1204 – RESPONSIBILITIES
1204.45 – Director’s Representative
The Station Director designates a Program Manager, Project Leader, Team Leader or, in the absence
of the above, another senior professional employee as his representative at each Northern Research
Station Forestry Sciences Laboratory or field site. A Director’s Representative (DR) is appointed for
up to a five year term and is:
1.
The Director’s principal contact at a field location.
2.
The Chairperson of the Forestry Sciences Laboratory Coordinating Committee consisting of
Program Manager, Project Leaders/Team Leaders and the Facilities Operations Manager or Specialist
as well as representative(s) of any tenant unit (e.g., Northeastern Area State & Private Forestry). This
Committee meets at least quarterly to address common activities and problems not specific to any one
“project.”
3.
The Designated Agency Safety and Health Official (DASHO.) As the DASHO, the Director’s
Representative will encourage employees from each unit to serve on the local Safety and Health
Committee. See specific details in the Forest Service Manual, 6700, zero code.
4.
The Chairperson of the local Safety and Health Committee. This Committee is responsible for
oversight of the annual action plan, inspection and accident reporting requirements.
5.
The DR for public contacts and external relations.
6.
The Supervisor of local Administrative Support/Business Operations employees not assigned
exclusively to any one Program, Project, or Team.
7.
The final arbiter on space issues after consultation with the Facilities Operations Manager or
Specialist, other leaders and other partners, where applicable.
8.
The authority on local issues, such as emergencies and severe weather closures.
9.
The liaison with other occupants where multiple agencies or Forest Service branches share a
common building.
In order to provide continuity during periods of planned absence, the DR will select a Program
Manager, Project Leader, Team Leader, or in the absence of any of the above, a Senior Employee to
serve as acting Director’s Representative. The DR will notify the Station Director and the Assistant
Director of the acting assignment.
