Enclosed with this letter are the texts of the draft Recommendations as edited by Study Group 9. In accordance with the provisions of § 10.2.2 of Resolution ITU-R 1-3, the consideration period will last until 26 December 2000. If no objections are received from Member States during the consideration period, the approval by consultation procedure of § 10.3.5 of Resolution ITU-R 1-3 will be initiated. However, any Member State who objects to the continuation of the approval procedure for a draft Recommendation is requested to advise the Director of the reason and to indicate possible changes to the text in order to resolve the problem. However, WRC-2000 introduced the following provisions into the Radio Regulations: “ADD S5.522A The emissions of the fixed service and the fixed-satellite service in the band 18.6-18.8 GHz are limited to the values given in Nos. S21.5A and S21.16.2, respectively. ADD S21.5A As an exception to the power levels given in No. S21.5, the sharing environment within which the Earth exploration-satellite (passive) and space research (passive) services shall operate in the band 18.6-18.8 GHz is defined by the following limitations on the operation of the fixed service: the power of each RF carrier frequency delivered to the input of each antenna of a station in the fixed service in the band 18.6-18.8 GHz shall not exceed -3 dBW.” Study Group 9 has reviewed Recommendation ITU-R F.761. In view of the fact that WRC-2000 has addressed and resolved the sharing criteria for this band, Study Group 9 believes that Recommendation ITU-R F.761 is now no longer necessary and should be deleted. _______________ D:\612870187.doc
