INTERNATIONAL TELECOMMUNICATION UNION Radiocommunication Bureau (Direct Fax N°. +41 22 730 57 85) Addendum 1* to Circular Letter 8/LCCE/72 5 October 1999 To Administrations of Member States of the ITU and Radiocommunication Sector Members participating in the work of Task Group 8/1 of Radiocommunication Study Group 8 Subject: 1 Eighteenth meeting of Task Group 8/1 of Radiocommunication Study Group 8 on International Mobile Telecommunications-2000 (IMT-2000) – submission of material to draft Recommendation IMT.RSPC Background According to the development process agreed at the its 17th meeting (see Doc. 8-1/424, Attachment 19, §9), TG 8/1 will complete preliminary draft new Recommendation IMT.RSPC (see Doc. 8-1/424, Attachment 13) at its 18 th meeting, with final approval being granted in accordance with established ITU-R approval procedures. Work on all the radio interfaces within RSPC should be completed in an essentially parallel fashion. Since there will be multiple radio interfaces involved, there will be in addition to the common parts of RSPC multiple radio interface variations and prioritization of completion of one radio interface over another is not an option that should be considered with TG 8/1. In order to complete its work and to ensure that External Organization (EO) materials are properly understood by TG 8/1 Working Group 5 drafting groups, the following process and schedule has been established for information flows related to the material required for the various sections of RSPC. 2 Schedule for completion of RSPC 2.1 - Sections 1.0 through 5.X.1 WG 5 will in the 18 th TG 8/1 meeting develop these sections using member contributions and possibly drawing upon material supplied by the EOs in their responses to other sections. In addition, WG 5 will complete incorporation of these sections with all other sections to finish their work and finalize for approval, by the closing plenary of TG 8/1. - ____________________ * English only. The material received is found at http://www.itu.int/imt/2-radio-dev/index.html. The ITU-R Secretariat has sent back to the responding EOs by 27 September 1999 the “composite” of all Section 5.X.2s to provide a complete picture of this portion of RSPC. Relevant EOs are requested to review this material and to provide comments and their “best and final” updates this material to the ITU-R Secretariat by the final response deadline of 15 October 1999, again using electronic form. WG 5 focussed drafting group began the task of collating, assembling and editing the differing Section 5.X.2s for each radio interface into a unified document. WG 5 will, in the 18th TG 8/1 meeting, complete the task of collating, assembling and editing the differing Section 5.X.3s for each radio interface into a unified final document. Sections 5.X.3 (“Reference from External Material”) Relevant EOs are requested to provide to the ITU-R Secretariat, in electronic form, a “best and final” version of their submissions to this section following the guidelines established by TG 8/1 as soon as possible, but no later than 15 October 1999. It is necessary that the EOs submitting this material make available to the ITU-R Secretariat electronic versions of the full contents of the detailed specifications referenced in Section 5.X.3 in PDF format prior to the 18th TG 8/1 meeting. This material will be posted on http://www.itu.int/imt/2-radio-dev/index.html and made available on CD-ROMs for consultation of participants at the 18th TG 8/1 meeting. WG 5 will, in the 18th TG 8/1 meeting, complete the task of collating, assembling and editing the differing Section 5.X.3s for each radio interface into a unified final document. Section 6 (Satellite Component) Relevant EOs are requested to provide to the ITU-R Secretariat, in electronic form, information appropriate to this section following the guidelines established by TG 8/1 as soon as possible, but no later than 15 October 1999. WG 5 will, in the 18th TG 8/1 meeting, complete the task of collating, assembling and editing the information supplied in contributions on Section 6 for each radio interface into a unified final document. Section 7 (Generic Unwanted Emission Limits) Relevant EOs are requested to provide to the ITU-R Secretariat, in electronic form, information appropriate to this section following the guidelines established by TG 8/1 as soon as possible, but no later than 15 October 1999. WG 5 will, in the 18th TG 8/1 meeting, complete the task of collating and assembling and editing the information supplied in contributions on Section 7 for each radio interface into a unified final document. D:\626097507.DOC 31.05.16 31.05.16 -3- 3 Meeting between ITU and EO’s representatives Following an invitation by the ITU, representatives of the ITU Secretariat and external organizations met in ITU Headquarters, Geneva on 20 and 21 September 1999 to discuss the process for the timely preparation and maintenance of RSPC. The detailed meeting report is contained in Doc. 8-1/432). Regarding publication matters, it was considered that RSPC would be included in ITU’s usual publication of the CD-ROM of all “ITU-R Recommendations in force”. This will be published every six months from next year. Access could be provided to the detailed specifications either on the ITU web site or via links to the EO’s web sites. The text of the external references would not be included on this CD-ROM. In addition, the possibility of publishing an “IMT-2000” CD-ROM around July 2000 was considered, including all of the ITU-R and ITU-T Recommendations concerning IMT-2000 (in English, French and Spanish). Other relevant ITU-R ‘information’ texts could also be included (e.g., handbooks, etc.). The text of the EO specifications would be included on this CD-ROM. In order to minimize the cost of the IMT-2000 CD-ROM, thus promoting its widespread distribution, the ITU will consider offers for sponsorship. Robert W.
