1609.21_20 Page 1 of 42 FSH 1609.21 - PHOTOGRAPHY MANAGEMENT HANDBOOK R2 SUPPLEMENT 2409.17-94-1 EFFECTIVE 6/1/94 CHAPTER 20 - PHOTOGRAPHY COLLECTIONS AND USE 21.02 - Objective. This chapter provides for systematic acquisitions, filing and use of quality photographs. 21.1 - Photography Collection Location. In addition to mandatory photography collections (FSM 1643.1) at the Washington Office, Regional Office and all Forest Headquarters, Ranger Districts shall establish and maintain photography collections relating to Ranger District needs. The Regional Office collection shall be established and maintained by the Office of Information (FSM 1643.1). The procedures in this chapter apply to all locations having a photography collection. 21.2 - Establishing, Maintaining, and Using a Permanent Photographic Collection. The photography collection is appropriately identified as a Permanent Photographic Collection. It contains photographs of value to the public, the resource manager and others. 21.21 - Establishing Collection. 21.21a - Procedures. Photography collection starts at the moment the need for photography is identified. This procedure illustrates the process and considerations for obtaining quality photographs for the permanent photographic collections: 1. Identify kind of photograph needed, how it will be used, and when needed. Plan acquisition so photographs are matched with need and time frames. Make list of specific needs. Determine what each photo must visually communicate. 2. Check existing collections. If photograph needed is not available, add to your needs list. 3. Use correct film. 4. Make a record of each frame at time of exposure. Use the Field Photographic Record, Form R2-1600-1. (ex. 01) If practical, take more than one original if photograph is to be submitted to a permanent collection other than originating unit. 5. Return exposed film and, Form R2-1600-1, Field Photographic Record to the person responsible for processing activities on the unit. 6. After processing, make quality analysis of images obtained. Keep, Form R21600-1, Field Photographic Record, with quality negatives or prints. 7. For transparencies, transfer information from Form R2-1600-1, Field Photographic Record to the slide mount margin in accordance with section 21.31. Add only quality photographs to the Collection. 21.22b - Accessibility, Ease of Use Requirements for a Photographic Collection. Photography files should be in readily accessible areas. A sample catalog system, showing visually what is available and where, should be with the collection. 21.22c - Care of Negatives, Prints and Film. Negatives and slides can be ruined through neglect or careless storage practices. This is generally not detected until the need for the negative or print is acute. A negative or print can easily become scratched, compressed or faded with little or no intentional effort. Handle negatives and slides only by the edges. Proper storage and careful handling of negatives and prints will add years to their life and usefulness. R2 AMENDMENT 1609.21-94-1 EFFECTIVE 6/1/94 1609.21,20 Page 3 of 42 1. Store negatives in transparent or glassine sleeves. 2. File negatives in fire resistant steel filing cabinets. 3. Keep prints, negatives, and slides out of direct sunlight and avoid prolonged exposure to fluorescent light. 4. High relative humidity (above 55%) can damage negatives. Color transparencies are particularly susceptible. 5. If glues are going to be used, use only those that are meant for mounting photographs. 6. Keep room temperatures cool. Normal room temperatures (around 70 degrees F) are too warm. Low sixties are better. 7. Keep photo cabinets away from heat vents. 8. Whenever practical, keep negative or print in transparent holder while handling. 9. Properly clean negatives and prints. Do not experiment with abrasive tissues or liquid cleaners not designed for photographic use. 10. Locate photography storage cabinets and work areas in a dust- free part of the building. Contact the Regional Visual Information Coordinator, Office of Information, if assistance is needed to evaluate maintenance and storage needs of a collection. 21.22d - Protecting Motion Picture Film and Video Tapes. Photographic collections should make provision for protective storage of any 16mm motion picture film, audio and video tapes. The collected film or tape may be opportunity footage for planned future projects or edited material for television spots. (Refer to FSM 1641.5 for motion picture production limitations.) If the small quantity of footage collected does not justify development of a protective area for the film, provision should be made to store the film elsewhere. The Regional Visual Information Coordinator, Office of Information, and the Washington Office (through FSA facilities) can store this film safely. A subject matter log should be established, maintained and be immediately available in the vicinity of the stored 16mm film and video tape. This facilitates ready access to the footage. 21.22e - Purging Collection. Periodically, the collection shall be reviewed to remove images that no longer have value. This is particularly true of images showing items that can be dated. Clothing and automobile styles change rapidly. Before destroying the image, consideration should be given to adding it to the Special Historic Photograph Collection. R2 AMENDMENT 1609.21-94-1 EFFECTIVE 6/1/94 1609.21,20 Page 4 of 42 21.22f - Storage Facilities for Collections. Slide cabinets are available commercially. These cabinets usually have sliding racks where as many as 200 slides are arrayed for quick review. This type of storage is desirable with large collections. For small collections, use flexible plastic slide holders, size 9 by 11 inches, with pockets for 20 - 2 by 2 inch slides. These holders may be filed in three-ring looseleaf binders or in the standard 9 x 12 inch file folder. Photos with negatives can be stored in a standard correspondence file cabinet. 