment review. Meetings for accomplishment review will continue to be scheduled as long as needed and at intervals determined by the Forest Supervisor. Generally a maximum of three meetings should be necessary before the Review is closed.
