NRS SUPPLEMENT 6400-2009-1 EFFECTIVE DATE: 06/19/2009 DURATION: Effective until superseded or removed. 6440 Page 2 of 2 FSM 6400 – PROPERTY MANAGEMENT CHAPTER 40 – REAL PROPERTY MANAGEMENT 6443 – PUBLIC BUILDINGS MANAGEMENT 6443.8 – Smoking Regulation 01 Authority Based on regulations at 41 CFR Part 101-74, all Northern Research Station sites are designated smoke-free. 02 Policy Smoking is prohibited in all interior space owned, rented, or leased by the Executive Branch of the Federal Government. The policy includes all structures on any site such as outbuildings, greenhouses, and head houses. Smoking is now prohibited in courtyards within twenty-five (25) feet of doorways and outside of air intake ducts for building ventilation systems. Headquarters Office: Smoking is prohibited in all interior space. Smoking areas are provided outside in accordance with the policy of the lessor, unless posted as a “No Smoking” area. The lessor of the headquarters office currently abides by the direction of the PA Clean Indoor Air Act which indicates that smoking is prohibited within 20 feet from the entrance to a public building. A representative from the Business Operations Group is responsible for ordering and posting “No Smoking” signs for the headquarters office. Field locations: Owned Space: Director’s Representatives will designate a smoking area in an outdoor area that is convenient and does not negatively impact worker productivity. Smoking is prohibited in courtyards and within twenty-five (25) feet of doorways and outside air intake ducts for building ventilation system. Support Services Specialists will order and post “No Smoking” signs for their respective unit. Leased Spaced or Space Co-located with Other Government Agencies or Universities: Employees will comply with the smoking policy established by the lessor. It is the responsibility of the Director’s Representative to inform the lessor of the GSA policy and work with them to obtain compliance. Each leased site will post the lessor’s smoking policy and post in a prominent location in their office. Where space is leased to another agency, the smoking policy will be determined at the time the lease is negotiated. In addition to direction set out in this supplement, smoking is prohibited in government-owned vehicles. Failure to adhere to this policy can lead to disciplinary action. The Employee Assistance Program (EAP) offers assistance in smoke cessation.