21.23 - Using Permanent Photographic Collection21.23a - Credit Line and Responsibility Statement. Sales require the use of credit line and responsibility statement when reproduction of official Forest Service photographs are furnished to newspapers, magazines, publishers and cooperators in accordance with existing law and regulations. (Refer to FSM 1643.3.) Credit Line With Responsibility Statement "IF REPRODUCED, PLEASE USE CREDIT LINE "USDA FOREST SERVICE PHOTO." No responsibility of any nature is assumed by the U.S. Department of Agriculture or Forest Service for the use of this photograph for any advertising purposes; also this official photograph is furnished with the understanding that it will not be used in any way that will imply recommendation by the USDA of any commercial product or service." All photographs made available for use by others, whether sold as a print or made available as prescribed above, shall be accompanied by the credit line with responsibility statement. (Stamp, do not type, on the back of photograph.) This credit line with responsibility statement must be transmitted in such a manner so as not to be separated from the appropriate photograph. The print will not be stamped if the reproduction qualities of the print stand to be damaged - a label may be affixed which will accomplish the purpose. 21.23b - Photographs Exempt from the Permanent Collection. Special situations dictate that some photographs shall be located in the correspondence filing system case folders. For example, photographs taken in conjunction with range utilization or 3-step transects shall be filed in the appropriate range allotment file folder. Similarly, photographs taken for special reports, such as law enforcement investigations, accident investigations, safety inspections, dam inspections, special use inspections, and so forth, should be filed in the appropriate case folder. Copies of some of these photographs may, however, have value in the permanent collection. 21.23c - Special Collections. Quite often there are advantages to establishing and maintaining small collections of photographs that relate to each other because of some special circumstance. A collection of photographs relative to human resource program activities is one example. Photographs collected for use in a land management plan is another. Set up a special collection to keep specific subject photographs together, usually for a predetermined time span. Make provision at the time the special collection is R2 AMENDMENT 1609.21-94-1 EFFECTIVE 6/1/94 1609.21,20 Page 5 of 42 established for accession of each of the photographs to the regular collections. Do not stop the accessibility of good pictures for use by someone else just because another plan is being made. Both needs can be served with minimum inconvenience if the photographer will take two or three originals instead of the usual one at the time the picture is taken. Special collections should be stored as a single unit with the permanent photographic collection of the unit. A simple inventory of what is available in the special collection area must be established. Special collection shall be aimed at meeting specific management needs. All pictures to be used in a special collection (except Historic Photograph Collection) shall first be cataloged in the Permanent Photographic Collection and a duplicate or another original used for the special collection purposes. Special collections shall be labeled with a descriptive title such as "Mount Emmons Mining Project" or "Kannah Creek Demonstration Area," and so forth 21.23c(1) - Historical Photograph Collection. Additions to the historical collection shall be constant and on a planned basis. History is being photographed at all times. Each historical photographic collection should acquire photographs showing today's activities which will be of interest to resource managers, writers and photographers in the years ahead. For example, photographs of the Rapid City Flood of 1972 are photos having historical values. Major forest fire damage or significant and highly visible changes in silvicultural practices are other photos of value. Senior citizens and their survivors occasionally look for a repository for pictures of historic value, but do not know how to go about donating the photographs. Permanent donations to Forest Service collections are appropriate and welcomed. Proper credit to source of donor should be worked out at time of donation. Letters of acknowledgment and appreciation are in order. A list of the specific photographs acquired, together with appropriate Forest Service file designations, shall be attached to an appropriate letter of appreciation to the donor. If storage facilities at local offices are not adequate for the care of historical photographs, they should be forwarded to the Washington Office historic photographic storage facilities. Prints or duplicate negatives will be returned to the originating office upon request. Originals can be returned also. Establish methods for careful indexing, establishing cross-references to like-kind photographs of earlier or later time spans. 21.23c(2) - Photography for Human Resource Program Activities. All units with photographic collections should establish a special collection for human resource program pictures. Examples of kinds of photographs most useful to the human resource program are: 1. Photos of people on the job. Visual evidence of work in progress. R2 AMENDMENT 1609.21-94-1 EFFECTIVE 6/1/94 1609.21,20 Page 6 of 42 2. Photos of work accomplished. 3. Photographs stressing social problem identification and Forest Service role in helping resolve the problem. 4. Pictures showing people what services and activities are available from the Forest Service and how these services may be obtained. 5. Pictures showing where these services are available are very important. Identify other agencies or participants where appropriate. 6. Pictures which relate human resource program activities to other on-going work of the Forest Service. 21.23c(3) - Emerging Issues and Special Projects. Provision should be made for identification and collection of photographs of particular value to selected emerging issues. The photographic needs of an emerging issue are highly specialized and must be identified, obtained and made readily available in a timely fashion. Storage and retrieval of this kind of photography should be designed to fit the circumstance. All photographs relating to an issue should be kept together during the active life span of the issue. All issue photographs will be added to the Permanent Photographic Collection at the time the photograph is acquired. Use duplicates or second originals in the emerging issue collection. 21.23c(4) - Browsing Collection. The Browsing Collection is a small select representation of quality photographs assembled from the Permanent Photographic Collection to meet a specific need or demand. The collection should be kept current with on-going issues and activities, often suggesting extensions or alternate visual representations. A small selection of appropriate and available historic pictures should also be included. The Browsing Collection will be used by writers, publishers and others seeking quality photographs to accompany a manuscript or text. This collection shall be kept current and instantly accessible. Its special value is making quality photographs available with a minimum expenditure of time and effort by the user. 21.23c(5) - Photography for Employee Training. Training programs use photos to provide off-site learning opportunities through slide tape programs. A special section in the photography collection may be established for photographs of particular value for training purposes. Photographs to be used for employee training or other training activities will normally convey a learning opportunity. Examples of kinds of photographs most useful: 1. Photos which can help the orientation of an employee to an unfamiliar activity or resource. R2 AMENDMENT 1609.21-94-1 EFFECTIVE 6/1/94 1609.21,20 Page 7 of 42 2. "How to" pictures, which are prescriptive as well as descriptive. Processes or methodology represented must be accurate and complete. 3. Photographs distinctly identifying the parts of a subject or action and photographs stressing efficiency in performance and economy in expenditure of time and effort. 21.23c(6) - Photography for Demonstration Areas. Demonstration areas offer unlimited opportunities for securing on-site photography for off-site use. Before and after photographs assist the viewer in understanding what has taken place. The photographic needs of a demonstration area should be planned as a part of the development plan for the area. Off-site uses of the photography obtained from a demonstration area include: 1. Making visible services obtainable from public agencies of value to private landowners. These include consultation, planning, assistance in problem solving and identity. 2. Application of practices to lands similar, but not a part of a demonstration area, and historic perspective establishment and maintenance. 21.23c(7) - Permanent Camera Points Photography Collection. Permanent camera point collections are described in Chapter 30 of this Handbook. Using regular numeric and alphabetic file designations, this collection of photographs, having continuity to specific sites or activities, will be stored as a single unit. Keeping this "subject-specific" photography together assures continuity and accessibility of the entire series of photographs taken at any permanent camera point. 21.23c(8) - Slide Programs. All units should have quality slide programs available for use by employees and the public. Slide programs are an effective communication process and, when skillfully combined with the script, the presentation brings on-the-ground resource activities right into the public meeting hall. Planning the script and the supporting photography is essential. Careful presentation of predetermined objectives and establishment of a basic theme are characteristics necessary of all slide programs. The key to developing a good slide program is recognition of unity and coherence in the written script. 21.3 - Identifying and Filing Images in the Permanent Collection. This section describes the establishment of the file system and the subject category codes to be used by all units. It is designed to offer easy accession and retrieval. Two category lists are included: (1) numerical and (2) alphabetical. The filing categories are identical to those used in the National Forest Service Office since the 1960s. It generally conforms to the Forest Service Manual coordinated file system, FSH 6209.11, as it existed in the 1960s. R2 AMENDMENT 1609.21-94-1 EFFECTIVE 6/1/94 1609.21,20 Page 8 of 42 As you are aware the Manual numbering system frequently changes; a photograph file system has to maintain a consistency throughout the time. For example, more than 750 thousand images have already been categorized in the Washington Office. If the categories were changed to conform to the coordinated file system, an expensive reorganization of the collection would be needed. In addition, photographic classification requirements often do not parallel the subject matter of the coordinated file system. The categories are organized to avoid subject matter duplication between National Forest System, State and Private Forestry, and Research branches of the Forest Service. You should therefore familiarize yourself with all categories. Most Region 2 personnel will not be familiar with categories under Research (40000), but these categories should be used by National Forest System personnel if they fit the photographs' description. For example, 47301 is the proper category for Christmas tree harvesting, whereas most National Forest System personnel would logically want to categorize under 24000. The filing and retrieval of a photograph, color transparency or negative are accomplished through the use of the numeric code which is placed on each item or its storage envelope and R2-1600-1 form. Though the listing can never be considered complete, it does represent most of the classifications normally sought and will serve as the best single source for subject matter coding. Do not arbitrarily set up new categories for your local collection. Photographs may be properly filed in more than one category. Primary and secondary classification are provided for in the system. Cross- referencing to a multi-subject image is encouraged. Computer programming is available from the Washington Office for listings of large collections. 21.31 - Identifying and Filing a Color Slide. Exhibit 02 is a sample of a properly identified slide to be added to the permanent collection. Note that in the upper right corner of the slide there is a "subject category primary number." All similar images in the Permanent Photographic Collection carry the same number. Sometimes a "secondary category number" appears below the prime number. This means the photograph fits more than one subject classification. If a duplicate photograph is filed under the secondary number, circle this number to indicate that it should be filed or refiled under that category. The Identification Number Block is reserved for the permanent numbers assigned by the Washington Office. Each slide will show the photographer's name and temporary number. Temporary numbers are usually a chronological sequence of numbers the photographer maintains throughout his Forest Service career. This is the same number used on the Form R2-1600-1 Field Photographic Record. By using the photographer's name and temporary number, each photograph can be individually identified. Standard photo file envelopes (Form R2-1600-3) are available from the Regional Office. (ex. 03) Transparent or glassine envelopes shall be used to protect the negative and stored in the envelope. Regularly established requisition procedures shall be used by units needing supplies. The photograph file envelope is open-ended. The envelope is captioned for specific data needed for filing and information purposes. The same data is on the Field Photographic Record (Form R2-1600-1). You can attach the original R2-1600-1 to the photograph envelope to save time. This envelope shall be made out by the originating unit. Negative holders shall be numbered with the same file number to help keep the negative with the right file. Proof Sheets - Many photographers often shoot a complete roll or several rolls of film on the same subject. When the film is developed, a request is made for a "contact proof sheet" where all frames of the film roll are printed on an 8 by 10 inch sheet of photo paper. This is an inexpensive way where by you can select only the best frames from the roll for subsequent enlargement. Subsequent enlargements can also be filed in the same envelope. The black and white photograph and negative procedure shall be used for color prints and negatives. 21.34 - Filing Slide Programs. Duplicate slides should be used in the slide presentation and slide talk package. This protects the quality of the original slide and permits use of the original slide for other purposes. This practice prevents lockup of outstanding photographs for single-purpose use. Frequently used slide programs can be stored in projection slide trays (carousel, and so forth). A copy of the script and audio cassette tape should be filed with the slides. All slides should be kept together and numbered in sequence to assure they are not scattered and difficult to retrieve. Infrequently used programs can be stored in plastic slide holders (9 by 11 inches with pockets for 20 2 by 2 inch slides) with a copy of the script or audio tape. These holders may be filed in three-ring looseleaf binders or in the standard 9 by 12 inch file folder. Slide programs with Region-side interest should be forwarded to the Regional Office, Office of Information, for the permanent image collection. 21.35 - Rocky Mountain Region Photography Filing System Coding. The following sections list the categories used to index the permanent collection. The Small Photographic Collection Subject Code list (21.35a) is designed primarily for small collections (less than 3000 images) often found at the Ranger District. Large or specialized collections should employ the more definitive Photographic Collection Subject Codes - Numeric (21.35b).
